Now what?"},"content":{"rendered":"<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=d58e174b-0a55-4250-8c80-666890a1f68c\" poster=\"\/wp-content\/uploads\/2026\/08\/video-poster-d58e174b-0a55-4250-8c80-666890a1f68c.jpg\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><figcaption class=\"wp-element-caption\">The President on Monday announced the creation of a new, sixth branch of the military, the Space Force.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 On June 18, President Donald Trump ordered the Pentagon to begin establishing a <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/05\/01\/trump-again-teases-space-force-as-the-sixth-military-branch\/\" title=\"\" class=\"\" target=\"_blank\">new \u201cSpace Force,\u201d<\/a> a process that <a href=\"https:\/\/www.defensenews.com\/space\/2018\/06\/18\/trump-orders-creation-of-independent-space-force\/\" title=\"\" class=\"\" target=\"_blank\">could add a sixth military service<\/a> to the Defense Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But military service branches aren\u2019t built overnight, and the department immediately went to work <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/14\/trump-touting-space-force-puts-air-force-in-awkward-spot\/\" title=\"\" class=\"\" target=\"_blank\">figuring out exactly how to stand up a space force<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe understand the President\u2019s guidance,\u201d said Pentagon spokeswoman Dana White later that day. \u201cOur policy board will begin working on this issue, which has implications for intelligence operations for the Air Force, Army, Marines and Navy. Working with Congress, this will be a deliberate process with a great deal of input from multiple stakeholders.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many questions have yet to be answered, including whether Trump can secure needed congressional support for the plan, the timeline to stand up a space force and whether it will fall under the Department of the Air Force or warrant the establishment of its own department and budget. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a very big bureaucratic shift, lots of complex moving parts, lots of budget implications, doctrine implications, command relationship implications, funding implications, legal implications, all of those have to be worked out,\u201d said Brian Weeden, director of program planning for space policy thinktank Secure World Foundation and a former Air Force officer working in space situational awareness.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/space\/2018\/04\/26\/lawmakers-propose-creating-new-us-space-command-in-defense-policy-bill\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4263663.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lawmakers propose creating new US Space Command in defense policy bill<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Don&#039;t expect the Space Corps debate to die just yet.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The first of those hurdles is Congress. Although Trump\u2019s directive propels the issue forward, reversing the Defense Department\u2019s long-held opposition to a separate space force, only Congress can amend Title 10 of the United States Code to create a new military service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And some lawmakers \u2014 including several powerful members on the defense committees \u2014 have already indicated that they could throw up barriers to the execution of Trump\u2019s order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEstablishing a service branch requires congressional action,\u201d said Rep. Mike Turner, an Ohio Republican who chairs the House Armed Services tactical air and land subcommittee and one of the biggest opponents to the space force idea. \u201cWe still don\u2019t know what a Space Force would do, who is going to be in it, or how much is it going to cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe congressionally mandated report evaluating a Space Force to answer those questions is due in August,\u201d Turner added. \u201cAfter we get the report that we required as a legislative body and the President signed off on, then this issue can be appropriately evaluated for what\u2019s best for national security.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even if Congress can be persuaded to create a space force, Weeden warned that the process will take years \u2014 especially as both the House and Senate have already passed their versions of the defense policy bill for fiscal year 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re talking about FY20 being the first time that actually happens, and there\u2019s not a whole lot the military can do until changes in the authorization [bill] and to Title 10,\u201d he said, adding that the issue could be even further complicated, delayed or dropped altogether if Democrats win the House this fall or if Trump loses the election in 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Todd Harrison, director of the aerospace security project at the Center for Strategic and International Studies, agreed that FY2020\u2019s defense policy bill would likely be the starting point for legislative changes. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not a given that Congress will pass this, and it will be up to Congress to work out all of the details,\u201d he said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThen you start the implementation process, and it will probably take at least <a href=\"https:\/\/www.defensenews.com\/space\/2018\/02\/28\/2021-a-space-odyssey-space-corps-could-launch-in-three-to-five-years-key-lawmaker-says\/\" title=\"\" class=\"\" target=\"_blank\">two or three years<\/a> to actually stand up the new service.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>So you want to build a space corps?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But once Congress makes the legal changes necessary to stand up a space force, the effort won\u2019t get any easier. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump\u2019s comments referred to a \u201cspace force\u201d that would be \u201cseparate but equal\u201d to the Air Force \u2014 leading experts to believe he favors standing up a completely independent service like the Army, Navy or Air Force rather than something in line with <a href=\"https:\/\/www.defensenews.com\/congress\/2017\/07\/13\/trump-mattis-lose-as-space-corps-proposal-survives-in-defense-policy-bill\/\" title=\"\" class=\"\" target=\"_blank\">House lawmakers\u2019 \u201cspace corps\u201d proposal <\/a>\u2014 a space service that would still fall under the Department of the Air Force but would have its own uniform, budget and chain of command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And experts said a purely independent space force could potentially entail big increases to the space budget and military space personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think it\u2019s going to be more bureaucracy, and I think people are going to thrash about for years trying to pull this thing together,\u201d said former Air Force Secretary Deborah Lee James. \u201cAnd that thrashing will take away from focusing on these other problems.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">James said that the military has already added billions of dollars to the space enterprise over the last few years. If more money is needed, she said, Congress should appropriate more <span class=\"js-paste-start-KHY4XEIUTVFC5EPU57FWK5LTCM\"> \u2014 <span class=\"js-paste-end-KHY4XEIUTVFC5EPU57FWK5LTCM\"> but a new space force wouldn\u2019t solve it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Space currently makes up a very small portion of the military services\u2019 budget and operations. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force is responsible for the preponderance of military space activity, but Air Force Space Command is comprised of only 38,000 people and the service\u2019s unclassified space budget averages about $10 billion per year. The Navy also manages some space programs through Space and Naval Warfare Systems Command, while the Army has some space functions in its Space and Missile Defense Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Weeden warned that it\u2019s possible that as space operators are pulled into a single service, the existing services could also try to keep their own organic space capabilities in much the way that the Army, Marine Corps and Navy continued buying and flying their own aircraft even after the Air Force was stood up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Space force leaders could also push for greater spending on space, expanding the defense budget or taking away funding for other priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think it would mean a lot more people and budget, and so far that\u2019s not in any proposals anywhere,\u201d Weeden said. \u201cAnd if you\u2019re talking about adding tens of thousands of more, well that has budget implications, that has recruiting implications, it\u2019s going to take a while to do that. It\u2019s not something that happens overnight, and it\u2019s not something that\u2019s in the budget [plans].\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Harrison noted that the department could simply realign its existing people, organizations and infrastructure into one single chain of command. (Senior Airman Timothy Kirchner\/U.S. Air Force)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Weeden opposes formulating a separate service for space in part because he believes it won\u2019t necessarily solve one of the key problems facing defense space operations: a sluggish, bureaucratic acquisition process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhy not just solve the problem with what we have right now?\u201d he said. \u201cI have my own frustrations. It\u2019s been seven, eight years since they [the Air Force] have had this direction to focus on resilience and we haven\u2019t really seen them do anything. But in the last six months there have been signs that they\u2019re finally taking it seriously and making changes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">James also agreed with criticisms that the acquisition process is too slow, particularly when it comes to space. Some steps have been taken to address that, particularly at the Space and Missile Systems Center at Air Force Space Command, and other transaction authorities are being used for space contracting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u201cDo you want to know more?\u201d<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another challenge for a future space force comes down to culture. When Trump\u2019s announcement hit, users on Twitter joked that the military would finally settle the question of whether a space warfighting force would reflect an army or navy-style rank structure. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, such matters will need to be spelled out and could become controversial, especially if airmen, sailors, Marines and soldiers find themselves shuffled into a new service they had never planned to join.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow do you create a unified cadre of personnel in the space force, and what are the unique characteristics of people that you want in that cadre? Because it doesn\u2019t need to necessarily model what the other services do in terms of the rank structure, in terms of career progression, in terms of the skills. I would go into this with a clean sheet of paper,\u201d said Harrison, who added that space forces could be required to have more math and science training. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou need to make it distinct, culturally, from all of the other services,\u201d he continued. \u201cPart of that is through training that you start sending people through the same common induction training, whether it\u2019s bootcamp or field training or whatever\u2026and you start to build that ethos. \u2019This is who we are. We\u2019re space operators.
