{"id":59414,"date":"2017-10-24T15:08:55","date_gmt":"2017-10-24T15:08:55","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2017\/10\/24\/armys-future-vertical-lift-you-cannot-use-a-cookie-cutter-acquisition-process\/"},"modified":"2026-08-08T00:25:29","modified_gmt":"2026-08-08T00:25:29","slug":"armys-future-vertical-lift-you-cannot-use-a-cookie-cutter-acquisition-process","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2017\/10\/24\/armys-future-vertical-lift-you-cannot-use-a-cookie-cutter-acquisition-process\/","title":{"rendered":"Army\u2019s Future Vertical Lift: \u2018You cannot use a cookie-cutter acquisition process\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 With Bell Helicopters\u2019 V-280 Valor and Sikorsky-Boeing\u2019s SB-1 Defiant nearly ready for prime time, the Army\u2019s Advanced Vertical Takeoff and Landing effort could see flying demonstrations of a vertical lift helicopter as early as next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while progress has been steady, thoughtful management and changes around the acquisitions process could make it go even faster, Army representatives and an executive from Bell Helicopter said in a roundtable that was hosted by Defense News at the Association of the U.S. Army annual convention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roundtable participants together painted an optimistic picture of the state of vertical lift.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe beauty is that we are very close to being right where we expected to be when we started this five-plus years ago,\u201d said Vince Tobin, executive vice president for military business with Bell Helicopter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bell was the underwriter of the roundtable.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/aaaa\/2017\/04\/19\/defiant-delayed-joint-multi-role-demonstrator-wont-fly-in-2017\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"196\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/fvl-defiant-boeing-sikorsky.jpg_d1e53c.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Defiant delayed: Joint Multi Role demonstrator won\u2019t fly in 2017<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army has been planning for two vertical lift aircraft to begin flight demonstrations in the fall of 2017 critical to the process of informing and shaping the design of a Future Vertical Lift helicopter fleet expected to come online in the 2030s. But one of the demonstrators \u2013 the Sikorsky-Boeing-made SB-1 Defiant coaxial helicopter \u2013  is now slated to start flying at some time in the first half of 2018, behind the original schedule.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Nailing the details<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has locked down a range of detailed specs for the future aircraft, \u201ceverything from how much somebody weighs inside the aircraft [to] how big the seat has to be to accommodate not only the person, but the exoskeleton they\u2019ll be wearing,\u201d said Bill Lewis, the director of the aviation development directorate at the U.S. Army Aviation and Missile Research Development and Engineering Center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army also has asked the vendor community for a faster product, something that could fly twice the speed of a conventional helicopter. \u201cWe really pressed configurations for speed. That was the main attribute,\u201d Lewis said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A two-year demonstration period lies ahead for the emerging aircraft, during which time the Army will work to ensure mission systems can be seamlessly integrated into the new platform. The service is leveraging the advanced architectural design language to hasten that process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a different way of working through the software builds,\u201d Lewis said. \u201cIt dovetails with model-based systems engineering to get after a better way of writing code the right way the first time as you walk through. It saves a huge amount of money and eliminates a lot of uncertainties. So, as we march through those efforts, we\u2019ll have a capstone in \u201919 that will bring all of those elements together.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>A faster buy<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With advanced software techniques speeding systems integration, planners are looking at other ways to accelerate both components of the new platform and the whole vertical lift program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consistent funding would help \u2013 \u201cnot just a lot of money, but stable and predictable funding,\u201d said Col. Roger Kuykendall, improved turbine engine program and future vertical lift program manager with the Army.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He\u2019s also looking at a range of variables that could impact the timeline, including the specific program requirements, the level of technology in play and the amount of required testing.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/aaaa\/2017\/04\/25\/interview-bob-sheibley-on-what-budget-woes-mean-for-future-vertical-lift\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/bob-sheibley.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Interview: Bob Sheibley on what budget woes mean for future vertical lift<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Bob Sheibley is at the helm of both efforts as acting Army project manager for Future Vertical Lift and the Improved Turbine Engine Program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cAll that equates to time and money as well. So, I think there are ways to accelerate that, especially with an emphasis from senior leadership. I think those all contribute to accelerating the program,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lewis proposes taking things a step further, removing or reducing broad swaths of the conventional process in order to tailor-make an acquisition defined by the needs of the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou cannot use a cookie-cutter acquisition process,\u201d he said. \u201cYou have to challenge every piece of that, not only at the [program management] level but at the [Department of Defense]level. I guarantee that if you shoot an engine with a high-caliber round, it will fail, so I\u2019m not sure what we\u2019re trying to prove with the extensive live-fire things that we do. There are things that we deliberately need to look at that will radically alter the timing and the schedule of these production vehicles.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the meantime, the Army says it remains committed to supporting its current helicopter fleet while it waits for the vertical lift effort to come to fruition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe currently spend about 50 percent of our science and technology portfolio on future fleet and 50 percent on current fleet,\u201d Lewis said. \u201cAny technologies, especially digital capability, that we can attain we will also spiral that into the existing fleet to keep that fleet on
