{"id":54792,"date":"2019-10-02T17:44:45","date_gmt":"2019-10-02T17:44:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/10\/02\/latvia-relaunch-ground-vehicle-competition-following-industry-complaints\/"},"modified":"2026-08-20T14:07:37","modified_gmt":"2026-08-20T14:07:37","slug":"latvia-relaunch-ground-vehicle-competition-following-industry-complaints","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/2019\/10\/02\/latvia-relaunch-ground-vehicle-competition-following-industry-complaints\/","title":{"rendered":"Latvia relaunches ground vehicle competition following industry complaints"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 In recent years, the Baltic nation of Latvia has gone on a modernization spending spree, putting down cash for new <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/08\/03\/latvia-cleared-to-buy-black-hawks\/\" target=_blank>Black Hawk helicopters<\/a>, self-propelled howitzers, reconnaissance vehicles and anti-tank weapons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there\u2019s another platform competition on the horizon, with officials in Riga having relaunched a stalled contest for tactical wheeled vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2018, Latvia\u2019s Ministry of Defence awarded to Finland\u2019s Sisu Auto a \u20ac181 million (U.S. $197 million) deal for four-wheel drive armored vehicles. But the contract was <a href=\"https:\/\/www.defensenews.com\/land\/2019\/01\/22\/latvia-halts-206-million-armored-vehicle-contract-amid-controversy\/\" target=_blank>overturned in early 2019<\/a> by a government watchdog after two bidders \u2014 AM General from the United States, and South Africa\u2019s Paramount Group \u2014 filed complaints over the process. Turkish firm Otokar had also bid on the program at the time.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2019\/09\/27\/latvia-wonders-how-to-weigh-cyber-for-government-purchases\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-817486390-RESIZED.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Latvia wonders how to weigh cyber for government purchases<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Government officials in Latvia are debating how widespread new cybersecurity regulations should be.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The recompete has seen offers from more than 10 companies for what will be a government-to-government agreement for a final contract. The price for the new contract will depend on the eventual winner and is not locked in at the Sisu contract level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to Defense News in September, Janis Garisons, state secretary for the MoD, said it\u2019s unlikely the government will reach a decision on the winner of the competition in the short term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we have to do, we will test the vehicles, because we want to ensure we are looking at vehicles fit for our terrain, that can drive into our forests and we are not [getting] stuck on the roads,\u201d said Garisons, who is the No. 2 official at the ministry. \u201cWe will look also at the industrial part because we very much interested to have [the] ability to maintain those vehicles.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The last point is key, as Latvia is concerned about the ability to maintain its new purchases, something the country has struggled with, according to Garisons. \u201cWe don\u2019t want to be in that situation anymore.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The country is also focused on building up its domestic industrial base so that much of the maintenance on its new equipment can be done in-country, in case of conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along those lines, the competition for a four-wheel drive vehicle is likely be the last big platform purchase for a while, as the ministry is turning its attention toward procurement efforts to benefit training and sustainment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNow we face trying to implement everything and put [them] into service. This takes time, and of course all logistical tails, which goes with that,\u201d he said. \u201cTherefore, we now have to concentrate more on \u2014 it\u2019s not very fancy things, but basically the training is going on already on all those capabilities that [have been bought], but now we have to ensure all the logistical issues are solved and maintained and sustainment is ensured.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regarding research and development, Latvia is working on a joint effort with Estonia to produce unmanned ground vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is something for the future capabilities. The goal is to understand our limits and how to engage our companies, also, coming up with solutions for autonomous systems,\u201d Garisons said. \u201cBecause I think the biggest issue right now is how to ensure that those unmanned vehicles can operate autonomously and not need the soldier operating, as that doesn\u2019t add much
