{"id":53376,"date":"2020-03-04T21:07:53","date_gmt":"2020-03-04T21:07:53","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/03\/04\/dod-wont-offer-contract-for-new-open-skies-plane-until-treaty-future-clear\/"},"modified":"2026-08-07T23:50:26","modified_gmt":"2026-08-07T23:50:26","slug":"dod-wont-offer-contract-for-new-open-skies-plane-until-treaty-future-clear","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2020\/03\/04\/dod-wont-offer-contract-for-new-open-skies-plane-until-treaty-future-clear\/","title":{"rendered":"DoD won\u2019t offer contract for new Open Skies plane until treaty\u2019s future is clear"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Department of Defense will not fund a replacement for the OC-135 Open Skies aircraft until it is decided if the country will <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/02\/28\/dont-leave-open-skies-treaty-top-dems-say\/\" target=_blank>remain in the arms control treaty<\/a>, Defense Secretary Mark Esper said Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt this point and time, until we make a <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/12\/20\/open-skies-treaty-to-get-protections-even-as-trump-considers-an-exit\/\" target=_blank>final decision<\/a> on the path forward, I\u2019m not prepared to recapitalize aircraft,\u201d Esper told members of the Senate Armed Services Committee. \u201cWe\u2019re holding until we get better direction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Esper was answering a question from Senate AirLand Subcommittee Chairman Tom Cotton, R-Ark., a noted proponent of leaving the treaty. Cotton said he had heard that a contract for new planes could come as soon as \u201cnext month,\u201d which reportedly will no longer happen.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2019\/11\/21\/us-to-europe-fix-open-skies-treaty-or-we-quit\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/246129.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US to Europe: Fix Open Skies Treaty or we quit<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A meeting in Brussels may be the first step toward the end of the Open Skies Treaty, but European allies are scrambling to save it.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The agreement, ratified in 2002, allows mutual <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/12\/06\/in-warning-to-russia-us-flies-open-skies-aircraft-over-ukrainian-territory\/\">reconnaissance flights<\/a> over its 34 members, including the U.S. and Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress last year<a href=\"https:\/\/www.defensenews.com\/congress\/2019\/12\/19\/pentagon-finally-gets-its-2020-budget-from-congress\/\"> appropriated<\/a> $41.5 million to begin replacing the aging Boeing OC-135B aircraft that America uses for its Open Skies flights. The planes, based at Offutt Air Force Base in Nebraska, are of local and jurisdictional interest to Senate Strategic Forces Subcommittee Chairwoman Deb Fischer, R-Neb., who has worked to protect them in the past.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The aging planes have suffered <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/07\/02\/us-spy-planes-are-breaking-down-and-lawmakers-want-answers\/\" target=\"_blank\">regular mechanical issues<\/a> that proponents say must be addressed soon to keep the planes going.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy not recapitalizing the Open Skies aircraft, we are adding risk to our aircrews. The current aircraft are old, have bad maintenance rates and are prone to breakdown in Russia, putting our crews in bad situations where they are harassed by Russian authorities,\u201d said Rep. Don Bacon, R-Neb., a member of the House Armed Services Committee and a former commander of the 55th Wing at Offutt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement to Defense News, Bacon said that while the U.S. must \u201cpressure\u201d Russia on the treaty, \u201cour allies like the Open Skies Treaty, and if we walk away we\u2019ll create an added wedge between [them and] us. I supported our <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2019\/08\/02\/landmark-us-russia-arms-control-treaty-is-dead\/\" target=_blank>INF Treaty decision<\/a> to [leave]. But doing [the] same here will put us in bad light.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bacon was referring to the Intermediate-Range Nuclear Forces Treaty, which the U.S. withdrew from in August 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Esper sounded down on the Open Skies treaty, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2020\/02\/21\/us-cant-continue-tolerating-russian-noncompliance-on-open-skies-esper-says\/\" target=\"_blank\">repeating critiques<\/a> that Russia has made it difficult to view certain locations that the treaty should allow countries to fly over.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey have been cheating for many years. I raised this at the [NATO] defense ministerial last month,\u201d Esper said. \u201cThere are some other issues that we cannot discuss in this session that we should come talk to you about, but I have
