Instead, lawmakers are opting to authorize the purchase of long-lead-time materials to keep the industrial base healthy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With submarine builders under strain from the coronavirus pandemic and a dearth of suppliers, Congress had sought to add a second Virginia-class submarine. But now the SASC has used its annual defense policy bill to authorize about $472 million for long-lead procurement \u201cso they can be ready to go, if not this year, than at the next opportunity,\u201d Sen. Jack Reed, D-R.I., the committee\u2019s ranking member said Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy of authorizing long-lead-time materials, designed to keep steady business to critical suppliers and make canceling a ship that Congress has already spent money on more painful, was one the SASC used in other places as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy of authorizing long-lead-time materials is designed to maintain steady business for critical suppliers. Several programs have already benefited from long-lead-time money, and for its part, SASC is looking to authorize money to the Arleigh Burke-class destroyer program, the amphibious assault ship program and the San Antonio-class amphibious transport dock program.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2019\/04\/08\/with-the-us-navys-top-shipbuilding-priority-on-deck-red-flags-fly\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"167\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/vriginia.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">With the US Navy\u2019s top shipbuilding priority on deck, red flags fly<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">There are concerns about the submarine-building enterprise and its ability to handle a $103 billion program plagued by delays.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">On the submarine front, the president\u2019s budget requested only one Virginia-class sub for fiscal 2021 ,and staffers said fully funding a second sub would be unwise because the shipyard would be unable to use the money in a single year given the workload.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe other issue too is the shipyards are in the process of not only building the Virginia class, but Columbia class is also coming on,\u201d Reed said. \u201cThey have extensive workload, but we have provided &#8230; them with the ability to build that 10th submarine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy contracted with Electric Boat and Huntington Ingalls Industries <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/12\/02\/navy-awards-largest-ever-shipbuilding-contract-to-electric-boat-for-new-attack-submarines\/\" target=\"_blank\">to build nine Block V Virginia-class submarines in December<\/a>. The long-lead-time money is intended to preserve an option to buy a 10th Virginia sub if it can be shoehorned into both companies\u2019 workflow without disrupting Columbia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SASC also provided language that approved the Navy\u2019s request <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/05\/13\/dod-asks-congress-for-columbia-submarine-block-buy\/\" target=_blank>to buy the first two Columbia-class submarines <\/a>in tandem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the long-lead-time materials money for subs, the bill authorizes floating about $260 million for the Arleigh Burke class, which the Navy has talked about truncating; $500 million for the next two San Antonio-class ships; and an additional $250 million toward the ninth amphibious assault ship, LHA-9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress previously appropriated $1 billion in funding toward LHA-9, but the Navy did not request additional funds for FY21, according to the Congressional Research Service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate Armed Services Committee approved its initial version of the FY21 NDAA on Wednesday for consideration by the full Senate.
