How can the US recover?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The fishing vessels arrived one and two at a time, dropping anchor off the <a href=\"https:\/\/apnews.com\/article\/south-china-sea-philippines-coronavirus-pandemic-china-manila-1bba6bede5d013515044c01dee2256ac\" target=_blank>disputed Whitsun Reef<\/a> near the Philippines. As the Chinese-flagged fleet grew larger, the vessels tethered themselves together, hunkering down for a gray zone standoff that has captured policymaker interest throughout the Pacific region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And with that, Beijing burst Washington\u2019s deterrence bubble.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In congressional testimony last month, officials <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/03\/09\/guam-is-a-target-today-pacific-chief-pitches-aegis-ashore-to-congress\/\" target=_blank>advocated<\/a> for new, multibillion-dollar investments in long-range strike capabilities and a sophisticated missile system in Guam. These new platforms, it was argued, are essential to reassuring our regional allies and <a href=\"https:\/\/www.npr.org\/2021\/03\/16\/977987292\/pentagon-pushes-for-bigger-effort-to-deter-chinas-growing-military-might\" target=_blank>deterring China<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And yet, the Whitsun spectacle lays bare that Washington\u2019s continued embrace of a costly, conventional deterrence strategy is alone unlikely to prevent Beijing from achieving many of its security objectives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What\u2019s more, China is banking on America\u2019s prioritization of traditional deterrence at the expense of a robust, and potentially more effective, asymmetric strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No doubt, American military supremacy has deterred China from achieving many of its goals. Nevertheless, Beijing has continued its incremental march forward <a href=\"https:\/\/www.bbc.com\/news\/world-asia-china-56585731\" target=_blank>in Hong Kong<\/a>, in the Taiwan Strait and <a href=\"https:\/\/www.economist.com\/special-report\/2020\/02\/06\/china-is-making-substantial-investment-in-ports-and-pipelines-worldwide\" target=_blank>at various overseas ports<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Washington\u2019s predictable non-response to China\u2019s gray zone activities in places like Whitsun does more than erode U.S. credibility. It increases the likelihood of a military confrontation by permitting China to solidify its gains while neutralizing our diplomatic and economic leverage. Thus, through a process of elimination, military force becomes the only viable option to resolving hardened disputes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Building back better deterrence requires an entirely new approach. While the military should prepare for the possibility of a traditional conflict in the future, it must mobilize now for the asymmetric war that we are already fighting. At the center of that mobilization must be a clear-eyed view of America\u2019s desired end states, which, contrary to the White Houses\u2019 rhetoric, cannot be reduced to \u201ccompetition.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Jim Inhofe, R-Okla., rightly argued that the administration\u2019s <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2021\/04\/09\/biden-requests-715b-for-pentagon-hinting-at-administrations-future-priorities\/\" target=_blank>recently released 2022 defense budget<\/a> offers the first clues about the White House\u2019s Asia strategy. This includes plans for the newly established $2.2 billion Pacific Deterrence Initiative \u2014 a promising program, albeit one dwarfed by the tens of billions spent on high-end conventional warfare capabilities.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2021\/02\/11\/in-the-south-china-sea-its-meet-the-new-boss-same-as-the-old-boss\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/two_carriers.jfif_.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">In the South China Sea, it\u2019s \u2018meet the new boss, same as the old boss\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Tensions are mounting in the South China Sea as the U.S. doubles down on hardline Trump-era China policies.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But budgets alone will not tell the whole story, nor do they ensure victory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To be successful, the Defense Department must rethink its entire approach to <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2021\/02\/26\/flip-the-gray-zone-script-how-the-us-can-customize-its-approach-to-china\/\" target=_blank>gray zone warfare<\/a> and embrace the notion that combat is no longer binary, particularly when confronting China\u2019s maritime pursuits. The department must also jettison outdated, phased and overly rigid operational planning for a more flexible strategic framework that better addresses the reality of asymmetric competition. Just as Beijing need not launch an assault on Taipei to exert control over the island, neither must we wait until military hostilities have commenced to engage U.S. forces. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Key to those efforts should be establishing a civilian-led task force charged with overseeing enterprisewide asymmetric deterrence operations. Rather than simply responding to China, the department should strategically assess Beijing\u2019s specific interests in the region, leading to a cleareyed calculation about the steps needed to undermine Beijing\u2019s confidence in achieving those ends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Whitsun, China\u2019s interests appear twofold: to establish a persistent presence, which could one day lead to a military outpost, and to demonstrate that traditional U.S. deterrence means little if Beijing can disregard norms without consequence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While improved intelligence, surveillance and reconnaissance could help avoid strategic surprise, additional freedom of navigation operations or a more robust U.S. presence at the reef are unlikely to deter Beijing. In fact, they could invite Beijing to take additional steps to erode the American deterrence narrative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One option would be to aggressively target <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2021\/01\/21\/china-boosting-naval-footprint-at-its-southern-tip-new-satellite-images-suggest\/\" target=_blank>China\u2019s fishing armada<\/a>, as well as its lucrative commercial fishing fleet, with punitive financial measures, like sanctions. Another step could include a campaign to deny these vessels with docking privileges at regional ports, something certain to get Beijing\u2019s attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other options include strengthening ties between Vietnam and the Philippines, including proposing a joint security framework aimed at repelling China\u2019s fishing militia. The U.S. could also prod <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2021\/02\/26\/vietnam-strengthens-fortifications-in-disputed-south-china-sea-satellite-images-reveal\/\" target=_blank>Vietnam<\/a> to proceed with a <a href=\"https:\/\/asiatimes.com\/2020\/05\/vietnam-may-soon-sue-china-on-south-china-sea\/\" target=_blank>lawsuit<\/a> against Beijing for violating a 2016 ruling negating China\u2019s regional maritime claims. As this month\u2019s rotating U.N. Security Council chair, Vietnam should be coaxed to hold meetings on Whitsun to ratchet up the diplomatic pressure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Doubling down on a conventional deterrence strategy at the expense of improved gray zone capabilities runs the risk the U.S. will be prepared to fight a war that may never come, while losing the war it is fighting now.
