According to the release, Norway is also in discussions with several nations <span class=\"rte rte-comment\">working <\/span>\u200bto establish the basis for\u00a0<span class=\"rte rte-comment\">wards establishing an extensive <\/span>\u200bsubmarine cooperation.\u00a0<span class=\"rte rte-comment\">with other nations in order to reduce costs, therefore the MoD\u00a0Therefore, the Ministry of Defense is in discussions with several different nations with regards to potential submarine cooperation. <\/span>\u200b<br\/><br\/>Last year, <span class=\"rte rte-comment\">the <\/span>\u200bNorwegian Defense Minister <span class=\"rte rte-comment\">of defence, <\/span>\u200bIne Eriksen S\u00f8reide\u00a0suggested a joint procurement with Poland during her visit to the MSPO exhibition <span class=\"rte rte-comment\">MSPO <\/span>\u200bin Kielce. Another potential partner is Germany.<br\/><br\/>According to sources familiar with the subject, beside Germany, South Korea, Italy, Sweden, France and Spain qualify as supplier countries. <span class=\"rte rte-comment\">What speaks for <\/span>\u200bGermany has had <span class=\"rte rte-comment\">is that &#8211; in addition to the <\/span>\u200btraditionally close military links with Norway\u00a0and a\u00a0<span class=\"rte rte-comment\">of the Norwegian and German submarine forces \u2013 its <\/span>\u200btrack record of decades-long cooperation in naval construction. Norway&#8217;s\u00a0<span class=\"rte rte-comment\">\u00a0the <\/span>\u200bUla submarines go back to a German design, while the first four German class-212 A submarines were equipped with a Norwegian battle management system.<br\/><br\/><span class=\"rte rte-comment\">And <\/span>\u200bGermany is also home to ThyssenKrupp Marine systems, <span class=\"rte rte-comment\">(TKMS), <\/span>\u200bwhich is considered a global leader in building non-nuclear submarines.<br\/> \u00a0<br\/> &#8220;Germany is therefore a nation which it is natural for Norway to discuss a potential future submarine cooperation with,&#8221; the Norwegian MoD writes. <span class=\"rte rte-comment\">Also <\/span>\u200bIndustry also will play an important part in <span class=\"rte rte-comment\">a <\/span>\u200bfuture submarine cooperation, the ministry stressed.<br\/><br\/>These topics were discussed in early February with German partners in Berlin during a visit of a Norwegian delegation led by Defense State Secretary \u00d8ystein B\u00f8 and <span class=\"rte rte-comment\">the <\/span>\u200bNational Armaments Director Morten Tiller.<br\/> \u00a0<br\/><span class=\"rte rte-comment\">Also <\/span>\u200bThe German MoD is interested <span class=\"rte rte-comment\">has great interest <\/span>\u200bin cooperating with the Nordic country\u00a0because <span class=\"rte rte-comment\">as <\/span>\u200bthe German Navy plans to purchase two to four <span class=\"rte rte-comment\">new <\/span>\u200bsubmarines in the second half of\u00a0the 2020s. <span class=\"rte rte-comment\">coming decade. <\/span>\u200bSince <span class=\"rte rte-comment\">Given the fact that <\/span>\u200bthe ministry has classified submarine construction as a key technology, which is to be kept in Germany, shipyard capacity utilization is a necessity. Therefore, the proposal is on the table\u00a0to combine the <span class=\"rte rte-comment\">construction of four to six <\/span>\u200bNorwegian and <span class=\"rte rte-comment\">boats with the <\/span>\u200bGerman procurement projects.<br\/> \u00a0<br\/> To save costs, the German MoD wants to employ a single design for both nation&#8217;s boats. <span class=\"rte rte-comment\">To check this option, <\/span>\u200bThe Norwegian side <span class=\"rte rte-comment\">already has <\/span>\u200bsubmitted a draft with its <span class=\"rte rte-comment\">their <\/span>\u200bsubmarine specifications for review to Germany last year.<br\/> \u00a0<br\/> In case of a joint procurement, Germany wants to function <span class=\"rte rte-comment\">is seeking the role <\/span>\u200bas <span class=\"rte rte-comment\">a <\/span>\u200blead nation and <span class=\"rte rte-comment\">wants to <\/span>\u200bassume project responsibility, stated the German MoD. To reduce the life-cycle costs, <span class=\"rte rte-comment\">also <\/span>\u200bmaintenance and operation also should be managed in cooperation.<br\/><br\/>And as Gundbert Scherf, responsible for armaments cooperation with foreign countries in the MoD, said several months ago, the German Navy <span class=\"rte rte-comment\">even <\/span>\u200bcould imagine a common military submarine command with the Norwegians.<br\/> \u00a0<br\/> One major hurdle remains:\u00a0<span class=\"rte rte-comment\">However, there is a significant hurdle that Germany must overcome to enter the business with Oslo: <\/span>\u200bThe Norwegians want to open <span class=\"rte rte-comment\">call for an opening of <\/span>\u200bthe German defense procurement market to <span class=\"rte rte-comment\">for <\/span>\u200bcompanies from the Scandinavian country. According to Torbj\u00f8rn Svensg\u00e5rd, the president of the Norwegian Defence and Security Industry Association, <span class=\"rte rte-comment\">(FsI), <\/span>\u200bit is easier for its member companies to have success in the US\u00a0market than in the closed European armament markets.<br\/><br\/>&#8220;Norway wants market access in the country, from which we obtain the submarines,&#8221; he stressed.<br\/><br\/>Svensg\u00e5rd advised\u00a0the competing yards\u00a0not to rely solely on their technical expertise and thus to feel too safe. He pointed\u00a0to the procurement of the Fridtjof Nansen-class frigates several years ago. While German and British shipyards would have expected to get a contract, the order was finally given to Spain.<br\/><br\/>&#8220;If the prospective suppliers don&#8217;t listen carefully to the customer and provide a comprehensive response to all requirements, including those related to industrial cooperation, it could end similar when it comes to submarines,&#8221; he warned.<br\/><br\/><span class=\"rte rte-comment\">As <\/span>\u200bKatrin Suder, German secretary of state for armament, <span class=\"rte rte-comment\">earlier in the week <\/span>\u200bsaid that\u00a0a procurement of the naval strike missile and the battle management system, <span class=\"rte rte-comment\">(F\u00fcWES) \u2013 <\/span>\u200bboth produced by <span class=\"rte rte-comment\">the <\/span>\u200bNorway&#8217;s <span class=\"rte rte-comment\">egian company <\/span>\u200bKongsberg, is &#8220;conceivable.&#8221;\u00a0The condition for such a deal, however, is a previous tender process. <span class=\"rte rte-comment\">and the winning of the subsequent competition. <\/span>\u200bIn case of a jointly developed product between Norway and Germany, this could be obtained without competition, the secretary of state said. It remains to be seen whether this German approach fits the requirements of the Norwegians.<br\/> \u00a0<br\/> In terms of shaping <span class=\"rte rte-comment\">an <\/span>\u200bindustrial cooperation, the Norwegian state has <span class=\"rte rte-comment\">significantly <\/span>\u200bbetter options than does the German Defense Ministry, <span class=\"rte rte-comment\">MoD, <\/span>\u200bas Norway holds a majority stake in <span class=\"rte rte-comment\">of <\/span>\u200bthe publicly listed technology and armaments group Kongsberg, Norway&#8217;s defense industry leader. <span class=\"rte rte-comment\">the top dog in the Norwegian defense industry.<\/span>\u200b<br\/><br\/>In contrast, the entire German armaments industry is privately organized, which leaves the German MoD with little direct influence.<br\/><br\/>Although Norway plans to procure more boats than Germany, the position of Germany as a lead nation in this program seems to be acceptable. <span class=\"rte rte-comment\">At least FsI President <\/span>\u200bSvensg\u00e5rd said he sees no fundamental problems.<br\/><br\/>&#8220;With such arrangements<span class=\"rte rte-comment\">constellations<\/span>\u200b, we&#8217;ve had good experiences at US-led projects,&#8221; he said. Norway participates in the construction and development program for the American F-35 fighter aircraft.<br\/><br\/>&#8220;In the past, it had rather been a problem with European armaments projects, that no one was taking the leadership role,&#8221;\u00a0Svensg\u00e5rd said. However, it is important for a lead nation that it is prepared to listen to and accept suggestions, he says. &#8220;And of course, the long-term obligations have to be
