{"id":54625,"date":"2018-02-15T18:09:34","date_gmt":"2018-02-15T18:09:34","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/02\/15\/army-mulls-pulling-back-on-missions-to-reduce-demand-on-force\/"},"modified":"2026-08-08T00:01:35","modified_gmt":"2026-08-08T00:01:35","slug":"army-mulls-pulling-back-on-missions-to-reduce-demand-on-force","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2018\/02\/15\/army-mulls-pulling-back-on-missions-to-reduce-demand-on-force\/","title":{"rendered":"Army mulls pulling back on missions to reduce demand on force"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Army is mulling which missions it can drop on in order to reduce the demand on the force, service leaders say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service is engaged<a href=\"https:\/\/www.defensenews.com\/land\/2017\/01\/12\/milley-additional-troops-would-join-undermanned-tactical-units\/\"> in several efforts<\/a> to try to meet the deployment cycle ratio of one-year-deployed, two-years-at-home, set by the Office of the Secretary of Defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A steady increase in Army end-strength that\u2019s expected in the coming years could help. The <a href=\"https:\/\/www.defensenews.com\/land\/2018\/02\/12\/armys-fy19-budget-growing-by-8-percent-to-fill-readiness-gaps-gradually-grow-force\/\">Army requested 4,000 additional active-duty troops in FY19<\/a> and it plans to request the same in FY20 and FY21 to reach an end-strength of 495,500 active soldiers. The Army\u2019s current active force size is set to 483,500.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Army will likely have to do more to solve its deployment-cycle problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Vice Chief of Staff, Gen. James McConville said during a Senate Armed Services readiness subcommittee hearing on Wednesday, that he is \u201ctalking to the Joint Staff [about] some of the missions that we may not have to do in the future, to reduce the demand.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Secretary Mark Esper told reporters at the Pentagon on Thursday that the current deployment cycle degrades readiness and adds operational tempo for troops at a higher rate than even four or five years ago \u201cor at least at the peak of Afghanistan and Iraq.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<i><a href=\"https:\/\/www.defensenews.com\/land\/2018\/01\/05\/new-army-secretary-committed-to-designing-fresh-future-readiness-blueprint\/\" title=\"\" class=\"\" target=\"_blank\">New Army secretary committed to designing fresh future readiness blueprint<\/a><\/i>]<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service is now \u2014 in addition to still being engaged heavily in the Middle East \u2014 deploying rotational armored brigades to South Korea and Europe, and there are plans to increase the force size in Europe in FY20.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The high operational tempo would results in a 1:1 boots-on-the-ground to dwell time, Esper said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The secretary said he has discussed the issue with OSD and is looking at what missions are critical and what missions might take away from troop readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, \u201cWe have an [Armored Brigade Combat Team] in Kuwait [Spartan Shield], so can we get relief from that mission and bring that unit home so we can get its readiness up to a higher level, put it in the queue for more important deployments out there and really increase that deploy-to-dwell time to something higher than 1:1,\u201d Esper asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt may not necessarily mean pulling everything, it may mean keeping a battalion or it may mean a different rotation schedule, maybe you are not there full-time,\u201d he said. \u201cIt\u2019s something we have to look at if we are going to be trying to reduce the deployment churn and increase the readiness of our units.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[<i><a href=\"https:\/\/www.defensenews.com\/land\/2018\/02\/12\/armys-182-billion-fy19-budget-request-seeks-to-fill-capability-gaps\/\" title=\"\" class=\"selected-link\">Army\u2019s $182 billion FY19 budget request seeks to fill capability gaps<\/a><\/i>]<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also on the table are training efforts, Esper said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve talked to some combatant commanders and I\u2019ve said, \u2018Look, this training is great that we are doing with partners, but it has to have real return on investment. It can\u2019t just be we are sending soldiers out to train and they are exchanging t-shirts and sipping tea. It has to have real value, otherwise I\u2019m hurting readiness,\u2019\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army is looking at \u201ceverything across the board to see if we can get relief in some areas to try to get us as close as we can to that 1:2 OSD standard,\u201d Esper said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>UPDATE: This story was updated to correct a misstatement from the Army secretary.
