White House national security adviser Jake Sullivan warned Sunday Russia could invade Ukraine \u201cany day,\u201d triggering a conflict that would come at an \u201cenormous human cost.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To bolster NATO allies, U.S. President Joe Biden is <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/2022\/02\/02\/biden-sending-more-troops-to-europe-amid-ukraine-tension\/\" target=\"_blank\">deploying about 3,000 U.S. troops<\/a> to Germany, Poland and Romania, the Pentagon announced last week. Biden had placed 8,500 stateside troops on heightened alert, and most would deploy in support of the NATO Response Force, if it is activated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the deployments so far are relatively small, any large, long-term rotations of U.S. forces would likely prompt the Pentagon to make a supplemental funding request, in addition to its upcoming 2023 budget request to Congress, according to several experts gathered by the Center for Strategic and International Studies to make budget projections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think a further Russian invasion of Ukraine will be defining. It won\u2019t be maybe a 9\/11, but it will be close to it,\u201d said Thomas Spoehr, director of the Heritage Foundation\u2019s Center of National Defense. \u201cWe\u2019ll see a supplemental of tens of billions of dollars that the European Deterrence Initiative will get. We won\u2019t talk about China for two years, I would suspect.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How events might unfold in Europe is unclear, so the size of the a potential expense is too \u2014 as is the question of how that expense might compete with the Pentagon\u2019s <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/2022\/02\/02\/new-strategy-will-harness-emerging-tech-to-beat-adversaries\/\" target=\"_blank\">priority investments in research and development<\/a>, meant to technologically outpace China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Biden has repeatedly made clear he doesn\u2019t intend to send troops into Ukraine, he has sent Javelin antitank weapons and other equipment from U.S. stocks that could be used by Ukrainian insurgents against Russian forces. And the U.S. would likely support Ukraine in other ways that cost money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not going to have boots on the ground in Ukraine, we\u2019re not going to be directly involved. We will be involved in terms of providing [intelligence, surveillance and reconnaissance] support,\u201d said CSIS director of defense budget analysis Todd Harrison. \u201cThere\u2019ll be an [operations and maintenance] cost to that as well. Whether it stays in peacetime or it actually transitions into armed conflict, we\u2019ll have those bills.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the defense budget, a Russian invasion is just one more complicating factor, beyond congressional gridlock, economic inflation and the mystery surrounding when the budget will actually be introduced.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/02\/03\/no-clear-return-date-for-troops-headed-to-europe-amid-russia-threats\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22034673887749.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">No clear return date for troops headed to Europe amid Russia threats<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lawmakers were briefed Thursday by senior administration officials about the troop moves and latest tensions in Ukraine.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">Timing<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Experts said Monday the request will likely land within weeks of Biden\u2019s planned March 1 State of the Union address to Congress and of the release of his keystone National Security Strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That could mean mid-March, when then-President Donald Trump introduced his second budget, or mid-April, or somewhere in between. Harrison projected the Biden administration, which released its very late 2022 budget on the Friday before Memorial Day weekend, could make a similar play to avoid headlines \u2015 and dump the budget on Friday, April 15.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat better timing to bury a budget request than to release it on a Friday that is Tax Day, that is the Friday before the Easter holiday, that is also spring break for a lot of the schools around in this area,\u201d Harrison said. \u201cFor us analysts, it\u2019s the worst possible day.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the budget drives the congressional schedule, a later budget will mean later oversight hearings for defense officials and a shorter timeframe for defense policy and spending legislation. Spoehr predicted a repeat of the current budget cycle, where lawmakers, four months into the fiscal year, are mulling yet another budget extension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress even on its best day is slow, so the fact they they\u2019re going to get this budget late again will push back posture hearings, push back committee work,\u201d Spoehr said.<b> <\/b>\u201cA year from now we\u2019ll be sitting around, wringing our hands, saying, \u2018Why is the Department of Defense under a continuing resolution again?\u2019\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/02\/07\/350m-for-hawaii-water-contamination-crisis-included-in-latest-stopgap-budget\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21336038706993.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">$350m for Hawaii water contamination crisis included in latest stopgap bill<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The funding bill would give the Defense Department $350 million to address the issue.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">Top lines<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">If the Biden administration wants to request an inflationary increase over 2022 spending, the problem is both the 2022 level and inflation are moving targets. Will Biden\u2019s baseline be the $715 billion of his FY22 request or the $740 billion of the defense authorization bill he signed, and will he assume a routine inflation level like 2% or, to match the rise in the consumer price index, 7%?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the low end of estimates, Travis Sharp, a research fellow at the Center for Strategic and Budgetary Assessments, predicted a $733 billion request, which would put Biden in line with similar \u201cmaintainer administrations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the high end, Harrison predicted $765 billion, 3.5% above the $740 billion, to account for inflationary impacts on troop pay, housing allowances, goods and services \u2015 and head off criticism from conservatives. But Spoehr argued Biden didn\u2019t pay a political \u201cpenalty\u201d for his 2022 request and will make a \u201chorrifically low\u201d request that Congress will again raise on a bipartisan basis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress did that heavy lifting for him,\u201d Spoehr said. \u201cSo I think we\u2019re just going to see him run the same play up the middle again and get stopped in the zero-yard line.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/01\/21\/defense-industry-frets-as-funding-talks-crawl\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21337600925567.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Defense industry frets as funding talks crawl<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Despite repeated warnings from lawmakers and uniformed Pentagon leaders that a full-year continuing resolution will hurt national security, some in the defense industry are still worried that budgetary route is a possibility.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<h1 class=\"wp-block-heading\">Cuts<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon is expected to increase research and development spending in its tech race with China, but analysts said cuts could be on the way for both end strength and older weapons systems \u2014 as well as some newer or developing systems, like the Army\u2019s Bradley Fighting Vehicle replacement, the <a href=\"https:\/\/www.defensenews.com\/land\/2021\/07\/23\/us-army-chooses-competitors-to-design-infantry-fighting-vehicle-replacement\/\" target=\"_blank\">Optionally Manned Fighting Vehicle<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019ve already cut all the modernization and procurement programs that they could cut, so now they\u2019re down to the bone,\u201d Spoehr said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Harrison argued the Army\u2019s <a href=\"https:\/\/www.defensenews.com\/land\/2021\/04\/13\/us-army-approves-plan-to-acquire-a-future-attack-reconnaissance-aircraft\/\" target=\"_blank\">Future Attack Reconnaissance Aircraft <\/a>isn\u2019t relevant to a notional high-end fight with China, and could be replaced by an unmanned Grey Eagle against lesser adversaries. He said the program could be killed or delayed as the Army comes under budget pressure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army \u201cis likely to be the target in this year\u2019s budget,\u201d Harrison said. \u201cDepending on how all the top line stuff works out, it either gets cut the most or increases the least.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nuclear weapons programs initiated under the Trump administration \u2015 a <a href=\"https:\/\/www.defensenews.com\/smr\/nuclear-arsenal\/2020\/02\/04\/trumps-new-nuclear-weapon-has-been-deployed\/\" target=\"_blank\">lower-yield warhead<\/a> for a submarine-launched missile and a <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/03\/04\/lawmakers-aim-to-prevent-sea-based-nuclear-cruise-missile\/\" target=\"_blank\">sea-launched cruise missile<\/a> \u2015 also appear to be likely targets, said Stacie Pettyjohn, director of the defense program at the Center for a New American Security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would be a way for Biden to realize a campaign promise to reduce nuclear weapons and not cut into major programs like the multibillion-dollar <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2021\/09\/09\/lawmakers-set-for-battle-over-next-gen-nuclear-missile\/\" target=\"_blank\">Ground Based Strategic Deterrent<\/a>, meant to replace the Minuteman III intercontinental ballistic missile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome Congress members have been pushing the Biden administration to reduce the United States\u2019 reliance on nuclear weapons for its national security, and the president has expressed support of that view as well,\u201d Pettyjohn said. \u201cOne way to do that is to cut these weapon
