{"id":51675,"date":"2021-10-06T20:21:47","date_gmt":"2021-10-06T20:21:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/10\/06\/debate-on-no-first-use-of-nukes-mushrooms-in-washington\/"},"modified":"2026-08-07T23:41:49","modified_gmt":"2026-08-07T23:41:49","slug":"debate-on-no-first-use-of-nukes-mushrooms-in-washington","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2021\/10\/06\/debate-on-no-first-use-of-nukes-mushrooms-in-washington\/","title":{"rendered":"Debate on \u2018no first use\u2019 of nukes mushrooms in Washington"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Five years after <a href=\"https:\/\/www.defensenews.com\/pentagon\/2016\/10\/13\/22-us-house-democrats-press-obama-to-adopt-no-first-use-nuclear-weapons-policy\/\" target=\"_blank\">President Barack Obama<\/a> turned back from declaring a \u201cno first use\u201d as U.S. policy for nuclear weapons, opponents say the Biden administration is considering it too, and warn that it risks alienating allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate Foreign Relations Committee\u2019s ranking member, <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/12\/03\/senate-foreign-relations-chairman-talks-turkeys-erdogan-and-the-hole-hes-dug-himself-into\/\" target=\"_blank\">Sen. Jim Risch<\/a>, R-Idaho, said that he believes America\u2019s allies are \u201cvery, very upset\u201d with the idea President Joe Biden might reverse decades of U.S. nuclear policy as part of his administration\u2019s sweeping <a href=\"https:\/\/www.defensenews.com\/smr\/nuclear-arsenal\/2021\/01\/19\/as-biden-takes-office-key-nuclear-and-missile-defense-decisions-loom\/\" target=\"_blank\">Nuclear Posture Review<\/a>, expected in 2022. The U.S. has historically maintained ambiguity about whether it would carry out a first strike with a nuclear weapon, but the policy would expressly rule it out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt gives more comfort to the enemy that they can plan an attack and do whatever they want to and not worry about us using a first strike,\u201d Risch said of a \u201cno first use\u201d policy. \u201cNobody wants to use a first strike, but there are scenarios where you can imagine a first strike, and the best thing you can do is keep [adversaries] off balance.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Risch said Tuesday that he is opposing confirmation of Biden\u2019s nominee for assistant secretary of state for arms control, verification and compliance, Mallory Stewart, in connection with the matter. That complicates but doesn\u2019t necessarily sink confirmation for Stewart, who serves as the arms control lead for the <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/08\/10\/sasha-baker-tapped-for-lead-policy-role-at-pentagon\/\" target=\"_blank\">National Security Council<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proponents of \u201cno first use\u201d argue it reduces the chances that <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/09\/01\/china-planning-to-double-nuclear-arsenal-pentagon-says\/\" target=\"_blank\">China<\/a> or <a href=\"https:\/\/www.defensenews.com\/naval\/2021\/08\/23\/putin-launches-construction-of-new-nuclear-subs-and-warships\/\" target=\"_blank\">Russia<\/a>, mistakenly fearing a U.S. nuclear attack, would launch their own first strike. However, allied leaders in Europe and Asia are likely to see it as an erosion of America\u2019s guarantee to protect them, and it would put the U.S. at odds with the strategic-ambiguity policies of NATO and nuclear-armed U.K. and France.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO allies, along with Japan and South Korea, have likely been speaking out against the possibility of a \u201cno first use\u201d policy, either to visiting U.S. lawmakers, or through their embassies in the U.S., said William Alberque, the former director of NATO\u2019s Arms Control, Disarmament, and WMD Non-Proliferation Centre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Declaring that nuclear weapons are only to answer nuclear weapons would worry Asian allies fearful of China and North Korea, pushing South Korea toward fielding its own nuclear arms, Alberque said. In Europe, it would signal to Russia that it can invade its neighbors without fear of a nuclear response \u2015 and gain Washington nothing in planned arms control talks with Moscow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the United States comes in and says, \u2018If Russia invades NATO, we promise not to use nuclear weapons unless you nuke us,\u2019 I think, after the Russians pull themselves off the floor from laughing hysterically, they\u2019re going to say, \u2018Wait, are you serious,\u2019\u201d Alberque said. \u201cWhat kind of goodwill gesture is that when Russia has short-range nukes all along its border?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some within the administration are said to be arguing the Pentagon-led Nuclear Posture Review should take an unorthodox step and seek foreign input from across the political spectrum. The thinking is there are diverse views within allied countries when it comes to nuclear weapons policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith the NPR, the question is how broad the representation will be from our allies,\u201d said Jeffrey Lewis, a nuclear arms control expert and professor at the Middlebury Institute of International Studies. \u201cThe conservatives and the Pentagon want to talk to the same small group of people they always talk to, who tell them what they want to hear. And the people in the Biden administration who want to take a fresh look [at nuclear arms policy] want to talk to a broader range.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, Risch grilled Stewart at her nomination hearing before the Senate Foreign Relations Committee, pressing her to agree with him that allies would strongly object to potential policy change. But Stewart said it would be hard to concede that allies are objecting to the results of the Nuclear Posture Review while it was ongoing \u2015 and that the administration was still engaging with allies to address their concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not sure if I understand the term \u2018strenuous objection.\u2019 I think they\u2019re concerned,\u201d Stewart told Risch, adding: \u201cI don\u2019t even know if it\u2019s an \u2018objection.\u2019 The point is perhaps through our engagement, we hope to explain and understand, and really hear from them further.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Risch was frustrated, saying: \u201cIf we on the Republican side of the committee have an understanding that our allies have strong, strong objections to what you\u2019re considering, how is it that you can\u2019t concede that?\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"3500\" height=\"2333\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-1235252830.jpg.jpg\" alt=\"\" class=\"wp-image-43805\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1235252830.jpg.jpg 3500w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1235252830.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1235252830.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1235252830.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1235252830.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1235252830.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 3500px) 100vw, 3500px\" \/><figcaption class=\"wp-element-caption\">Senate Foreign Relations ranking member Sen. Ted Cruz, R-Texas, if she personally believes in a \u201cno first use\u201d policy, Stewart deferred to the ongoing review and said the country has to reduce the role of nuclear weapons in a way that \u201cextended-deterrence commitments to our allies remain strong and credible.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s important to make sure our allies and parters understand that whatever steps we take, our commitment to their defense is unshakeable,\u201d Stewart said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the hearing, Senate Foreign Relations Committee Chairman Bob Menendez told reporters that he had not heard any objections like the ones Risch mentioned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have not heard from any ally in any of my engagements, directly with heads of state or foreign ministers, or at a staff level \u2015 I have not heard that,\u201d said Menendez, D-N.J.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither was he personally troubled. \u201cWe\u2019re going to be looking at [the administration\u2019s] posture review to see what their ultimate decision is, but I\u2019m not going to prejudge something before they say that this is what they\u2019re going to do,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the Obama administration in 2016, an internal \u201cno first use\u201d <a href=\"https:\/\/www.defensenews.com\/pentagon\/2016\/10\/13\/22-us-house-democrats-press-obama-to-adopt-no-first-use-nuclear-weapons-policy\/\" target=\"_blank\">proposal<\/a> died amid opposition from the Cabinet as well as allies in Europe and Asia,<a href=\"https:\/\/www.wsj.com\/articles\/no-first-use-nuclear-policyproposal-assailed-by-u-s-cabinet-officials-allies-1471042014\" target=\"_blank\"> the Wall Street Journal reported at the time<\/a>. Reportedly, Secretary of State John Kerry cited concerns raised by U.S. allies that rely on the American nuclear triad for their security and Defense Secretary Ash Carter said it would risk provoking insecurity about the U.S. deterrent among allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While on the campaign trail, Biden expressed a desire to reduce the role of nuclear weapons in U.S. strategy, and his website says their \u201csole purpose\u201d is to deter and, if needed, retaliate against a nuclear attack. However, since Biden took office and in the run up to the Nuclear Posture Review, there have been<a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2021\/09\/09\/lawmakers-set-for-battle-over-next-gen-nuclear-missile\/\" target=\"_blank\"> competing cross-currents<\/a> both inside the administration and politically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Deputy Defense Secretary Kathleen Hicks\u2019 confirmation hearing in February, she reiterated her past position that, \u201cI don\u2019t believe that no-first-use policy is necessarily in the interests of the United States,\u201d but also said, \u201cthose will be decisions ultimately made by the president.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More recently, the Biden administration\u2019s removal of the Pentagon official who had been leading the Nuclear Posture Review has prompted non-proliferation advocates to <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/09\/27\/biden-hit-with-backlash-over-removal-of-pentagons-top-nuclear-policy-official\/\" target=\"_blank\">publicly ask<\/a> whether the move was aimed at stifling views that challenge the status quo on nuclear arms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pentagon officials say it was part of a routine reorganization. \u201cWe\u2019re going to continue to consider and include a wide range of viewpoints in the Nuclear Posture Review, including those from administration officials, military leaders, academics and all others,\u201d chief Pentagon spokesperson John Kirby told reporters at the time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A number of Republicans in Congress, like Risch and Cruz, have pushed back on the idea of adopting a declaratory nuclear weapons policy, but lawmakers to their left are split. House Armed Services Committee Chairman Adam Smith and Sen. Elizabeth Warren reintroduced a measure to codify \u201cno first use\u201d policy in law, but Sen. Angus King \u2015 a Maine independent who caucuses with Democrats \u2015 has come out publicly against any change to a declaratory policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t support it myself. To me the whole idea of deterrence is to make our adversaries nervous,\u201d King, who chairs the Senate\u2019s strategic forces subcommittee, told Defense News. \u201cI\u2019m also concerned our allies will feel it\u2019s an abdication of the nuclear umbrella [of protection the U.S. provides non-nuclear armed allies], and then they\u2019ll feel they have to develop their own nuclear capacity
