{"id":56277,"date":"2020-09-29T21:41:29","date_gmt":"2020-09-29T21:41:29","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/09\/29\/future-defense-task-force-scrap-obsolete-weapons-and-boost-ai\/"},"modified":"2026-08-08T00:09:16","modified_gmt":"2026-08-08T00:09:16","slug":"future-defense-task-force-scrap-obsolete-weapons-and-boost-ai","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/09\/29\/future-defense-task-force-scrap-obsolete-weapons-and-boost-ai\/","title":{"rendered":"Future Defense Task Force: Scrap obsolete weapons and boost AI"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 A bipartisan congressional panel is recommending that the Pentagon must \u201cidentify, replace, and retire costly and ineffective legacy weapons platforms,\u201d and prioritize <a href=\"https:\/\/www.defensenews.com\/it-networks\/2019\/02\/13\/white-house-wants-more-ai-and-the-pentagon-is-ready-to-oblige\/\" target=_blank>artificial intelligence<\/a>, supply chain resiliency and <a href=\"https:\/\/www.c4isrnet.com\/cyber\/2020\/06\/24\/senate-wants-better-threat-sharing-between-pentagon-and-industry\/\" target=_blank>cyberwarfare<\/a> in order to compete with China and Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/congress\/2019\/10\/22\/moulton-banks-helm-new-future-of-defense-task-force\/\" target=_blank>The House\u2019s Future of Defense Task Force<\/a>\u2019s 87-page <a href=\"https:\/\/armedservices.house.gov\/press-releases?ID=5A6BEAE5-5EEA-4E19-A0DA-2B4BF49A14B7\" target=_blank>report<\/a> issued Tuesday echoed the accepted wisdom that the Pentagon must expand investments in modern technologies and streamline its cumbersome acquisition practices or risk losing its technological edge against competitors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The task force is co-chaired by House Armed Services Committee members Reps. Seth Moulton, D-Mass., and Jim Banks, R-Ind., who both signaled they\u2019ll champion elements of the report in future defense authorization legislation. While lawmakers are broadly in favor, efforts to retire specific platforms often meet <a href=\"https:\/\/www.defensenews.com\/air\/2020\/06\/11\/senate-defense-bill-puts-limits-on-planned-air-force-aircraft-retirements\/\" target=_blank>resistance<\/a> on Capitol Hill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On weapons systems, the task force offered some practical steps to this end. Congress, it said, should commission the RAND Corporation, or similar entity, and the Government Accountability Office to study legacy platforms within the Defense Department and determine their relevance and resiliency to emerging threats over the next 50 years.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/01\/15\/reform-panel-overhaul-pentagon-acquisitions-or-lose-technological-edge\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/CEMA-laptop.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Reform panel warns Congress to overhaul Pentagon acquisitions, or lose technological edge<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Pentagon acquisitions need an overhaul to work with companies outside the Capital Beltway, according to an influential advisory group established by Congress.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Then a panel should be convened, comprising Congress, the Department of Defense, and representatives from the industrial base, to make recommendations on which platforms should be retired, replaced or recapitalized, the report reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investments in science and technology research need to be prioritized nationally, and at the Pentagon level such investments should meet 3.4 percent of the overall defense budget, as recommended by the Defense Science Board. Funding ought to be expanded at the Defense Advanced Research Projects Agency, national and defense research laboratories and partnering universities, the report says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report recommended that each of the military services ought to spend at least one percent of their overall budgets on the integration of new technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon must, the report says, scale up efforts to leverage private sector innovation, which is leading the government. The report calls for a tenfold increase in spending for Defense Innovation Unit, AFWERX, Army Futures Command and others \u2015 and more collaborative opportunities like <a href=\"https:\/\/www.defensenews.com\/training-sim\/2017\/03\/13\/university-students-problem-solve-for-us-military-in-new-course\/\" target=_blank>Hacking for Defense<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report calls for a Manhattan Project for artificial intelligence, saying DoD must go further than its increased investment in AI and Joint Artificial Intelligence Center to assist with the transition and deployment of AI capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUsing the Manhattan Project as a model, the United States must undertake and win the artificial intelligence race by leading in the invention and deployment of AI while establishing the standards for its public and private use,\u201d the report\u2019s authors wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(The Manhattan project is the U.S.-led World War II-era research and development effort that produced the first nuclear weapons.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report calls for every major defense acquisition program to evaluate at least one AI or autonomous alternative prior to funding. Chrissy Houlahan, D-Pa., a former Air Force officer who studied technology and policy at the Massachusetts Institute of Technology; as well as Reps. Elissa Slotkin, D-Mich., and Michael Waltz, R-Fla., who have served in senior Pentagon policy jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HASC members Reps. Susan Davis, D-Calif., Scott DesJarlais, R-Tenn., and Paul Mitchell, R-Mich., also served on the task force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, Moulton said the bipartisan plan could be used, no matter the outcome of the Nov. 3 presidential and congressional elections. \u201cAmerica needs a plan to confront the dual threats of Russia\u2019s aggression and China\u2019s rise.
