{"id":57477,"date":"2021-02-26T21:38:14","date_gmt":"2021-02-26T21:38:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/02\/26\/canadas-new-frigate-is-getting-heavier-more-expensive\/"},"modified":"2026-08-08T00:15:54","modified_gmt":"2026-08-08T00:15:54","slug":"canadas-new-frigate-is-getting-heavier-more-expensive","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2021\/02\/26\/canadas-new-frigate-is-getting-heavier-more-expensive\/","title":{"rendered":"Canada\u2019s new frigate is getting heavier and more expensive"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Canada\u2019s <a href=\"https:\/\/www.defensenews.com\/naval\/2018\/06\/29\/australia-officially-announces-26b-frigate-contract-here-are-the-build-details\/\" target=_blank>next-generation frigate<\/a> is putting on weight and will cost more money than originally projected, according to a new cost analysis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Canadian Surface Combatant program, which is <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/12\/20\/lockheed-inks-2-billion-contract-for-saudi-frigate\/\" target=_blank>spearheaded by Lockheed Martin<\/a> and based on BAE Systems\u2019 Type 26 design, was first selected in 2018 and put under contract in 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the announcement, however, the ship has gone from an estimated CA$69.8 billion (U.S. $54.8 billion) to CA$77.3 billion, according to a new cost estimate by the Office of the Parliamentary Budget Officer. That cost is more than double the original estimate for the program in 2008, which was exceeding about CA$28 billion in that year\u2019s Canadian dollars, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ship has also packed on 900 tons, now projected to displace 7,800 tons, up from an originally projected 6,900 tons. Fully loaded, the ship is expected to weigh in at 9,400 tons \u2014 almost double the 4,700 tons of the currently fielded Halifax class, the <a href=\"https:\/\/www.msn.com\/en-ca\/news\/canada\/it-will-be-at-least-a-decade-before-canada-sees-any-of-its-new-frigates\/ar-BB1dDVap?pfr=1\" target=_blank>former head of Irving Shipbuilding<\/a> told the CBC earlier this month. That shipbuilder is the project\u2019s prime contractor and had worked with the government to award a subcontract to Lockheed to finalize the design.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/asia-pacific\/2018\/06\/28\/report-australia-selects-bae-for-frigate-design\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1434573953000.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">BAE reportedly comes out on top in Australia\u2019s future frigate showdown<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Australia&#039;s decision to go with the Type 26 frigate design will have a long-term impact on other competitors.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The growing cost of the program is likely to put pressure on the Canadian government to look at different options, though observers say it would be difficult and expensive to scrap the program and start over without sacrificing the capability the Royal Canadian Navy was seeking when it selected the highly advanced hull.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The surface combatant program is part of a larger national shipbuilding strategy launched in 2010 that was designed to create a stable shipbuilding-industrial base and avoid the boom-and-bust cycles of previous national shipbuilding efforts, said Timothy Choi, a researcher and observer of the Royal Canadian Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have a strong interest here that we actually ensure that the shipyards survive for a good long time to prevent that boom-and-bust cycle that previously characterized our naval yards,\u201d Choi said. \u201cIf you build them really quickly, within a short period of time \u2014 five to seven years like we did for Halifax-class [frigates], and we split them between three different shipyards \u2014 once that job\u2019s done, they\u2019ve got nothing to go on. And it\u2019s going to be another 20 years before they can actually build anything major [vessel].\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the downside of the build-it-slow strategy is that inflation starts to eat your budget for lunch, he said. The alternative is a loss in shipyard capacity once a class is built.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOnce you start front-loading that inflation into our [cost estimate], it looks a lot worse than it would be if we just built them really quickly. But that would be at the risk of losing that shipyard capacity once the ships are done,\u201d Choi said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Irving Shipbuilding will start cutting steel in 2024, CBC reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Start over?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The weight and cost of the 15 ships are primarily growing because Canada is loading them up with capability, Choi said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government selected Lockheed Martin\u2019s SPY-7 radar, an upgrade over the <a href=\"https:\/\/www.navalnews.com\/naval-news\/2020\/11\/royal-canadian-navy-unveils-new-details-on-csc-frigates\/\" target=_blank>British Type 26<\/a>, which uses a rotating 3D radar. The SPY-7 is likely adding weight to the hull, Choi said, adding that Canada plans to put \u201cpretty much every single weapon that you could think of for a modern, high-end combatant\u201d on the ship.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ships will also have X- and S-band navigation radars, will be able to participate in cooperative engagements with the U.S. Navy (meaning it will be able to shoot at targets sensed and relayed by U.S. Navy assets). The ships will also be loaded with a 32-cell vertical launching system as well as deck-mounted launchers for Kongsberg and Raytheon\u2019s Naval Strike Missile and launchers for torpedoes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Canadian cost assessment also priced out a mixed buy that included only a few Type 26 hulls and then started buying the much smaller and less expensive <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/dsei\/2019\/09\/12\/britain-goes-with-danish-design-for-new-navy-frigates\/\">British Type 31e light frigates<\/a> based on the Danish Navy\u2019s <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2014\/11\/20\/aboard-danish-frigate-clean-lines-and-room-to-grow\/\">Iver Huitfeldt-class frigate<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/surface-navy-association\/2021\/01\/12\/heres-the-latest-on-the-us-navys-new-constellation-class-frigate\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"180\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ffgX.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s the latest on the US Navy\u2019s new Constellation-class frigate<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">As the Navy gets closer to beginning construction on the lead ship, USS Constellation, more details are coming into focus.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That ship would be a significant downgrade over the capability offered by the Type 26, said Bryan Clark, a retired U.S. Navy submarine officer and senior fellow at the Hudson Institute. He said looking at new options makes sense, given the ballooning cost of the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u201c<\/b>I think the more reasonable way forward would be to go for a ship that\u2019s got a proven design and cost associated with it,\u201d Clark said. \u201cIf you\u2019re Canada, do you need to be on the lead, the bleeding edge of technology development? Or can you go with something that is proven\u2014 modern, but proven and modern, but maybe it isn\u2019t the next generation ship?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One option would be to switch over to the FREMM, <a href=\"https:\/\/www.defensenews.com\/industry\/2017\/12\/06\/bold-move-backfires-as-canada-declines-naval-group-fincantieri-frigate-offering\/\" target=_blank>which was previously rejected from the program<\/a>. Yet, according to the Canadian cost assessment, that move would save about CA$6 billion. It would also benefit from the U.S. taking some of the learning curve out of the cost of the ship since the country already is racing ahead with a FREMM program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sticking with the Type 26 is likely to be the preferred option, but saving money on the hull still makes a lot of sense where it\u2019s possible, Clark said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m sure that within the Canadian Armed Forces, the argument is: \u2018Well, we don\u2019t buy these very often. So when we do buy a ship, we need to buy the [cutting-edge] kind &#8230; because we\u2019re going to keep it for a long time.
