Samuel Greaves testified during several congressional hearings that the <a href=\"https:\/\/www.defensenews.com\/land\/2017\/05\/17\/restoring-the-balance-on-natos-eastern-flank-commentary\/\" target=\"_blank\">Aegis Ashore site in Poland <\/a>would not reach its initial operational capability in 2018, but instead was delayed until calendar year 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He attributed the delay to the contractor in Poland hired to build the site, but also pointed at poor weather on location. Manpower and other resources were also slow to ramp up, according to Greaves.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/home\/2016\/07\/25\/poland-eyes-expanded-missile-defense-amid-fear-of-russia\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"197\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/636050612287001998-patripolesjpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Poland Eyes Expanded Missile Defense Amid Fear of Russia<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Poland\u2019s Ministry of Defense has highlighted bolstering missile defense as one of the priorities of its ongoing military modernization in the years 2017 to 2022.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe current construction contractor has been directed to take action to address the construction delays,\u201d Greaves told Defense News in an emailed statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contractor \u201cremains committed to the project but has failed to meet contractually required schedule milestones for multiple reasons, including insufficient on-site management and tradecraft personnel,\u201d Greaves said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While some improvements have been observed, \u201csenior Department of Defense leadership, the MDA and the U.S. Army Corps of Engineers are engaging corporate leadership to improve contractor performance,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon is still trying to pursue \u201call means available to address the contractor\u2019s performance challenges and mitigate as best possible the impacts of construction delays on the overall effort to deliver Aegis Ashore Poland,\u201d Greaves said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The delays will not impact the cost to the U.S. to build the missile defense radar site, as the project was awarded with \u201csignificant incentives\u201d to meet the original completion date and \u201csignificant costs\u201d if the original schedule is not met, according to Greaves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The director added that while the construction phase has suffered, all other aspects of the project, such as the maturity of Aegis Ashore radar software, is on track. Aegis equipment is also on site and ready to go once construction has reached the stage for installation.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/space-missile-defense\/2017\/07\/31\/capacity-interoperability-still-plague-european-missile-defense\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"191\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/TobruqLegacy.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Capacity, interoperability still plague European missile defense<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The United States and its allies in Europe don\u2019t have enough missile defense capability and still have a long way to go to tie all of the varying systems together into one networked web, according to the outgoing U.S. Army Europe commander.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The delay for the site should not be seen as a lack of commitment by the U.S. to complete of the European Phased Adaptive Approach to regional missile defense, according to Greaves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EPAA is designed to defend against threats from Iran and includes Aegis radar-capable ships based out of Rota, Spain, an AN\/TPY-2 radar in Turkey, and another Aegis Ashore site in Romania that are both operational.
