{"id":54351,"date":"2019-12-20T12:44:12","date_gmt":"2019-12-20T12:44:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/12\/20\/the-navys-set-to-kickoff-a-deep-dive-into-its-maintenance-woes\/"},"modified":"2026-08-08T00:03:57","modified_gmt":"2026-08-08T00:03:57","slug":"the-navys-set-to-kickoff-a-deep-dive-into-its-maintenance-woes","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2019\/12\/20\/the-navys-set-to-kickoff-a-deep-dive-into-its-maintenance-woes\/","title":{"rendered":"US Navy to dive deep into its maintenance woes"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Navy is gearing up to peel back the onion on years of delays and tens of thousands of operational days lost with <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/05\/20\/the-us-navys-top-acquisition-official-talks-controlling-costs-and-fixing-maintenance\/\" target=\"_blank\">ships languishing in shipyards<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/12\/19\/pentagon-finally-gets-its-2020-budget-from-congress\/\" target=_blank>defense appropriations bill, newly approved by Congress and sent to the White House, <\/a>orders the secretary of the Navy to \u201cconduct a comprehensive and systematic analysis to identify the underlying causes of aircraft carrier, surface ship, and submarine <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/08\/19\/despite-record-budgets-the-us-navy-is-short-hundreds-of-millions-for-maintenance\/\" target=_blank>maintenance delays<\/a>,\u201d and submit a report to Congress within 180 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Budget documents released by Congress say the Navy is working on ways to improve maintenance, but the efforts lack any understanding of the fundamental issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSince fiscal year 2014, Navy ships have spent over 27,000 more days in maintenance than expected, with 70 percent of maintenance periods on average experiencing delays,\u201d the documents read. \u201cThere is some preliminary evidence that the Navy has begun pilot efforts to analyze maintenance challenges for some elements of the fleet. However, these efforts are not comprehensively examining the root causes of delays across the entire fleet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maintenance delays in the shipyards have been a perennial problem for the Navy, one that has ballooned as the Navy shrunk but demand for the fleet remained. This led to increased operations tempo for the remaining ships and deployment extensions that made planning shipyard availabilities difficult.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/navy-league\/2019\/05\/08\/among-the-navys-submarine-maintenance-woes-there-may-yet-be-hope\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"217\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/COLUMBIA-Image-Surfaced-002.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">With the Navy\u2019s submarine maintenance woes, there may yet be hope<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Navy is mired in a years-old backlog of attack submarine maintenance, but there is some hope they&#039;ll be able to dig out.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Still, Navy officials suspect that much of the issue could be bound up in poor front-end planning at the deckplate level. In comments earlier this month, Chief of Naval Operations Adm. Michael Gilday said he needs sailors and wardrooms to ensure the service is diligent about noting when repairs are needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe first thing I talk about in the readiness section [of the new design] is maintenance,\u201d Gilday said, referring to his new planning guidance. \u201cWe are getting 35 to 40 percent of our ships out of maintenance on time: That\u2019s unacceptable. I can\u2019t sustain the fleet I have with that kind of track record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt really goes back to basics. One of the things we\u2019ve found, looking at a substantial amount of data, we\u2019ve concluded so far that 25 to 30 percent of our delays are due to bad planning and poor casting up front. So there are things we definitely need to do within the lifelines of the United States Navy that we have to get after, and we are getting after it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A review of sorts is already underway. In his new guidance, Gilday ordered a 60-day review by Naval Sea Systems Command to assess the state of the ship-repair industrial base, and he tasked the fleet to reduce shipyard delays by 80 percent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s maintenance accounts have become a contentious subject this year. At Gilday\u2019s confirmation hearing, Senate Armed Services Committee Chairman Sen.
