{"id":58398,"date":"2018-08-25T02:10:54","date_gmt":"2018-08-25T02:10:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/08\/25\/with-294-million-in-contracts-the-us-navy-keeps-its-promise-to-upgrade-cruisers\/"},"modified":"2026-08-08T00:24:28","modified_gmt":"2026-08-08T00:24:28","slug":"with-294-million-in-contracts-the-us-navy-keeps-its-promise-to-upgrade-cruisers","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2018\/08\/25\/with-294-million-in-contracts-the-us-navy-keeps-its-promise-to-upgrade-cruisers\/","title":{"rendered":"With $294 million in contracts, the US Navy keeps its promise to upgrade cruisers"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Navy is putting its money where its mouth is when it comes to modernizing <a href=\"https:\/\/www.defensenews.com\/naval\/2017\/10\/16\/influential-congressman-calls-on-navy-to-extend-lives-of-oldest-cruisers\/\" target=_blank>its cruisers<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">General Dynamics NASSCO in San Diego, California, and Virginia-based BAE Systems Norfolk have both received roughly $147 million contracts to modernize<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/surface-navy-association\/2018\/01\/09\/surface-warfare-director-cruiser-replacement-wont-be-a-cruiser\/\" target=_blank> the cruisers<\/a> Cowpens and Gettysburg, which have been in layup since the fall of 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contracts appear to fulfill a promise made to Congress three years ago that they would not move to decommission the aging warships, which serve in the fleet as the primary air defense platforms for protecting the aircraft carriers, something lawmakers were skeptical of when the Navy first advanced its cruiser modernization plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contracts, aimed at the maintenance, modernization and repair of the hulls, come as the ships enter their last year in the program known as the \u201c2-4-6 plan,\u201d which allowed the Navy to lay up two cruisers a year, for no more than four years and allow no more than six of the ships to undergo modernization at any one time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Cowpens and Gettysburg were put into phased modernization in 2015, meaning they\u2019ll need to come out in 2019.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/surface-navy-association\/2018\/01\/04\/aboard-the-cruiser-mobile-bay-why-its-captain-would-rather-be-on-this-ship-than-a-new-destroyer\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"197\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Mobile-Bay.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Onboard USS Mobile Bay: Why the aging cruiser may be worth saving<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Defense News embarked on the ship, facing decommissioning, officers and sailors agreed: USS Mobile Bay has plenty of life left in the tank.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s cruiser modernization efforts will likely continue in 2019. The cruisers Vicksburg and Chosin were inducted into phased modernization in 2016, meaning they will be within their year window next year. Furthermore, the Navy asked for funding for six cruiser service-life extensions in 2019, according to <a href=\"http:\/\/www.secnav.navy.mil\/fmc\/fmb\/Documents\/19pres\/LONGRANGE_SHIP_PLAN.pdf\" target=_blank>its most recent <\/a>30-year <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2018\/02\/13\/us-navy-to-add-46-ships-in-five-years-but-355-ships-is-well-over-the-horizon\/\" target=_blank>shipbuilding plan<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier in the decade the Navy was looking to cut costs by decommissioning early some of the cruisers that had not reached their expected hull life, a move that angered some in Congress including then-Chairman of the House Armed Services Committee\u2019s Seapower and Projection Forces Subcommittee Rep. Randy Forbes, as well as the subcommittee\u2019s current chairman, <a href=\"https:\/\/www.defensenews.com\/naval\/2017\/09\/06\/fixing-a-navy-in-crisis-a-conversation-with-house-seapower-chairman-us-rep-rob-wittman\/\" target=\"_blank\">Rep. Rob Wittman<\/a>, both Republicans from Virginia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the Trump administration has taken office, however, talk of decommissioning older combatants has transformed into a discussion about keeping them around as long as possible to reach a 355-ship fleet, now required by law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the cruisers, the Navy is also putting a plan together to extend the lives of all the Arleigh Burke-class destroyers to 45 years, as a means of driving up the ship count, the Navy\u2019s top requirements officer, Vice Adm. If they don\u2019t have the money to do that right now, then the only choice they have is to keep the older ships. But you end up spending more money in the long run because you don\u2019t have the money for new ships in the short term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is something the Navy is really going to have to wrestle with, especially as they are talking about keeping the destroyers around for 45 years.
