{"id":51704,"date":"2016-06-13T17:16:20","date_gmt":"2016-06-13T17:16:20","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2016\/06\/13\/indian-excludes-foreign-vendors-from-its-air-defense-upgrade\/"},"modified":"2026-08-07T23:47:57","modified_gmt":"2026-08-07T23:47:57","slug":"indian-excludes-foreign-vendors-from-its-air-defense-upgrade","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/asia-pacific\/2016\/06\/13\/indian-excludes-foreign-vendors-from-its-air-defense-upgrade\/","title":{"rendered":"Indian Excludes Foreign Vendors From Its Air-Defense Upgrade"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">NEW DELHI \u2014\u00a0India&#8217;s\u00a0Ministry of Defence\u00a0(MoD)\u00a0has asked the Indian Air Force (IAF) to modernize its aging Russian Pechora air defense systems by using\u00a0only domestic defense companies in accordance with the &#8220;Make in India&#8221; policy.<\/p>\n\n\n\n<p>Last month, IAF issued a $272 million tender to digitize 16 Pechora systems, and the request for proposals was sent to domestic companies Tata Power SED, Larsen &amp; Toubro<span class=\"rte rte-comment\"> (L&amp;T)<\/span>, Reliance Defence and Engineering Limited, Offset India Solutions, Mahindra Defence Systems, state-owned Bharat Electronics Limited<span class=\"rte rte-comment\">\u00a0(BEL)<\/span>, and Bharat Dynamics Limited<span class=\"rte rte-comment\"> (BDL)<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently Indian defense companies do not have the capability to digitize Pechora systems on their own and so they forge technical partnerships with overseas defense companies, according to a senior IAF official who spoke on condition of\u00a0anonymity.<\/p>\n\n\n\n\n\n<p>&#8220;The original equipment manufacturer <span class=\"rte rte-comment\">(OEM) <\/span>of Pechora systems is Russia&#8217;s Almaz-Antey, and all Russian defense companies only prefer to work with only state-owned defense companies,&#8221;\u00a0he said.<\/p>\n\n\n\n<p>The Pechora upgrade program includes the refurbishment of its missile-guidance radar and the integration of its radar with an Integrated Area Command and Control System (IACCS)<span class=\"rte rte-comment\"> of IAF<\/span>. The upgrade will provide a\u00a0fresh lease of life for ten years, the IAF official added.<\/p>\n\n\n\n<p>&#8220;Indian defense companies have matured enough to build subsystems, and they can procure design and architecture from overseas companies. In addition, Pechora missiles [do]<span class=\"rte rte-comment\">\u00a0does<\/span> not require modifications and can be easily [built] <span class=\"rte rte-comment\">be build <\/span>by India companies,&#8221; a senior MoD official told Defense News on condition of anonymity<span class=\"rte rte-comment\">said in private<\/span>.<\/p>\n\n\n\n<p>&#8220;IAF Pechora systems were inducted in the seventies for airfields and other vital area protection. Most of the 30 missile units have exceeded their useful lives, however\u00a0extension to their lives have been accorded to keep them operational[ly]. They are still very potent and capable air defense system[s],<span class=\"rte rte-comment\"> available with the IAF<\/span>&#8221;\u00a0retired IAF Air Marshal Daljit Singh said.<\/p>\n\n\n\n<p>&#8220;The IAF had planned to replace Pechora systems with MRSAM systems to be purchased from the selected vendor from Israel after due defense procurement processing. The medium range surface to missile <span class=\"rte rte-comment\">(MRSAM) <\/span>project of procurement of 18 systems has got stalled as the indigenous development content got delayed due to various reasons. Due to lack of spare support for [the] S-125 Pechora system and [a] gap in air defense protection cover, the IAF has rightly decided to go ahead with upgrade of [the]\u00a0Pechora system,&#8221; Singh said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The\u00a0upgrade mainly involves digitization of electronics, better communication networking, and improved engagement envelops, deployment and networking,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IAF said domestic companies must carry out digitization for the control cabin, antenna post and launchers of Pechora firing units without any degradation of operational parameters and functionality of the existing system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, IAF wants digitization of Pechora subsystems, such as the control cabin, target-and-missile tracking system, target-and-missile coordinate system, missile-command generating system, automated launch-computing system, antenna position-and-control system, and launcher positioning-and-control system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The winner will have to deliver 16 digitized firing units of the\u00a0Pechora system\u00a0in 42 months
