In the fiscal 2019 budget request, the Air Force will be asking for more wings needed to sustain the life of the beloved A-10 Thunderbolt II, but how many squadrons the service will retain long term is still up in the air, the head of Air Combat Command said Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force confirmed last year that it could have to retire as many as <a href=\"https:\/\/www.defensenews.com\/air\/2017\/06\/09\/air-force-to-cut-three-a-10-squadrons-unless-funding-for-new-wings-emerges\/\" title=\"\" class=\"\" target=\"_blank\">three of its nine A-10 squadrons<\/a> unless Congress funded new wings for about 109 aircraft. Although a 2018 spending bill has not been passed, the defense committees have been supportive of a <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2017\/06\/27\/house-lawmakers-authorize-103m-for-a-10-wings-to-save-3-squadrons-from-retiring\" title=\"\" class=\"\" target=\"_blank\">$103 million unfunded requirement<\/a> to start a new A-10 wing line and purchase four wingsets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service will request even more money in the fiscal 2019 budget to continue the rewinging effort, Gen. Mike Holmes, head of Air Combat Command, said at the Brookings Institution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the \u201919 program that we\u2019re working, we also buy more wings, and so we move forward to address the wings of the A-10,\u201d he said. \u201cAs far as exactly how many of the 280 or so A-10s that we have that we&#8217;ll maintain forever, I\u2019m not sure. That will depend on a Department of Defense decision and our work with Congress, but we plan to <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2017\/05\/23\/stayin-alive-no-retirement-in-sight-for-the-a-10-and-u-2\/\" title=\"\" class=\"\" target=\"_blank\">maintain the A-10 into the 2030s<\/a> at least.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Warthog is well-loved by troops on the ground for its ability to fly close to the battlefield and deliver tank-piercing rounds from its Gatling gun. It\u2019s had a more tumultuous relationship with Air Force leadership, who have in the past attempted to retire the aircraft to save money, in turn garnering the ire of A-10 proponents in Congress.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/breaking-news\/2017\/09\/20\/air-force-could-ground-some-a-10s-as-early-as-2019-as-life-of-wings-run-out\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"179\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3770027.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force could ground A-10s as early as FY18 as life of wings runs out<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Even if Congress funds the additional wing sets, the Air Force will not be able to hold a competition, award a contract and modify its A-10s with new wings before the service life of the old wings runs out, said Gen. Ellen Pawlikowski, commander of Air Force Materiel Command.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Air Force Chief of Staff Gen. Dave Goldfein and Secretary Heather Wilson have repeatedly expressed their intention to keep the Warthogs, with Wilson even calling herself a \u201cfan\u201d of the ground attack plane. But money remains an issue. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service operates 281 A-10s, 172 of which are under contract to get new wings from Boeing. However, Holmes said the service will have to compete future contracts, as wing production has become prohibitively expensive for the company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe previous contract that we had was with Boeing, and it kind of came to the end of its life for cost and for other reasons,\u201d he explained. \u201cIt was a contract that was no longer really cost-effective for Boeing to produce wings under, and there were options there that we weren\u2019t sure that we were going to go [do], so now we\u2019re working through the process of getting another contract.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last September, Gen. Ellen Pawlikowski, who leads Air Force Materiel Command, told Defense News that Boeing was having difficulties producing and delivering wing sets on time. The problem, Boeing said then, was a delay in a supplier-provided composite part. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Pawlikowski warned that unless the issue was solved, the Air Force could be forced to ground A-10s as early as fiscal 2018, with at least 55 aircraft grounded by fiscal 2025. To keep its Warthogs flying, the service was considering cannibalizing wings from A-10s in the boneyard at Davis-Monthan Air Force Base, Arizona.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boeing still has yet to deliver 14 wingsets, which are slated to be accepted by the Air Force this year, said Capt. Emily Grabowski, a spokeswoman for the service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokeswoman for Boeing said the company will continue to compete for future A-10 win replacement opportunities. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBoeing won the A-10 wing replacement program competitively and has delivered wings according to the firm fixed price contract. While the ordering periods on that contract are expired, Boeing would welcome a follow-on effort for additional A-10 wings,\u201d Cassaundra Bantly said in an emailed statement to Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBoeing has more than 10 years of experience manufacturing and delivering A-10 wings, with deliveries continuing today. Boeing stands ready with a demonstrated understanding of the technical data package, tooling, supply chain, and manufacturing techniques to offer the lowest risk option and quickest timeline for additional wings for the A-10 Warthog.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even if money for new wings materializes, the Air Force has limited capacity and won\u2019t be able to keep A-10s around forever, especially as it ramps up its F-35 buy rate and develops more F-35 squadrons, Holmes said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service in December selected Truax Field Air National Guard Base, Wisconsin, and Dannelly Field, Alabama, as its next preferred locations for basing F-35As. Once it begins moving old F-16s to A-10 bases, \u201cyou\u2019ll know that we\u2019re talking about retiring A-10s,\u201d Holmes said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> \u201cWe live in a world with limited budgets, so how many fighter squadrons can we afford to maintain? How many will I have the O&amp;M to operate and how many does the nation need?\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not a decision that we have to make right away, so we\u2019ll continue to plan and work back and forth. And it will depend on what we have, what we need and what\u2019s useful on the battlefield year to year.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Edited Jan. 25, 2018 at 5:35 EST to add
