{"id":54607,"date":"2021-02-15T18:37:47","date_gmt":"2021-02-15T18:37:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/02\/15\/nato-leader-allies-must-avoid-capability-gaps-while-investing-in-disruptive-tech\/"},"modified":"2026-08-08T00:01:37","modified_gmt":"2026-08-08T00:01:37","slug":"nato-leader-allies-must-avoid-capability-gaps-while-investing-in-disruptive-tech","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2021\/02\/15\/nato-leader-allies-must-avoid-capability-gaps-while-investing-in-disruptive-tech\/","title":{"rendered":"NATO leader: Allies must avoid capability gaps while investing in disruptive tech"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">STUTTGART, Germany \u2014&nbsp;As the NATO alliance looks to the next decade, it must commit to developing new disruptive and emerging technologies while avoiding any \u201ctechnological gap between allies,\u201d its leader said Feb. 15.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 30-nation-strong military alliance places \u201cgreat importance\u201d in cutting-edge technologies, and welcomes that members are boosting investments in those areas, Secretary-General Jens Stoltenberg told reporters in a virtual press conference before meeting with member nations\u2019 defense ministers later this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But those technologies must be interoperable, and NATO needs to develop common standards across the alliance, he added. \u201cWe need to make sure that when different allies have more and more advanced capabilities \u2014 aircraft, battle tanks, ships, drones, whatever it is \u2014 that they can communicate, that we don\u2019t end up with a new technological gap,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEverything related to interoperability and NATO standards has always been important for NATO,\u201d he continued. But as governments around the globe are looking to boost their arsenals with high-tech weapons, it has become even more important for the alliance to develop common standards, \u201cto make sure that our forces are interoperable in the light of disruptive and emerging technologies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO also has the chance to be the standard bearer and develop guidelines for the ethical use of new systems, Stoltenberg said. \u201cI strongly believe that we should also look into how NATO can be the platform to address ethical aspects of these technologies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some NATO watchers <a href=\"https:\/\/www.defensenews.com\/opinion\/2020\/12\/08\/nato-needs-a-strategy-for-emerging-and-disruptive-technologies\/\">have called for the alliance<\/a> to develop a strategy dedicated to emerging and disruptive technology investment.&nbsp;Stoltenberg reaffirmed the need to focus on those areas, specifically citing artificial intelligence, quantum computing, facial recognition technology, and autonomous systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen you combine all these technologies, it will really impact \u2026 the nature of warfare and the way we conduct our military operations,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Twenty-four allies have committed to putting 20 percent of their defense spending toward new equipment and technologies, Stoltenberg noted. That being said, \u201cwe need to make sure that we continue [to invest], and that we keep the pace,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg wants to launch a NATO defense innovation initiative under the forthcoming \u201cNATO 2030\u201d concept to that end, he said. Through this initiative, the alliance would \u201cpreserve our technological edge\u201d by working more closely with the private sector and with startup companies on both sides of the Atlantic, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NATO chief plans to propose what he would like to see in the NATO 2030 strategy to defense ministers this week, ahead of the forthcoming summit later this year. He did not reveal a date for the event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among several issues, he is calling for a boost in NATO funding for \u201ccore deterrence and defense activities\u201d to support deployments on the alliance\u2019s eastern flank and exercises, and to contribute to \u201cfairer burden-sharing.\u201d He noted that European allies and Canada contributed a cumulative $190 billion to the alliance since 2014, and that nine members are now expected to spend 2 percent or more of their GDP on defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg also wants \u201cclearer and more measurable\u201d national resiliency targets, along with an annual review of vulnerabilities in the alliance\u2019s critical infrastructure and technologies,
