{"id":51961,"date":"2018-03-22T02:27:59","date_gmt":"2018-03-22T02:27:59","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/03\/22\/congress-provides-33-billion-boost-for-missile-defense-in-fy18-spending-bill\/"},"modified":"2026-08-07T23:43:29","modified_gmt":"2026-08-07T23:43:29","slug":"congress-provides-33-billion-boost-for-missile-defense-in-fy18-spending-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/global-force-symposium\/2018\/03\/22\/congress-provides-33-billion-boost-for-missile-defense-in-fy18-spending-bill\/","title":{"rendered":"Congress provides $3.3 billion boost for missile defense in FY18 spending bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Congress is providing for $3.3 billion more for <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2017\/05\/23\/ahead-of-ballistic-missile-defense-review-mdas-fy18-plans-show-flexibility\/\" title=\"\" class=\"\" target=\"_blank\">missile defense programs in its fiscal 2018 spending bill <\/a>above the <a href=\"https:\/\/www.defensenews.com\/smr\/space-missile-defense\/2017\/08\/09\/new-mda-director-us-prepared-to-defend-against-north-korean-nuclear-icbm-threat\/\" title=\"\" class=\"\" target=\"_blank\">Missile Defense Agency\u2019<\/a>s original request of $9.5 billion, according to the FY18 appropriations bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The $3.3 billion in funding includes the $<a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2017\/12\/21\/congress-looks-to-prevent-government-shutdown-with-another-short-term-budget-fix\/\" title=\"\" class=\"\" target=\"_blank\">2 billion Congress appropriated in December 2017 as a special supplemental to the FY18 budget<\/a> to <a href=\"https:\/\/www.defensenews.com\/space\/2017\/09\/28\/pentagon-asks-congress-to-move-416-million-for-missile-defense\/\" title=\"\" class=\"\" target=\"_blank\">accelerate missile defense and \u201cdefeat enhancements\u201d to counter the growing threat from North Korea<\/a>, according to a summary of the spending bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The total appropriated in FY18 is $11.5 billion. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congressional leaders unveiled the $1.3 trillion spending bill the evening of March 21, which includes $654.6 billion for the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican leaders in the House and Senate say the legislation will come to a vote in both chambers before the end of the week. To avoid a government shutdown, lawmakers have to pass the bill before the latest stopgap funding measure runs out at at 11:59 p.m. March 23.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<i><a href=\"https:\/\/www.defensenews.com\/land\/2018\/02\/13\/mda-99-billion-budget-request-geared-to-address-north-korean-threat\/\" title=\"\" class=\"\" target=\"_blank\">MDA $9.9 billion FY19 budget request geared to address North Korean threat<\/a><\/i>]<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress is, once again, dramatically increasing the budget \u2014 $558 million above the request for a total of $706 million \u2014 for Israeli Cooperative Programs to include Iron Dome and Arrow 3 development. The funding is requested by the Israeli government, the bill summary notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appropriators are adding $165 million for additional Terminal High Altitude Area Defense interceptors above the request, bringing the total for THAAD interceptor procurement to $617 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Already included in the December supplemental was $960 million for additional THAAD and AEGIS interceptors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress wants $178 million above the FY18 DoD request to buy additional SM-3 Block 1B interceptors for a total of $632 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And lawmakers are adding $137 million to the agency\u2019s budget to conduct an additional intercept flight test of the SM-3 Block IIA missile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The SM-3 Block IIA has<a href=\"https:\/\/www.defensenews.com\/breaking-news\/2018\/01\/31\/second-navy-sm-3-block-iia-ballistic-missile-intercept-hawaii-report\/\" title=\"\" class=\"\" target=\"_blank\"> failed two major tests<\/a> in the past year, with the most recent one in January. The failed tests <a href=\"https:\/\/www.defensenews.com\/naval\/2018\/02\/01\/reality-check-failures-happen-even-in-missile-defense-testing\/\" title=\"\" class=\"\" target=\"_blank\">were seen as a setback of U.S. missile defense efforts<\/a> as North Korea continues to inch forward, test by test, to reach its goal of striking the U.S. homeland with nuclear-armed missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first test failure was attributed to sailor error, while the second was related to a technological malfunction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress also doesn\u2019t want to wait to see 20 Ground-Based Midcourse Defense System interceptors \u2014 or GBIs \u2014 get modernized kill vehicles in a new missile field in Fort Greely, Alaska, and is beefing up the budget with $393 million to accomplish the task.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GMD system consists of <a href=\"https:\/\/www.defensenews.com\/land\/2017\/11\/07\/final-ground-based-missile-defense-interceptor-in-place-at-fort-greely\/\" title=\"\" class=\"\" target=\"_blank\">44 interceptors in the ground at Fort Greely and Vandenberg Air Force Base, California,<\/a> designed to protect the homeland from possible intercontinental ballistic missile attacks from North Korea and Iran.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<i><a href=\"https:\/\/www.defensenews.com\/space\/2017\/05\/30\/missile-takedown-historic-icbm-intercept-test-sends-strong-message-to-north-korea\/\" title=\"\" class=\"\" target=\"_blank\">Missile takedown: Historic ICBM intercept test sends strong message to North Korea<\/a><\/i>]<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appropriators had already approved in the supplemental $568 million to initiate the expansion of Missile Field #4 at Fort Greely with 20 additional GBIs equipped with the newest kill vehicle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An additional $218 million will accelerate the response to a Joint Emerging Operational Need (JEONS) from U.S. Forces Korea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress had already provided for $123 million in the December supplemental to support a JEONS from USFK \u201cfor integration and more efficient use of missile defense systems to improve defensive capability on an urgent timeline,\u201d the summary states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<i><a href=\"https:\/\/www.defensenews.com\/land\/2018\/03\/19\/army-to-tie-two-critical-air-and-missile-defense-systems-together-within-two-years\/\" title=\"\" class=\"\" target=\"_blank\">Army to get THAAD and Patriot systems to communicate within two years<\/a><\/i>]<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appropriators are also adding $90 million to \u201cincrease sensor discrimination capability against advanced threats,\u201d according to the bill\u2019s summary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the MDA had only budgeted $8 million to begin replacing its aging fleet of aircraft and sensors used to collect data during flight tests, Congress added $81 million to that account to expedite that process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To compare the
