{"id":58417,"date":"2019-02-01T01:57:08","date_gmt":"2019-02-01T01:57:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/02\/01\/bad-data-in-f-35-logistics-system-resulting-in-lost-missions\/"},"modified":"2026-08-08T00:20:09","modified_gmt":"2026-08-08T00:20:09","slug":"bad-data-in-f-35-logistics-system-resulting-in-lost-missions","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2019\/02\/01\/bad-data-in-f-35-logistics-system-resulting-in-lost-missions\/","title":{"rendered":"Bad data in F-35 logistics system resulting in lost missions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Even after years of updates and improvements, the F-35\u2019s logistics system continues to be beset by data gaps and bugs that make it more difficult for maintainers to<a href=\"https:\/\/www.marinecorpstimes.com\/news\/2018\/10\/25\/some-f-35s-grounded-again-for-new-round-of-inspections\/\" target=_blank> keep the joint strike fighter mission-ready<\/a>, stated the <a href=\"https:\/\/www.defensenews.com\/2018\/12\/07\/after-a-couple-months-delay-the-f-35-moves-into-operational-tests\/\" target=_blank>Pentagon\u2019s chief weapons tester<\/a> in a new report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Lockheed Martin-made Autonomic Logistics Information System or ALIS was \u201cdesigned to bring efficiency to maintenance and flight operations, but it does not yet perform as intended,\u201d wrote Robert Behler, director of operational test and evaluation, in his annual report released Thursday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/10\/09\/mattis-orders-fighter-jet-readiness-to-jump-to-80-percent-in-one-year\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Amari-Air-Base.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Mattis orders fighter jet readiness to jump to 80 percent \u2014 in one year<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The order, handed down by Defense Secretary Jim Mattis, is a lofty one, considering the current readiness rates of America\u2019s fighter fleets.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In effect, these problems cause the military to ground aircraft that are erroneously described as <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2018\/11\/20\/how-industry-government-can-partner-to-meet-the-pentagons-fighter-readiness-goal\/\" target=_blank>not mission capable<\/a>, slow down a squadron\u2019s ability to start flying after being deployed, and create a bigger workload for maintainers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DOT&amp;E stated that most ALIS-related deficiencies fall under three categories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first is a high number of workarounds needed to use the ALIS system to do mission planning, repairs and supply chain management for the F-35. Functions that should be automatic often require manual input by the maintainer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secondly, the data provided by ALIS is often incomplete or flat-out incorrect. The reasons for this are varied \u2014contractors do not rely on the system for their own use, and thus do not always input information correctly or in a standardized way. Even the system\u2019s own manufacturer, Lockheed Martin, did not start using ALIS on the F-35\u2032s production floor to track new aircraft until March 2018, the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The end result is a poor user experience. Fixing more complicated datasets, such as the technical information that follows a complex piece of machinery like the F-35\u2019s ejection seat, eats up a lot of time. But more importantly, these problems result in missed sorties, with the Air Force naming this problem one of its top five drivers of non-mission capable rates.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2019\/01\/29\/lockheed-ceo-boeings-f-15x-wont-disrupt-f-35-program\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5056249.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lockheed CEO: Boeing\u2019s F-15X won\u2019t disrupt F-35 program<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lockheed&#039;s top exec is confident the Air Force&#039;s procurement of another fighter won&#039;t hurt the F-35 buy rate.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">And during deployments on ships or in austere locations, this complexity makes it difficult to set up ALIS and begin flying.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOften, the timeframe to start flight operation is longer than that with legacy aircraft,\u201d the report notes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This plays into a third problem: a lack of confidence in ALIS that leads those who work with the system to develop other ways of managing data that ALIS was developed to track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Troubles with the ALIS system have been documented extensively by DOT&amp;E and other sources in previous years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a May 2018 visit to Marine Corps Air Station Beaufort, S.C., which has some of the lowest mission capable rates across the F-35 enterprise, one maintainer told Defense News that ALIS sometimes reports that certain F-35 parts will take several years to arrive. Then, it\u2019s up to maintainers to make the phone calls needed to see whether that can be expedited.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/06\/01\/some-of-the-oldest-f-35s-on-the-globe-are-forced-to-sit-and-wait-for-upgrades\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/F-35-VMFAT-501-Flag-Bird-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Marine Corps F-35s dogged by parts shortages<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">It can take months for Marines to get the spare parts needed to repair the F-35B. But what is anyone doing about it?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">DOT&amp;E notes that the program office has been making progress on fixing certain shortfalls. However, other issues are not being addressed in a timely manner and typically take an \u201cexcessive\u201d period of time to resolve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report points out that ALIS\u2019 Squadron Health Management application and Customer Maintenance Management System application will sometimes show conflicting information as to whether an aircraft is mission capable. This problem has been known since 2012, but persists despite multiple new software patches being developed since then.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, Lockheed Martin said it is making investments to ALIS that will \u201cenhance data integrity, improve user experience and interface, integrate robotic process automation, lower maintenance labor and dramatically improve speed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For future version of ALIS, the program office wants to move toward fielding smaller increments of software more often and more rapidly \u2014 a decision that DOT&amp;E believes is a step in the right direction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the office believes that the program doesn\u2019t test the system in a way that mimics how users operate in on a day-to-day basis, and criticizes ALIS testing as not being standard across the different labs that evaluate it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA single ALIS test venue would increase test efficiency and support more timely fielding of ALIS software to operational unit,\u201d the report says. \u201cThe current, non-operationally representative method of testing ALIS releases leads to delays in finding and fixing deficiencies, often after the new software is fielded.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aside from ALIS\u2019 many problems, the report highlighted a number of concerns about the F-35 program:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><b>Durability testing shows that early versions of the Marine Corps\u2019 F-35B short takeoff and vertical landing jet may last as little as 2,100 flight hours \u2014 about a quarter of the expected service life of 8,000 hours.<\/b> This means that certain B models could end up being retired as early as 2026\u2014only about a decade after the jet was declared initially operational. This issue, first reported by <a href=\"https:\/\/about.bgov.com\/blog\/stagnant-f-35-reliability-means-fewer-available-jets-pentagon\/\" target=_blank>Bloomberg<\/a>, was also <a href=\"http:\/\/www.thedrive.com\/the-war-zone\/26269\/usmcs-older-f-35bs-may-only-be-able-to-fly-around-a-quarter-of-their-expected-service-life\" target=_blank>detailed at length<\/a> by The War Zone. In its statement, Lockheed said it remains confident that the F-35B will meet its 8,000 hour service life requirement by having early models undergo \u201cplanned modifications and fleet management.\u201d It added: \u201cAircraft delivering today &nbsp;incorporate these design changes in the build process to ensure they\u2019ll &nbsp;meet 8,000 hours or more.\u201d<\/li><li><b>DOT&amp;E considers the accuracy of the F-35A\u2019s internal gun to be unacceptable and not in line with contract specifications<\/b>. While software upgrades have enhanced the stability of the gun, no hardware or software changes have been implemented that would improve the accuracy of the gun. Furthermore, department investigations have found that guns are misaligned in various ways, so that the true alignment of the gun cannot be assumed.<\/li><li><b>Although the program validated that it can create mission data files, which act as the jet\u2019s threat library, DOT&amp;E believes it \u201clacks adequate equipment\u201d to create new data files rapidly \u201cunder stressing conditions,\u201d which could hinder its ability to respond to adversaries during a war.<\/b><\/li><li><b>DOT&amp;E also continues to be concerned about the F-35\u2019s modernization program, which is using an agile software development plane called Continuous Capability Development and Delivery or C2D2.<\/b> The testing office believes the JPO\u2019s plan to refresh the aircraft\u2019s software every six months is a \u201chigh risk\u201d strategy, and says that the program office should ensure that as much testing as possible is done in a laboratory setting rather than via flight tests.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Ever wonder what&#8217;s driving down the F-35&#8217;s mission capable rates?
