{"id":57326,"date":"2022-06-02T12:56:26","date_gmt":"2022-06-02T12:56:26","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/06\/02\/how-sweden-and-finland-could-reshape-natos-northern-security\/"},"modified":"2026-08-08T00:11:50","modified_gmt":"2026-08-08T00:11:50","slug":"how-sweden-and-finland-could-reshape-natos-northern-security","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/2022\/06\/02\/how-sweden-and-finland-could-reshape-natos-northern-security\/","title":{"rendered":"How Sweden and Finland could reshape NATO\u2019s northern security"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">LONDON \u2015 America\u2019s top general, Gen. <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/05\/31\/with-food-crisis-looming-milley-says-using-military-to-end-russian-blockade-would-be-high-risk\/\" target=\"_blank\">Mark Milley<\/a>, and <a href=\"https:\/\/www.defensenews.com\/outlook\/2021\/01\/11\/swedens-defense-minister-additional-resources-are-coming-to-bolster-national-security-alliances\/\" target=\"_blank\">senior Swedish officials<\/a> will open a major multinational exercise from Stockholm this Saturday as the <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/05\/18\/swedish-finnish-nato-bids-raise-the-prospect-of-a-beefier-baltic-sea-posture\/\" target=\"_blank\">Baltic Sea<\/a> takes on a pivotal role in NATO\u2019s northern defense calculus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With Finland and Sweden\u2019s NATO membership, which is still pending, the famously shallow body of water would essentially become a sea surrounded almost exclusively by alliance countries, with Russia maintaining its access through naval sites in Kaliningrad in the south and the St. Petersburg region at the far eastern end.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To send a signal to Russia of allied resolve, Sweden\u2019s Defense Ministry wants a more robust NATO presence on the Baltic Sea, with naval vessels, and by air, through the sort of exercise kicking off June 5.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden will host the annual large-scale <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2020\/06\/04\/warships-mass-in-the-baltic-sea-for-a-coronavirus-conscious-battle-drill\/\" target=\"_blank\">BALTOPS<\/a> exercise against the backdrop of its navy\u2019s 500th anniversary. To show off amphibious, anti-submarine, gunnery and air-defense operations, 14 NATO allies, plus Sweden and Finland, will bring 45 ships, more than 75 aircraft, and about 7,000 personnel, according to the alliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Milley, the chairman of the Joint Chiefs of Staff, is slated to leave at the end of the week for Finland and Sweden as part of the next leg in his Europe trip. The four-star general said his meetings with senior officials there will be \u201csymbolic of the support that the United States has for both these countries and the support that we have for their application to join NATO.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All NATO members must approve the two Nordic nations\u2019 <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/05\/01\/finland-and-sweden-intensify-talks-on-joint-nato-application\/\" target=\"_blank\">bids to join the alliance<\/a>, which were propelled by Russia\u2019s invasion of Ukraine. Turkey has said it won\u2019t allow their accession unless certain steps are taken, but NATO leaders are looking to the <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/03\/16\/nato-launches-analyses-for-hardening-its-eastern-flank\/\" target=\"_blank\">NATO summit <\/a>in Spain in late June as the chance for the historic expansion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The accession of Finland and Sweden, historically neutral nations, is expected to transform Europe\u2019s security landscape for years to come. Their armed forces and geography would seriously complicate any further aggression Russia might want to try in the region, defense officials and national security experts say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden has \u201can incredible navy\u201d with an air arm and ships like the Visby-class corvette that specialize in antisubmarine warfare and mine countermeasures, said retired Adm. <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/navy-league\/2019\/05\/01\/head-of-us-naval-forces-in-europe-and-us-ambassador-to-russia-talk-great-power-competition\/\" target=\"_blank\">James Foggo<\/a>, the former commander of U.S. naval forces in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re fast and made to fight in the fjords. The Scandinavians do that really well,\u201d Foggo, now dean of the Navy League\u2019s Center for Maritime Strategy, said of the distinctive-looking Visby class.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Growing ties<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Finland and Sweden, despite their nonaligned status, participate in NATO\u2019s planning and review process and have interoperability and cyber-defense arrangements with NATO. The U.S. signed bilateral defense cooperation agreements with both Sweden and Finland in 2016 and a threeway statement on boosting defense cooperation further in 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2018, weeks after Russia staged Vostok, then its largest military exercise since the Soviet era, NATO conducted its massive Trident Juncture 18 exercise in Norway. Run by then-admiral Foggo, it included 50,000 troops and 70 ships from every NATO country, plus Finland and Sweden \u2015 who hosted aircraft deployments and made their airspace available for operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter Trident Juncture, I was convinced that Sweden and Finland do not need to be reformed in any way, shape or form. (Photo by Fredrik Sandberg\/TT News Agency\/AFP via Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden\u2019s Gotland, a strategically important Baltic Sea island, sits roughly 100 miles from Stockholm, but 200 miles from Kaliningrad, the headquarters of Russia\u2019s Baltic Sea fleet, and 400 miles from Leningrad Naval Base in St. Petersburg.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Concerned about Russian encroachment in their waters, Sweden has reconstituted three heavy land brigades and returned a medium-range, surface-to-air missile system to the island in 2021. It again beefed up its presence there earlier this year in response to some Russian naval moves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along with the advantages offered by Sweden\u2019s naval forces and Baltic Sea ports, Gotland has been made into \u201can unsinkable aircraft carrier,\u201d U.S. Army Gen. Christopher Cavoli, said at his Senate hearing last week to become NATO\u2019s supreme allied commander for Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden has acquired the Patriot long-range air-defense system and <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2020\/12\/15\/sweden-ups-defense-budget-40-due-to-regional-tensions\/\" target=\"_blank\">plans to double its defense budget<\/a>, while Finland recently ordered 64 F-35 aircraft in a deal worth $10 billion. Finnish forces, Cavoli said, are \u201cwell-equipped, very well-trained, very quickly expandable, exercised very frequently, and absolutely expert in defending\u201d its 800-mile border with Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their accession, Cavoli said, would create \u201calmost geometric dilemmas\u201d for Russia.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Baltic effects<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Finland remembers its Winter War of 1939-1940, where the Soviet Union suffered heavy losses, and it\u2019s since designed its defenses against Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re fully confident in their ability to defend against Russia alone, much less if you add in NATO [intelligence, surveillance and reconnaissance], airstrikes, [special operations],\u201d said William Alberque, a former NATO official now with the International Institute for Strategic Studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where it\u2019s been feared that Russia might attempt to seize territory from its Baltic neighbors, Finland\u2019s accession means Russia\u2019s \u201cscope for adventurism in the Baltics goes to zero,\u201d Alberque said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom Russia\u2019s point of view, Finland joining NATO is a &#8230; disaster,\u201d Alberque said. \u201cThere\u2019s no credible scenario where they could do even a limited attack without the Finns rendering the entire Baltic fleet into involuntary submarines and the entire Russian air force in that area getting shot at from every direction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia\u2019s Kola Peninsula, where its nuclear submarines and Arctic navy are headquartered, borders Finland to the west. That means it would suddenly become vulnerable to NATO, as would St. Petersburg.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRight now the Russians have a lot of force up there facing the Norwegians, but that force planning just goes out the window because Finland can now sever the main link to the Kola Peninsula with a strike east,\u201d Alberque said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How Russia could credibly mass forces in the region after Sweden and Finland join NATO would be an open question. There\u2019s speculation Russia could respond by giving up on the northeast, by depleting its conventional forces there and consolidating them in regions of greater concern for Moscow, like the Caucasus, and its Ukraine fight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think they\u2019re going go back to the old Soviet-style ghost units, with lots of equipment and a couple of generals but no troops, and they\u2019re going to bolster their nuclear posture,\u201d Alberque said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Visiting Washington last week, Finnish Foreign Minister <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/02\/04\/nordic-countries-bundle-up-against-nato-russia-freeze\/\" target=\"_blank\">Pekka Haavisto<\/a> stressed that Finland would be \u201ca net contributor of security to NATO\u201d in the Baltic Sea region alongside Sweden. Finland contributes roughly 2 percent of its economy to defense, while Sweden has a \u201cvery strong submarine fleet,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are not consuming resources; we are bringing resources,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid debate in Finland over whether to seek a permanent NATO base, Haavisto said Finland would maintain its spending and \u201ctake care of our own security.\u201d It would participate in NATO air patrols of the region, exercises, and other partnerships with Baltic states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, while there\u2019s been no uptick in Russian cyber activity against Finland, violations of Finnish airspace or activity along its border with Russia, Finland could use some interim allied \u201ccapability to react rapidly,\u201d the foreign minister said. While NATO officials are confident Turkey\u2019s opposition will be resolved, how long it will take is unclear, and both Finland and Sweden have been seeking security assurances for the meantime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOf course, we were looking: What are the possible risks? And of course, traditional military risks, violation of sea areas, violation of airspace, or cyber threats, hybrid threats. We are very security-oriented people in Finland,\u201d Haavisto said, adding: \u201cThere are some negative scenarios in which you cannot cope alone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Swedish fighters escorted a U.S. B-52 Stratofortress from NATO\u2019s Bomber Task Force over Swedish airspace in February. Ships with NATO maritime groups last month practiced mine countermeasures and anti-submarine warfare with their Swedish counterparts, while NATO aircraft did the same in an air policing exercise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Swedish officials are asking the U.S. to boost the frequency or size of such activities on an interim basis. The thinking goes that stepped up naval exercises would offer U.S. forces experience operating in confined waters, as Swedish and Finnish forces do, and would send a signal that American and other NATO assets can quickly be diverted to the Baltic Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re looking at all options,\u201d said one Swedish official, who was not authorized to speak on the record. \u201cWe can do an increase in frequency, we can boost the already planned exercises, or presence of various kinds.
