Here\u2019s how industry could help."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Last month, Defense Secretary Jim Mattis issued a mandate to the U.S. military: <a href=\"https:\/\/www.defensenews.com\/news\/your-air-force\/2018\/03\/05\/fewer-planes-are-ready-to-fly-air-force-mission-capable-rates-decline-amid-pilot-crisis\/\" target=_blank>get the mission capable rates <\/a>of the F-35, F-22, F-16 and F\/A-18 <a href=\"https:\/\/www.defensenews.com\/air\/2018\/10\/09\/mattis-orders-fighter-jet-readiness-to-jump-to-80-percent-in-one-year\/\" target=_blank>up to 80 percent<\/a>. For the defense firms that make those planes, that could mean a chance to rake in more cash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During interviews this month, officials from Boeing and Lockheed Martin told Defense News they were excited by Mattis\u2019 order to improve readiness, seeing it as an opportunity for increased government buy-in for reliability improvements and investments in data analytics and spare parts.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/10\/11\/to-up-fighter-readiness-levels-pentagon-looks-to-retire-older-planes-and-fix-supply-chains\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Resize2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">To up fighter readiness levels, Pentagon looks to retire older planes and fix supply chains<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Fleets are going to have to get smaller to get healthier, it appears.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cI had a pretty long time supporting weapon systems from the flight line perspective before coming to Lockheed Martin,\u201d said Bruce Litchfield, vice president of sustainment for Lockheed Martin Aeronautics and a former commander of the Air Force Sustainment Center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUsually in Washington the focus is on new platforms and acquisitions and things like that,\u201d he added. \u201cTo have a focus like this coming from somebody like Secretary Mattis to help and support and sustain our war-fighting capabilities at the flight line level \u2026 that\u2019s pretty exciting.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dan Gillian, Boeing\u2019s F\/A-18 program manager, said the mandate puts \u201ca capstone\u201d on the Navy\u2019s existing efforts to drive up readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mattis\u2019 Sept. 17 memo gives the Navy, Marine Corps and Air Force until the end of fiscal 2019 to hit the 80 percent target \u2014 an ambitious prospect given current mission-capable rates, which in FY17 ranged from about 70 percent for the F-16 to <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/10\/29\/politicos-are-pushing-to-rebuild-tyndall-but-maybe-it-shouldnt-be-rebuilt\/\" target=\"_blank\">49 percent for the F-22<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force is the first service to hint at how it will boost those numbers. Earlier this month, Air Force Secretary Heather Wilson laid out details of the service\u2019s plan, which includes increases to maintenance staffing and investments to improve supply availability.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/airlift-tanker-annual\/2018\/10\/26\/air-force-secretary-details-plans-to-increase-fighter-readiness\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"167\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18254671137342-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force secretary details plans to increase fighter readiness<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Air Force has submitted a plan to improve the mission-capable rates of F-22, F-35 and F-16 squadrons, which currently is below the 80 percent readiness level ordered by Secretary of Defense Jim Mattis.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThat will mean shifting some money around in our budget, but we\u2019ve put a plan together to do that,\u201d she said in an Oct. 25 interview with Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service will also make some major changes to the way Air National Guard units approach maintenance, installing a second maintenance shift and giving young active-duty pilots flying hours on Guard jets. That would increase the amount of time those aircraft could be flown over a given period, as active-duty pilots can clock a greater number of flight hours than Guard pilots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a way of seasoning them and getting them a lot of flying time and a lot of senior mentoring very quickly,&#8221; Wilson explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Wilson\u2019s comments centered predominantly on what the Air Force can internally do to augment readiness, the aforementioned changes to the supply chains of the F-22, F-35 and F-16 will require support from industry \u2014 in this case, Lockheed Martin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Litchfield said Lockheed is engaged in preliminary discussions with the Air Force on what\u2019s \u201cin the art of the possible\u201d to improve sustainment practices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the F-35, F-22 and F-16 are very different aircraft with different maintenance challenges \u2014 from the low-observable coatings of the F-22 and F-35, to the age of the F-16 airframe, to ongoing issues with the F-35 logistics system \u2014 Lockheed believes all would benefit from moving to a conditions-based maintenance model that uses algorithms to analyze data and predict when parts are likely to break.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can start looking at data feeds from the jet,\u201d he said. \u201cWe can start looking at probabilistic modeling of when things fail and inspections that are due and when preventative maintenance happens, and then bundle those so they have the least amount of downtime on the aircraft.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force is exploring how it uses data analytics for maintenance, having recently moved the C-5 and B-1 to a conditions-based maintenance approach, with <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/airlift-tanker-annual\/2018\/10\/27\/kc-135s-and-c-130js-are-the-next-aircraft-to-enter-the-air-forces-data-driven-maintenance-program\/\" target=_blank>plans for the C-130 and KC-135 to follow<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/air-force-association\/2018\/09\/25\/air-force-looks-to-data-analytics-to-help-solve-b-1-c-5-maintenance-challenges\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4738128.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Air Force turns to data analytics to solve B-1, C-5 maintenance challenges<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Both aircraft have been associated with embarrassing mishaps over the past year. Will data help?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But for Lockheed, that data can also help it more proactively evaluate what and where spare parts might be needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re really trading volume in the supply chain for velocity in the system,\u201d Litchfield said. \u201cSo knowing when something is going to break, or knowing when an inspection is due, or knowing when a part replacement is, you forward-deploy the parts and have them in the right place. That is, again, where artificial intelligence and advanced analytics come into play.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Litchfield said that approach is helping Lockheed dig out from supply issues that have hounded the F-35 program, the services\u2019 newest fighter jet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Defense News has reported, <a href=\"https:\/\/www.defensenews.com\/air\/2018\/06\/01\/some-of-the-oldest-f-35s-on-the-globe-are-forced-to-sit-and-wait-for-upgrades\/\" target=_blank>F-35 maintainers in the field have complained about long wait times<\/a> for spare parts that can amount to years. John Richardson visited Boeing\u2019s Super Hornet plant in St. Louis, Missouri, to get an update on the company\u2019s efforts to augment readiness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Company officials briefed Richardson on upcoming production of <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/navy-league\/2018\/04\/09\/how-stealthy-is-boeings-new-super-hornet\/\" target=\"_blank\">Block 3 Super Hornets<\/a>, a service life modernization program that will <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/navy-league\/2018\/04\/04\/boeing-super-hornet-program-gets-second-life-through-future-sales-and-upgrades\/\" target=\"_blank\">upgrade and extend the life of existing Super Hornets<\/a>, and new measures meant to improve F\/A-18 sustainment \u2014 all of which will help the Navy increase its mission-capable rates, said Boeing\u2019s Gillian.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Will it be enough? It\u2019s a start, Gillian said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom Boeing\u2019s perspective, these levers that we\u2019re pulling and the way we\u2019re doing business differently are the way to attack this problem,\u201d he said. \u201cIt\u2019s not yet known if they are going to get us to 80 percent or not. We know the old way of business was not [working]. \u2026 We\u2019re moving fast. The company increased the number of field service representatives embedded with the Navy this summer, with plans to keep adding representatives through the end of the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boeing also has added engineers who will work with the Navy to isolate components and subsystems in need of reliability improvements, but the effort is still in its \u201cinfancy stages\u201d and will require a comprehensive look at the service\u2019s sustainment data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gillian acknowledged that when the future of the Super Hornet line was in doubt, \u201cmaybe we didn\u2019t do as good of a job on the reliability improvements as we should have done.\u201d But, he added, there is a \u201crenewed focus and energy there for how can we attack troubled parts, troubled systems to make them more reliable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve seen some quick wins, I think,\u201d he said. But with so many moving parts and so many changes to the program, it will take time to fully optimize it, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn a few cases, we\u2019ve identified some capacity constraints.
