Clarke Cooper, assistant secretary of state for political-military affairs, told reporters on a Friday call.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of Congress previously <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/12\/04\/official-possible-uae-f-35-deal-can-be-inked-before-trump-administration-ends\/\">raised concerns<\/a> that the deal is being rushed so it can be on contract before the Biden administration takes over. President-elect Joe Biden\u2019s pick for secretary of state, Anthony Blinken, <a href=\"https:\/\/www.timesofisrael.com\/top-biden-foreign-policy-advisor-concerned-over-planned-f-35-sale-to-uae\/\">told reporters<\/a> in late October that the deal is \u201csomething we would look at very, very carefully.\u201d But changing the deal becomes harder once a contract is signed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs you can imagine, there\u2019s not one contract, so they\u2019re going to be happening at different timelines &#8230; there are going to be different contract signatures, different productions and different deliveries,\u201d Cooper explained. \u201cWhy? You\u2019re talking about different prime corporate elements, or different members of the defense industrial base, and also the conditions that are associated with a particular platform or system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut yes, I mean, everything\u2019s in the trajectory for conclusion. And as we\u2019ve already discussed, the sales of course have been well put together by the interagency and have cleared our Congress as well.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UAE deal comes with an estimated $23.37 billion price tag, which includes up to 50 F-35A fighters worth $10.4 billion, 18 MQ-9B drones worth $2.97 billion, and $10 billion worth of air-to-air and air-to-ground munitions. (Those dollar totals are estimates and may shift during final negotiations.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sale has proven politically fraught in Congress. Democratic lawmakers <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/11\/18\/lawmakers-introduce-resolutions-to-block-trumps-f-35-sale-to-uae\/\">expressed opposition<\/a> to the potential sale, saying it ignores risks to sensitive military technology posed by the UAE\u2019s ties to Russia and China. Some also raised concerns about the threat to <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/09\/24\/top-us-lawmakers-voice-support-for-israels-military-edge-amid-f-35-sale\/\">Israel\u2019s qualitative military edge<\/a> in the Middle East.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, a December attempt in the Senate to block the arms sales failed, <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/12\/09\/amid-veto-threat-senate-rejects-ban-on-trumps-big-uae-arms-sale\/\">largely along party lines<\/a>. The first vote concerned the drones and munitions, failing 46-50, while the second concerned the F-35s and fell 47-49.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8220;Everything is on that
