Joseph Dunford\u2019s<\/a> remarks at the Halifax International Security Forum came days after a National Defense Strategy Commission report <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/11\/14\/a-crisis-of-national-security-new-report-to-congress-sounds-alarm\/\" target=_blank>concluded<\/a> the U.S. would, \u201cstruggle to win, or perhaps lose, a war against China or Russia.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citing that report, Dunford said whoever is in his job in 2023 and beyond will be at a disadvantage \u2014 \u201cif we don\u2019t change the trajectory we have been on, if we don\u2019t have sustained, predictable, accurate levels of funding, if we don\u2019t look carefully at the areas where we are challenged \u2014 in space, in cyberspace, in the maritime domain.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/11\/14\/a-crisis-of-national-security-new-report-to-congress-sounds-alarm\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1056109948.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">A \u2018crisis of national security\u2019: New report to Congress sounds alarm<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">America\u2019s military superiority has \u201ceroded to a dangerous degree,\u201d leaving the U.S. in crisis if faced with more than one conflict at once, a new congressionally-mandated report concluded.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Dunford offered some caveats: U.S. alliances would provide a decisive advantage in any major conflict. The U.S. would not lose a war with Russia or China, but such a war would be lengthy. And the U.S. has the edge today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With an eye toward Russian and Chinese technological advancements, the 2020 budget will invest heavily in <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/06\/26\/pentagon-money-bill-with-heavy-rampd-accent-passes-senate-subpanel\/\" target=_blank>research and development<\/a>, in line with Defense Secretary Jim Mattis\u2019 priorities, Dunford said, to strike a \u201cbalance\u201d with traditional capabilities like ships and manned aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked if U.S. defense spending\u2019s growth is economically sustainable, Dunford said, \u201cI reject where economically we can\u2019t be competitive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt isn\u2019t just a question of money, it\u2019s a question of money, technology, ideas and doing things in totally disruptive ways,\u201d he said, adding: \u201cWe can\u2019t buy our way out of many of the challenges we have, we have to think our way out of them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon has identified the 14 technological areas where Russia and China are investing, projected where they will be in 2025 and which technological areas require investment from the U.S. and its allies, Dunford said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet the Pentagon has had some hiccups in attempts to partner with Silicon Valley innovators. Downward pressure is expected from the Democratic-led House, and the White House has already ordered a budget cut for national defense, from a planned $733 billion to $700 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this month, White House National Security Adviser John Bolton <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2018\/11\/01\/bolton-national-debt-threat-to-society-forcing-dod-spending-to-flatten-out\/\" target=\"_blank\">called<\/a> the <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2018\/10\/19\/seeing-red-us-deficit-jumps-779-billion-adding-budget-pressure\/\">national debt<\/a> \u201ca threat to the society\u201d and said <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/10\/26\/its-official-dod-told-to-take-cut-with-fy20-budget\/\">Pentagon spending<\/a> will \u201cflatten out\u201d in the near term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. defense industry has pushed back against potential cuts. Citing the National Defense Strategy Commission\u2019s report, defense hawks in Congress have, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this week, Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., said defense funding needs to be able to \u201cundertake essential nuclear and conventional modernization while rectifying readiness shortfalls.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is why I believe the $733 billion defense budget originally proposed by President Trump for fiscal year 2020 should be considered a floor, not a ceiling, for funding our troops,\u201d Inhofe said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, Mattis and Dunford <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/06\/13\/dod-needs-3-5-percent-annual-growth-through-2023-top-officials-say\/\" target=_blank>testified<\/a> to lawmakers that defense spending needed to increase 3 to 5 percent, year over year, to restore the U.S. military\u2019s competitive advantage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at Halifax on Saturday, Dunford parried a question about whether the White House-ordered cut would mean strategic insolvency, saying, \u201cIt\u2019s not that simple.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVarious levels of resources can be accommodated if there is a path of predictability that allows us to make sound investments over five or seven years,\u201d Dunford
