Casey Moton, program executive officer for unmanned and small combatants. \u201cAnd I think there is a lot of value in us having the discussion about moving towards a more robust domestic source of supply; We have to get to a place where we have a domestic supply that\u2019s robust enough to support competition, so we are not locked into sole-source in some of those areas. That\u2019s got to be a factor.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His argument is that if \u201cbuy American\u201d means you have to buy from only one supplier because there is only one supplier who makes the part you are looking for, that company can inflate prices because it has no competition. That then, in turn, drives up the total cost of the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moton went on to argue that with the Navy facing down peer competitors such as Russia and China, the Navy needs to be flexible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe point is that we have to have a measured discussion,\u201d he said. \u201cIt has to happen in such a way so that we arrive to where we want to go as Navy and as a country without impacting our ability to get a new capability out there that the Navy needs, particularly in an era of great power competition.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy released its final request for proposal to industry June 20, with at least four competitors: Fincantieri, General Dynamics Bath Iron Works with a Navantia design, Huntington Ingalls Industries and Austal USA.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/breaking-news\/2018\/02\/16\/navy-awards-design-contracts-for-for-future-frigate\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/FFGX-1.jpg-1.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy awards design contracts for future frigate<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy has awarded $15 million contracts to four companies for conceptual designs for the FFG(X) program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b> \u2018Dumb\u2019<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an information paper to Congress on the measure, which originated in the House Appropriations Committee, the Navy argued that if enacted, it would drive up costs and add critical delays into the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe FFG(X) program is nearing completion of conceptual [design phase], the primary purpose of which is to stabilize requirements and mature the designs in advance of the competition for [detailed design and construction],\u201d the Navy information paper said. \u201cThe proposed language would delay the primes\u2019 readiness to respond to a DD&amp;C request for proposal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several of the components that would be covered in the bill, such as auxiliary propulsion units, are not available in the United States and would require redesigns to fit American-made parts, the paper noted. Furthermore, it would put systems in the fleet that are not common with systems that are already in service on other ships, reducing commonality and driving up the cost of spare parts and training for unique systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Achieving commonality with systems already in the fleet was one of the key goals spelled out by the Navy at the outset of the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The delays would undercut Navy efforts, pushed on by pressure from lawmakers, to cut down the time it takes to develop and acquire major systems, said Thomas Callender, a retired submarine officer and analyst with the Heritage Foundation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress will tell you: \u2018We want you to go faster and cut costs.\u2019 Then they\u2019ll turn around and add requirements that slow the program down and increases costs,\u201d Callender said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2017\/07\/28\/experts-question-the-navys-ideas-for-a-new-frigate\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Coronado.JPG_b6d80e.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Experts question the US Navy\u2019s ideas for a new frigate<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Analysts question whether the Navy actually knows what it wants from its littoral combat ship replacement.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Democrats\u2019 appropriations bill will not pass in its current form because of policy riders that will be non-starters for Republicans, but it\u2019s unclear whether this particular policy rider will survive the final cut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bryan McGrath, a retired destroyer skipper and the deputy director at Center for American Seapower at the Hudson Institute, said Congress is stepping in too late in the process and the program is already too far along for this kind of meddling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think it\u2019s unwise, meddlesome and I would like to see the adults on Capitol Hill \u2026 assert themselves,\u201d McGrath said. \u201cThey just put a [request for proposal] out. We\u2019ve been at this for a year and a half with design contracts. This train hasn\u2019t just left the station, it\u2019s already almost at the halfway point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI believe the Congress has the power and authority to do this. I think it would be dumb to do this.
