{"id":57859,"date":"2020-02-06T19:17:17","date_gmt":"2020-02-06T19:17:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/02\/06\/the-pentagons-weapons-tester-has-concerns-about-the-f-35s-new-software-development-process\/"},"modified":"2026-08-08T00:18:59","modified_gmt":"2026-08-08T00:18:59","slug":"the-pentagons-weapons-tester-has-concerns-about-the-f-35s-new-software-development-process","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2020\/02\/06\/the-pentagons-weapons-tester-has-concerns-about-the-f-35s-new-software-development-process\/","title":{"rendered":"The Pentagon\u2019s weapons tester has concerns about the F-35\u2019s new software development process"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Pentagon is banking on agile software development to keep <a href=\"https:\/\/www.defensenews.com\/air\/2019\/06\/12\/the-pentagon-is-battling-the-clock-to-fix-serious-unreported-f-35-problems\/\" target=\"_blank\">the F-35 Joint Strike Fighter<\/a> capable of evolving to beat looming threats, but a new report questions the department\u2019s ability to keep on top of continual software updates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2018, the F-35 program shifted to an agile software development model, known as DevOps among coders and as <a href=\"https:\/\/www.defensenews.com\/air\/2018\/03\/08\/new-f-35-modernization-plan-could-come-with-hefty-16b-price-tag\/\" target=_blank>Continuous Capability Development and Delivery<\/a> (C2D2) within the program. The goal, according to program leaders, was to <a href=\"https:\/\/www.defensenews.com\/smr\/defense-news-conference\/2017\/09\/06\/f-35-program-office-floats-new-agile-acquisition-strategy\/\" target=_blank>push out incremental software improvements<\/a> and corrections to past deficiencies on a quicker pace rather than implementing a large update once a year or so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Robert Behler, the Pentagon\u2019s independent weapons tester, characterizes the current schedule for C2D2 as \u201chigh risk\u201d and said the program office is struggling to stay on schedule, he said in an annual report published Jan. 30 by the Operational Test and Evaluation Office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe current Continuous Capability Development and Delivery (C2D2) process has not been able to keep pace with adding new increments of capability as planned,\u201d the office\u2019s director wrote. \u201cSoftware changes, intended to introduce new capabilities or fix deficiencies, often introduced stability problems and adversely affected other functionality.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/01\/25\/pentagons-weapons-tester-slams-new-f-35-modernization-plan-as-unrealistic\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/f-35b-taking-off.jpg_71ea27.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon\u2019s weapons tester slams new F-35 modernization plan as unrealistic<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A new report raises questions about how the Pentagon could execute the next phase of the  F-35 program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Under the C2D2 construct, F-35s are set to receive software updates every six months. That leaves little time to test out the new code, often resulting in \u201csignificant\u201d bugs being discovered in the field, Behler wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To prove out new software, the program office intends to rely more on modeling and simulation tools like the Joint Simulation Environment, which emulates high-end threats. However, the DOT&amp;E report states that the Pentagon needs to adequately fund these simulation tools, and that as of the writing of the report, no significant changes to the F-35\u2019s existing laboratories or simulation environments had occurred, the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokesperson for F-35 Joint Program Office did not immediately respond to a request for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, Lockheed Martin said that the F-35 is \u201cthe most lethal, survivable and connected fighter in the world\u201d and that the company was driving down costs and improving reliability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here were the other big takeaways from the report:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>ALIS is still problematic<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The F-35\u2019s logistics system, called the Autonomic Logistics Information System, or ALIS, is used for many functions, including mission planning, ordering parts and diagnosing maintenance issues. But while ALIS is showing some improvements to its overall functionality, it\u2019s <a href=\"https:\/\/www.defensenews.com\/air\/2019\/02\/01\/bad-data-in-f-35-logistics-system-resulting-in-lost-missions\/\" target=\"_blank\">still prone to glitches and slow processing time<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/hidden-troubles-f35\/2019\/06\/12\/two-f-35-partners-threatened-to-quit-the-program-heres-why-they-didnt\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_0385B.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Two F-35 partners threatened to quit the program. Serious enough that a couple countries threatened to pull out of the program, according to U.S. Defense Department documents.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The F-35 program office intends to transition from ALIS to a cloud-native logistics system called Operational Data Integrated Network, or ODIN, over the next couple years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unlike ALIS, which was developed by Lockheed Martin, ODIN will be government-owned and co-developed by the Defense Department and Lockheed, with the first batch of ODIN hardware expected to be delivered this year, the Joint Program Office said in a Jan. 21 statement. Chris Drzazgowski\/U.S. Air Force)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cALIS remains inefficient and cumbersome to use, still requires the use of numerous workarounds, retains problems with data accuracy and integrity, and requires excessive time from support personnel,\u201d the report stated. \u201cAs a result, it does not efficiently enable sortie generation and aircraft availability as intended. Users continue to lack confidence in ALIS functionality and stability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although DOT&amp;E noted that users reported faster processing times for certain functions like pilot debriefing or extracting propulsion system data from portable memory devices, response times for other functions became slower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new software update, ALIS 3.5, was planned to be released last October, but was delayed to January 2020 due to a number of deficiencies. Once it is fielded, ALIS 3.5 might help improve assessments of the F-35\u2019s stealth coating and lower the time it takes to process data from the Production Aircraft Inspection Reporting System.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, DOT&amp;E urged the F-35 program to <a href=\"https:\/\/www.defensenews.com\/air\/2019\/06\/12\/inventory-management-failures-are-grounding-f-35-jets\/\" target=\"_blank\">do more to correct ALIS\u2019s Electronic Equipment Logbook data<\/a>, which follow spare parts through the supply chain and frequently contain errors that need to be corrected by maintainers in the field. That process remains a \u201cmajor ALIS degrader, frequent source of user complaints, and a major ALIS administrator burden,\u201d the report found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Things are looking hopeful for the Joint Simulation Environment<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, the Defense Department announced it <a href=\"https:\/\/www.defensenews.com\/air\/2019\/10\/18\/the-f-35-may-hit-full-rate-production-more-than-a-year-late\/\" target=_blank>was delaying the full-rate production decision <\/a>for the F-35, which was slated to occur in December and now won\u2019t occur until January 2021. Although Lockheed is already manufacturing F-35s at what is considered \u201cfull rate,\u201d as it delivered 134 jets in 2019, the department\u2019s formal signoff on the full-rate production is an important, symbolic signifier that the program has <a href=\"https:\/\/www.defensenews.com\/2018\/12\/07\/after-a-couple-months-delay-the-f-35-moves-into-operational-tests\/\" target=_blank>made it past operational testing <\/a>and is now mature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem is that operational tests won\u2019t be complete until the F-35 is put through its paces in the Joint Simulation Environment, which allows the Pentagon to conduct simulated evaluations of the F-35 in a range of high-threat scenarios. And the JSE won\u2019t be ready until July 2020, according to DOT&amp;E.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the F-35 program office looks like it is on track to meet that timeline. Behler wrote that the \u201cJSE team was consistently meeting most planned timelines and appeared to be on a path to provide\u201d a simulator for operational tests this summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The team made \u201cslow progress\u201d in 2019, with integrating F-35 in-a-box software \u2014 a simulated representation of the F-35 air vehicle and its aerodynamic performance \u2014 but that progress improved as the year went on, and the work is likely to meet requirements, DOT&amp;E stated. The report also pointed to progress on correcting JSE problems concerning weapons, sensor functions and overall JSE stability.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Defense News breaks
