{"id":52065,"date":"2019-01-29T21:02:03","date_gmt":"2019-01-29T21:02:03","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/01\/29\/lockheed-ceo-boeings-f-15x-wont-disrupt-f-35-program\/"},"modified":"2026-08-07T23:51:39","modified_gmt":"2026-08-07T23:51:39","slug":"lockheed-ceo-boeings-f-15x-wont-disrupt-f-35-program","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2019\/01\/29\/lockheed-ceo-boeings-f-15x-wont-disrupt-f-35-program\/","title":{"rendered":"Lockheed CEO: Boeing\u2019s F-15X won\u2019t disrupt F-35 program"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Lockheed Martin has been given assurances by top Pentagon leaders that the F-35 program will not be negatively impacted by a potential U.S. Air Force <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-force-association\/2018\/09\/12\/air-force-not-considering-new-f-15-or-hybrid-f-22f-35-top-civilian-says\/\" target=\"_blank\">buy of Boeing\u2019s F-15X<\/a>, Lockheed CEO Marillyn Hewson said Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf they <a href=\"https:\/\/www.defensenews.com\/air\/2018\/12\/27\/four-big-questions-for-the-air-force-in-2019\/\" target=_blank>choose to have an order of the F-15<\/a>, it won\u2019t be at the expense of F-35 quantities,\u201d she told investors during an earnings call.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI&#8217;m hearing that directly from leadership in the Pentagon, and I think that&#8217;s an important point for me to make. It&#8217;s not just our suspicion, but I&#8217;ve been told that directly.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2019\/01\/26\/if-the-money-is-there-new-and-improved-f-15s-could-be-coming-soon-to-the-air-force\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4593643.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">If the money is there, new and improved F-15s could be coming soon to the Air Force<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Whether or not the Air Force buys new and improved F-15 fighters, known as the F-15X, the aircraft won\u2019t be taking money from the F-35 program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The U.S. Air Force is expected to roll out a plan to begin buying new F-15s in its upcoming fiscal 2020 budget release. In December, <a href=\"https:\/\/about.bgov.com\/blog\/pentagon-billion-new-boeing-fighters\/\" target=\"_blank\">Bloomberg reported<\/a> the service intends to purchase 12 new F-15X aircraft in 2020 for $1.2 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Friday, Gen. Dave Goldfein, the Air Force\u2019s chief of staff, confirmed to Defense News that the service will procure new F-15s if the budget grows enough to allow it, but that the F-35 program of record would remain the same with no slowdown to the buy rate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not backing an inch off of the F-35\u201d Goldfein said. \u201cThe F-35 buy that we\u2019re on continues to remain on track. And I\u2019m not interested in taking a nickel out of it when it comes to buying anything else in the fighter portfolio.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Goldfein added that the Air Force wants to increase fighter procurement to 72 aircraft a year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force has about 230 F-15 &#8220;C&#8221; and &#8220;D&#8221; models currently in service, and the F-15X will replace the portion of the fleet owned by the Air National Guard, according to Bloomberg. The new F-15 model will have new radar and electronic warfare equipment, the ability to carry more weapons, and include other improvements originally designed for Saudi Arabia\u2019s and Qatar\u2019s F-15s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the service maintained a rate of one F-15X a month, it would be free to boost its F-35 production rate to 60 aircraft a year \u2014 a number that Air Force officials <a href=\"https:\/\/www.defensenews.com\/2016\/08\/05\/us-air-force-boss-faster-f-35-buy-rate-might-not-be-possible\/\" target=_blank>had cited as key for production ramp up<\/a>. However, the FY19 budget forecast showed that the service would likely be unable to procure the F-35 in those quantities before FY23.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we had the money, those would be 72 F-35s. But we\u2019ve gotta look at this from a cost\/business case.\u201d Goldfein said. \u201cAn F-15 will never be an F-35. Never. But I need capacity.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hewson\u2019s statement indicates that support for the F-35 continues to be strong both within the Air Force and among Pentagon leaders. However, earlier on Tuesday, acting Defense Secretary Patrick Shanahan told reporters he wants to see \u201cmore performance\u201d from the F-35, although he did not specify particular areas of improvement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am biased towards giving the taxpayer their moneys\u2019 worth. And the F-35, unequivocally, I can say has a lot of opportunity for more performance,\u201d said Shanahan, a former Boeing executive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When investors asked Hewson to respond to Shanahan\u2019s critique, the Lockheed CEO said the company remains on the same page with the Pentagon on the need to reduce the cost per plane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re on a path to drive it to an $80 million [unit cost] for the F-35A by full-rate production,\u201d which is projected to begin in Lot 15 with deliveries starting in 2023, Hewson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo as long as we stay on our procurement rate plan \u2014 which by all accounts we\u2019re going to continue to ramp up at the rate that we envisioned \u2014 then we\u2019re going to continue to drive the price down.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Aaron Mehta in Washington contributed to this
