{"id":55513,"date":"2018-06-11T18:33:29","date_gmt":"2018-06-11T18:33:29","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/06\/11\/us-senate-set-to-attack-defense-bill-amendments\/"},"modified":"2026-08-08T00:03:04","modified_gmt":"2026-08-08T00:03:04","slug":"us-senate-set-to-attack-defense-bill-amendments","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/06\/11\/us-senate-set-to-attack-defense-bill-amendments\/","title":{"rendered":"US Senate set to attack defense bill, amendments \u2014 if Rand Paul doesn\u2019t derail the vote"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 More <a href=\"https:\/\/www.defensenews.com\/naval\/2018\/03\/01\/us-navy-receives-12th-littoral-combat-ship-the-manchester\/\" title=\"\" class=\"\" target=\"_blank\">littoral combat ships<\/a>, stiff election security measures and a means to undo <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/06\/07\/trump-tariffs-hit-blowback-from-home-and-abroad\/\" title=\"\" class=\"\" target=\"_blank\">U.S. tariffs<\/a> are just a few ideas proposed as amendments to the annual defense policy bill, which is set for floor consideration Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/congress\/2018\/01\/26\/inhofe-mccain-calling-the-shots-away-from-washington\/\" title=\"\" class=\"\" target=\"_blank\">Sen. Jim Inhofe<\/a>, the Senate Armed Services Committee\u2019s No. 2 Republican, told reporters last week that he expects at least a manager\u2019s package of a dozen amendments to come to the floor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Sen. Rand Paul, R-Ky., could derail floor consideration of amendments, using the chamber\u2019s procedural rules, if he does not receive a vote he wants. Last week, Paul delayed the bill\u2019s arrival on the floor because his amendment to bar indefinite detention of American citizens was being blocked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think that\u2019s such an important concept \u2014 a bedrock principle of our country that I\u2019ve been trying for six years to get this vote,\u201d Paul said last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the amendment has been blocked by one senator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf one person doesn\u2019t get [a vote for their amendment], they get to say, \u2018If I don\u2019t get mine, you don\u2019t get yours,\u2019\u201d Paul said. \u201cIt cascades and ruins the whole system.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Tariffs. <\/b>Sen. Bob Corker, R-Tenn., sponsored an amendment that would give Congress new authority to check the president\u2019s steel and aluminum tariffs. When the president invokes national security to levy a tariff, he would first need Congress\u2019s approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The amendment\u2019s path is uncertain, as the upper chamber\u2019s Republican leadership have sought to scuttle what could turn into a party-splitting vote that rebukes the president. Instead, Senate Majority Whip John Cornyn, R-Texas, said he wants Corker\u2019s legislation to first clear the Senate Finance Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is concern, and I share that concern about using national security as a pretext for trade wars,\u201d Cornyn told reporters last week. \u201cI just don\u2019t think this is the time or bill to get into that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Chinese telecom.<\/b> Senate Minority Leader Chuck Schumer is cosponsoring an amendment, with Van Hollen and Sen. Tom Cotton, R-Ark., would restore sanctions against Chinese telecommunications firm ZTE that the administration eased last week. ZTE had been blocked from accessing U.S. technology over export control violations, and lawmakers are concerned the firm \u2014 which is linked to China\u2019s government \u2014 could provide a backdoor into American tech.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Littoral combat ship.<\/b> Sen. Doug Jones, D-Ala., sponsored an amendment that would add $950 million for another littoral combat ship. The bill matches the Navy\u2019s request for one LCS \u2014 as committee staffers have said the aim is to complete the planned by and move on to the FFG(X) frigate \u2014 but the House NDAA and draft defense appropriations bill include three of the LCS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Election security.<\/b> Sens. Jim Lankford, R-Okla., and Amy Klobuchar, D-Minn., sponsored an amendment to strengthen America\u2019s election cybersecurity and protect against the possibility of future foreign interference by streamlining cybersecurity information-sharing between federal intelligence entities and state election agencies and providing security clearances to state election officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sens. Chris Val Hollen, D-Md., and Marco Rubio, R-Fla., sponsored an amendment to deter foreign interference in U.S. elections, specifically targeting Russia, China, Iran and North Korea. It would mandate a set of severe sanctions if the director of national intelligence determines the Kremlin has again interfered in a U.S. federal election: The administration would be required to swiftly impose sanctions on major sectors of the Russian economy, including finance, energy, defense, metals and mining\u2014and block the assets of senior Russian political figure and oligarchs.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The annual defense policy bill up for Senate consideration is gigantic.
