The request unveiled Thursday marks a big jump from the Biden administration\u2019s stated need of<a href=\"https:\/\/www.defensenews.com\/congress\/2022\/02\/25\/white-house-seeks-35-billion-for-pentagon-in-ukraine-response-package\/\" target=\"_blank\"> $6.4 billion for Ukraine<\/a> aid days ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acting White House budget director Shalanda Young outlined the new request in a March 2 <a href=\"https:\/\/t.co\/7p5PHtutMU\" target=\"_blank\">letter<\/a> to House Speaker Nancy Pelosi, D-Calif.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis request identifies an immediate need for $10.0 billion in additional humanitarian, security, and economic assistance for Ukraine and Central European partners due to Russia\u2019s unjustified and unprovoked invasion,\u201d Young said in the letter, adding that she foresees additional needs over time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Young also urged Congress to pass full-year appropriations bills for fiscal 2022, already five months overdue and needed to prevent a federal government shutdown by March 11. She echoed Pentagon leaders who have said the chaos of multiple stopgap spending bills hurts their planning and budgeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe absence of full-year appropriations would continue to constrain Department of Defense (DOD) resources, readiness, and operations around the globe,\u201d she said. \u201cThe impact on readiness and operations would constrain priority efforts in Europe and also leave the U.S. more vulnerable to other potential adversaries exploiting the global situation.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/03\/01\/pentagon-revisiting-long-term-us-troop-levels-in-eastern-europe\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22042409348742.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon revisiting long-term US troop levels in Eastern Europe<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon is considering whether to add U.S. troops in Eastern European NATO members on a long-term basis in the wake of Russia\u2019s invasion of Ukraine, a senior Pentagon official told lawmakers Tuesday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Ukraine part of the request breaks down as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>$1.8 billion to cover troop deployments in support of U.S. European Command and NATO Response Forces, including funding transportation of personnel and equipment, temporary duty, special pay, flying hours, airlift, weapons system sustainment, medical support and other unit support costs.<\/li><li>$1.25 billion for cybersecurity, intelligence and classified programs. \u201cThis funding supports operational surges across multiple national defense components\u201d and includes \u201cweapons system upgrades.\u201d<\/li><li>$1.35 billion to replenish stocks of U.S. military weapons for Ukraine, military education and training, and \u201cimmediate military assistance to Ukraine.\u201d<\/li><li>$5 billion for State Department humanitarian and economic aid efforts, with $500 million in foreign military financing to support Ukraine and \u201ctop security requirements\u201d of Eastern European NATO allies.<\/li><li>$1.2 billion in presidential authority to draw further from U.S. military stocks with some broader authorities. To provide excess defense equipment, the White House wants a waiver of the requirement it notify Congress within 30-days and monetary limits as well as the authority to reprogram funds from fiscal 2022 and prior years for Ukraine.<\/li><li>$200 million across the Commerce, Energy, Justice and Treasury departments for other efforts to target Russia and support Ukraine, including sanctions enforcement, Russia and U.S. supply chain analysis.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Some lawmakers have urged the Biden administration, which has already committed $1 billion in security assistance to Ukraine, to move swiftly and with more resources to keep Ukrainian forces supplied. Russia\u2019s invasion of Ukraine is taking a <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/2022\/03\/03\/war-crimes-investigation-launched-against-russia-as-ukraine-civilian-deaths-rise\/\" target=\"_blank\">darker turn<\/a>, marked by fresh assaults on residential areas and and a refugee exodus that just hit 1 million people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJust briefed that 100% of the Defense Dept portion of the $6.4B aid package the Biden admin is requesting from Congress is to pay for the U.S. troops deploying to Europe and to replenish U.S. war stocks NOT new lethal aide for Ukraine,\u201d Florida Rep. Michael Waltz, the top Republican on the House Armed Services Committee\u2019s readiness subpanel, tweeted Wednesday. \u201c[Ukrainian President Volodymyr] Zelensky needs more ammo NOW!\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. has delivered hundreds of Stinger anti-aircraft missiles to Ukraine for the first time over the last few days, including over 200 on Monday, NBC News was <a href=\"https:\/\/www.nbcnews.com\/news\/world\/live-blog\/russia-ukraine-war-live-updates-kharkiv-under-fresh-attack-biden-n1290568\">first to report<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The $22.5 billion in COVID relief funding is a partisan sticking point. U.S. President Joe Biden said it\u2019s needed to prepare for future variants, while three dozen Republican senators sent a letter to the White House questioning it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another dispute is that some Republicans have called for Ukraine aid to be considered separately from an annual appropriations package. Senate Majority Leader Chuck Schumer, D-N.Y., has said the FY22 spending package is the \u201cquickest and most efficient way to\u201d approve the aid.<\/p>\n\n\n\n<p
