And usually these thoughts are pretty focused on big, obvious threats \u2014 things like bombs. But with the world seemingly imploding, a global pandemic spreading, <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/06\/02\/lawmakers-want-must-pass-defense-bill-to-protect-protestors-from-the-military\/\" target=_blank>nationwide protests<\/a> against police brutality erupting and world economies tanking, it\u2019s clearer than ever that we\u2019ve been preparing for the wrong crisis. You could say we were preparing for World War III, when we got hammered by <a href=\"https:\/\/www.defensenews.com\/coronavirus\/\" target=_blank>World War C<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Staying safe means recognizing what threats we\u2019re facing \u2014 the ones we\u2019re expecting and the ones that might catch us off guard. But we didn\u2019t do that. Instead we invested hundreds of billions of dollars in weapons and wars while the coronavirus slipped silently and invisibly across our borders, into our homes and even onto our military aircraft carriers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The greatest threats of the past decade have come in the form of a deadly virus, climate-related natural disasters, economic meltdowns, and attacks on free and fair elections. So why are expensive weapons systems and massive military installations still a foregone conclusion?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">America spends <a href=\"https:\/\/www.whitehouse.gov\/omb\/historical-tables\/\" target=_blank>over $700 billion<\/a> a year on our national defense. That\u2019s about a sixth of our overall budget and more than health care, education and all the rest of our discretionary spending combined. And the money is solid, meaning that most of the time, it\u2019s not subject to normal swings in the economy. Things are bad? We can\u2019t let the military feel the pain. Things are good? The military has to prepare for the next big threat. Bad or good, it\u2019s always a great time to invest. You can\u2019t put a price tag on security, they say. And they don\u2019t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Watson Institute\u2019s Costs of War Project, America\u2019s war on terror \u2014 which now spans <a href=\"https:\/\/watson.brown.edu\/costsofwar\/files\/cow\/imce\/papers\/2019\/US%20Counterterror%20War%20Locations%2C%202017-18%2C%20with%20Smithsonian%20and%20CoW%20attributions.pdf\" target=_blank>more than 80 countries<\/a> \u2014 has cost taxpayers <a href=\"https:\/\/watson.brown.edu\/costsofwar\/figures\/2019\/budgetary-costs-post-911-wars-through-fy2020-64-trillion\" target=_blank>over $6 trillion<\/a> since 2001, with no signs of slowing down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And in its latest budget proposal, the Trump administration proposed spending $20 billion more on military programs than on all other federal programs combined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conversely, in 2018, the Trump administration cut the Centers for Disease Control and Prevention\u2019s budget by 80 percent, forcing it to scale back its efforts to prevent epidemics in 39 of 49 countries, including China. These and other major cuts to global health spending left the U.S. <a href=\"https:\/\/inkstickmedia.com\/budget-cuts-have-made-the-us-less-ready-for-coronavirus\/\" target=_blank>unprepared<\/a> for the crisis we\u2019re facing now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As vital American businesses \u2014 from my son\u2019s preschool to our friends\u2019 farm \u2014 struggle to survive, the defense industry has unsurprisingly had no such problem. In late April, for example, some contractors received a windfall of business when the State Department approved over $2 billion in weapons sales to repressive regimes like India, Morocco and the Philippines, with more supposedly on the way. The defense industry is doing so well in fact that it is showing up on investment lists as <a href=\"https:\/\/www.nytimes.com\/2020\/04\/15\/business\/how-invest-military-industrial-complex.html\" target=_blank>an example<\/a> of one of the best places to \u201chedge in hard times.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite their already deep financial pockets, Congress decided to <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/06\/02\/688m-in-covid-aid-helping-defense-firms-per-dod-plan\/\" target=\"_blank\">give these huge contractors<\/a> billions of dollars in coronavirus relief funds. This comes as a bit of a surprise when you consider that the Pentagon just recently diverted $13.3 billion in unused funds for the construction of the president\u2019s border wall. And the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/11\/15\/heres-what-the-pentagons-first-ever-audit-found\/\" target=\"_blank\">first-ever audit<\/a> of the Department of Defense revealed that it failed to spend almost $28 billion from 2013-2018, all the while asking for more funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unfortunately, experts believe this money, which is supposed to be used to help keep workers safe and employed, will instead only help make the companies\u2019 executives richer. We\u2019re already seeing this play out. Deemed \u201cessential workers\u201d due to the pending arms sales, workers in these manufacturing plants recently went on strike after they were forced to go to work even as a number of their colleagues tested positive for coronavirus.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/commentary\/2020\/05\/26\/will-defense-budgets-remain-sticky-after-the-covid-19-pandemic\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18040743520349.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will defense budgets remain \u2018sticky\u2019 after the COVID-19 pandemic?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Congress\u2019 unprecedented fiscal response to COVID-19 has many in the defense community wondering whether belt tightening will hit the Pentagon.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Flush with additional resources from a growing military budget, and as other departments\u2019 budgets have been cut, the Pentagon has also become deeply embedded in domestic affairs. Last year, Defense Secretary Mark Esper went so far as to <a href=\"https:\/\/www.fifthdomain.com\/cyber\/2019\/09\/19\/esper-proclaims-election-security-an-enduring-mission-for-pentagon\/\" target=\"_blank\">proclaim<\/a> election security a core part of the Pentagon\u2019s mission, despite the hesitance of <a href=\"https:\/\/www.fifthdomain.com\/congress\/capitol-hill\/2017\/10\/19\/dod-says-it-shouldnt-protect-homeland-from-cyberthreats-mccain-disagrees\/\" target=\"_blank\">past officials<\/a> to allow such forms of military creep. The <a href=\"https:\/\/www.militarytimes.com\/opinion\/commentary\/2020\/06\/08\/an-apolitical-military-is-essential-to-maintaining-balance-among-american-institutions\/\" target=\"_blank\">separation of the civilian and the military<\/a> is one of the hallmarks of our democracy. The breakdown of these norms isn\u2019t good for our country, and it isn\u2019t good for the Pentagon, which has already sounded the alarm on what the military can \u2014 and cannot \u2014 do to deal with the pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What\u2019s more, the migration of funds to the Pentagon saps other agencies of vital and limited resources. By many accounts, it also makes us worse at winning wars, as the Pentagon foregoes more focused and essential strategic planning in favor of a do-it-all, buy-it-all reality. Consider that some <a href=\"https:\/\/www.nytimes.com\/2012\/12\/10\/us\/homeless-rates-steady-despite-recession-hud-says.html?_r=1&#038;eType=EmailBlastContent&#038;eId=59f178ca-2774-419d-b6b0-fa81020cd19b\" target=_blank>estimates<\/a> put the annual cost of eradicating homelessness in the United States at about $20 billion, and the cost of <a href=\"https:\/\/www.hungerfreeamerica.org\/sites\/default\/files\/atoms\/files\/HungerFreeAmerica-AnnualReport2016-102517-WEB%20(002).pdf?eType=EmailBlastContent&#038;eId=59f178ca-2774-419d-b6b0-fa81020cd19b\" target=_blank>eradicating hunger<\/a> in America at about $26 billion. And consider, in the midst of an outbreak, that we could buy 2,200 ventilators for the price of one F-35.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It doesn\u2019t have to be this way. While some may see the Pentagon budget as a sacred cow, it\u2019s not.
