{"id":56627,"date":"2019-06-21T15:55:14","date_gmt":"2019-06-21T15:55:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/06\/21\/congress-wants-the-us-military-to-challenge-russia-with-a-new-arctic-port\/"},"modified":"2026-08-08T00:11:48","modified_gmt":"2026-08-08T00:11:48","slug":"congress-wants-the-us-military-to-challenge-russia-with-a-new-arctic-port","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2019\/06\/21\/congress-wants-the-us-military-to-challenge-russia-with-a-new-arctic-port\/","title":{"rendered":"Congress wants the US military to challenge Russia with a new Arctic port"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. military\u2019s annual authorization working its way through the Senate directs the armed services and the Maritime Administration to identify and designated a new strategic port<a href=\"https:\/\/www.defensenews.com\/news\/your-air-force\/2018\/10\/23\/us-breaches-the-arctic-with-marines-fighter-jets-and-aircraft-carriers\/\" target=_blank> in the Arctic<\/a>, a move meant to counter <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/10\/01\/britain-to-bolster-arctic-defense-military-drills-to-counter-russian-presence\/\" target=_blank>Russia\u2019s presence<\/a> at the top of the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2020 National Defense Authorization Act that emerged from the Senate Armed Services Committee directs the defense secretary to work with the chairman of the Joint Chiefs of Staff, the Army Corps of Engineers, the Coast Guard and the Maritime Administration to submit a report to Congress that evaluates potential sites for the port. It then requires the defense secretary designate one or more of the sites as \u201cDepartment of Defense Strategic Arctic Ports\u201d within 90 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate is expected to vote on the NDAA next week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A U.S. port in the Arctic would serve as a counter to recent Russian activity in the region, including the construction of <a href=\"https:\/\/www.defensenews.com\/home\/2015\/03\/11\/russia-s-polar-pivot\/\" target=_blank>its \u201cNorthern Clover\u201d military base<\/a> which features missiles, radars and military personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress has been increasingly concerned over melting ice caps opening the potential for new northern trade routes, highlighting the U.S. shortfalls in, among other things, icebreakers. The U.S. has two icebreakers, but only one that barely works while the other serves as a parts locker. Meanwhile Russia has dozens of icebreakers including nuclear-powered ones.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/navy-league\/2019\/05\/06\/northcom-arctic-now-americas-first-line-of-defense\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"156\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ICEX-ONLINE.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">NORTHCOM: Arctic now America\u2019s \u2018first line of defense\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">New business opportunities in the Arctic also invite new strategic competition, U.S. defense officials say.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Russia, with 7,000 miles of Arctic coast, sees the region as both a security liability and a key to its long-term economic success. Russian President Vladimir Putin in 2017 <a href=\"https:\/\/www.apnews.com\/8df6e2753db245b0ba887d20b6fcf340\">put estimates of the mineral wealth<\/a> in the region at $30 trillion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Coast Guard in<a href=\"https:\/\/www.maritime-executive.com\/article\/vt-halter-wins-contract-for-new-u-s-coast-guard-icebreaker\" target=\"_blank\"> April awarded VT Halter<\/a> a $750 million contract for detailed design and long-lead materials for a new icebreaker, the first of what the Coast Guard aims to be a small fleet of six icebreakers to meet rising needs in the high north.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some see an American Arctic base as essential to addressing the melting ice and the potential for new trade routes there, but others see it as a throwback to Cold War-era symmetry policies that don\u2019t take Russia\u2019s vastly different security and economic needs fully into account.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dan Goure, a former Bush administration defense official and analyst at the Lexington Institute, said that if the U.S. sees Russia as a competitor, as the former claims, then it has no choice but to start offsetting Russian activity in the Arctic. Furthermore, even a modest investment can have big yields, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey [the Russian government] see the Arctic as a vulnerable long flank \u2014 potentially the most vulnerable flank for air and missiles,\u201d Goure said. \u201cThe plus side of putting a port up in [the Arctic] is that you don\u2019t have to do a whole hell of a lot to force the Russians to put a lot of resources up there to counter it. The cost of maintaining, say, an airbase in the Arctic is enormous. And those are resources that could be used otherwise to threaten, for example, countries in Europe.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Warmed-over Cold War?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bryan Clark, a retired submarine officer and analyst with the Center for Strategic and Budgetary Assessments, said thinking of Arctic bases the way people thought about missiles in the Cold War is unrealistic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe [the U.S.] have a coastline on the Arctic, but it\u2019s not exactly the sea route that the northern sea route is,\u201d Clark said, referring to a trade route that runs along Russia\u2019s Arctic coast.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"4016\" height=\"2252\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-1134944420.jpg_b93a31.jpg\" alt=\"\" class=\"wp-image-115086\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1134944420.jpg_b93a31.jpg 4016w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1134944420.jpg_b93a31.jpg?resize=300,168 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1134944420.jpg_b93a31.jpg?resize=768,431 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1134944420.jpg_b93a31.jpg?resize=1024,574 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1134944420.jpg_b93a31.jpg?resize=1536,861 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1134944420.jpg_b93a31.jpg?resize=2048,1148 2048w\" sizes=\"auto, (max-width: 4016px) 100vw, 4016px\" \/><figcaption class=\"wp-element-caption\">The Russian military base dubbed &#8220;Northern Clover&#8221; is based on the island of Kotelny, beyond the Arctic Circle. We don\u2019t have the same exposure as the Russians do. They\u2019ve got 7,000 miles of coastline, it\u2019s difficult to patrol and they\u2019re somewhat neurotic about homeland defense anyway. It\u2019s a perceived vulnerability on the part of Russia and has been for a long time, so they\u2019ve always put a lot of money into the ability to break ice, maintain access.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For all those reasons, one-for-one comparisons with Russia\u2019s Arctic capabilities are misguided, he said. \u201cComparing our Arctic capabilities to theirs, it\u2019s kind of off base because you are comparing two very different countries on things that they need in different amounts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2018<b>The far end of the logistics chain\u2019<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, operating in the high north, given the changing conditions, is a good idea, Clark said, and having the military study it is worthwhile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem, however, is when the fleet in the high north needs repair. Coast Guard ships would need to travel to somewhere like Kodiak, Alaska, and the Navy might need to transit back to Puget Sound off the coast of Washington state to get help.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alternatively, the Navy could set up a forward way station of sorts somewhere like Nome, Alaska, which is along the state\u2019s central-western coastline near the Bering Strait, where the fleet could receive support during months when the area is accessible. But putting something in a place on Alaska\u2019s north slope, like Prudhoe Bay, could be ill-suited because melting permafrost will turn that area into a marshland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the idea of putting a base up in the far north is a bad idea,\u201d Clark said. \u201cIt\u2019s too expensive, and then you\u2019ll build it and not be able to use it for a large part of the year. It becomes a white elephant. What might be a better idea would be to make a waypoint in Nome and use your afloat forward staging base for operations in the far north during the times of year when that is viable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Supporting ships in the Arctic from a logistics standpoint was identified as a risk area by <a href=\"https:\/\/www.defensenews.com\/interviews\/2019\/01\/14\/us-navys-6th-fleet-boss-describes-her-front-row-seat-to-the-great-power-competition\/\" target=_blank>U.S. Sixth Fleet Commander Vice Adm. Lisa Franchetti<\/a> in a January interview with Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Harry S.
