{"id":59994,"date":"2022-02-26T00:18:50","date_gmt":"2022-02-26T00:18:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/02\/26\/white-house-seeks-35-billion-for-pentagon-in-ukraine-response-package\/"},"modified":"2026-08-08T00:26:46","modified_gmt":"2026-08-08T00:26:46","slug":"white-house-seeks-35-billion-for-pentagon-in-ukraine-response-package","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/02\/26\/white-house-seeks-35-billion-for-pentagon-in-ukraine-response-package\/","title":{"rendered":"White House seeks $3.5 billion for Pentagon in Ukraine response package"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The White House told Congress it will need $6.4 billion in new funding to respond to Russia\u2019s war on Ukraine, including $3.5 billion for the Pentagon and another $2.9 billion to support Eastern European allies with <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/01\/25\/200m-in-javelins-other-anti-armor-systems-grenade-launchers-and-more-to-ukraine-dod\/\" target=\"_blank\">security assistance<\/a> and humanitarian aid<b>.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed $2.9 billion would be for Ukraine, Baltic countries, Poland and other affected countries and would pay for food, energy and economic assistance, as well as resources to counter <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/02\/25\/us-prepared-to-respond-to-russian-cyberattacks-says-biden\/\" target=\"_blank\">Russian cyberattacks<\/a> and disinformation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any new funds would be in addition to the $650 million in security aid and $52 million in humanitarian aid the U.S. already pledged to Ukraine over the last year as well as a prior $1 billion sovereign loan guarantee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal followed a meeting between Biden administration budget officials and congressional House and Senate leaders as well as lawmakers on key committees, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-02-25\/white-house-asks-congress-for-6-4-billion-for-ukraine-crisis\" target=\"_blank\">Bloomberg<\/a> reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Appropriations Committee Chairman <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/09\/22\/lawmakers-consider-linking-iron-dome-with-palestinian-aid-in-continuing-resolution\/\" target=\"_blank\">Patrick Leahy<\/a>, D-Vt., said Friday he would work with the Biden administration and across the aisle to \u201cprovide the necessary resources to respond to this unwarranted conflict, particularly to address the humanitarian crisis that is sure to escalate in the wake of Russian aggression.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe United States government needs to provide the necessary resources to support our allies and assist the innocent people caught in the middle of this needless calamity,\u201d Leahy said in a statement.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2022\/02\/25\/on-day-two-of-putins-war-nato-members-continue-beefing-up-their-defenses\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1238750881.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">On day two of Putin\u2019s war, NATO members continue beefing up their defenses<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">German Defense Minister Christine Lambrecht said there was a glimmer of hope, though \u201cno certainty,\u201d that the Russian president would shy away from crossing additional boundaries.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The details of the spending package will be negotiated and could change before they\u2019re finalized. The Senate\u2019s top appropriator for foreign aid, Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/04\/15\/bidens-afghanistan-pullout-gets-mixed-reaction-in-congress\/\" target=\"_blank\">Chris Coons<\/a>, D-Del., told reporters earlier in the day he thinks a bill of $10 billon or more would have strong bipartisan support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is strong enthusiasm to provide ongoing resupply and training, and whatever other covert and overt support is necessary and appropriate, for the Ukrainian resistance,\u201d Coons said. \u201c$10 billion is probably on the low end because I\u2019m not [including]<b> <\/b>what may be a robust defense-side request.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coons said the humanitarian support is needed to help Poland and other Eastern European countries cope with an expected flood of refugees from Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/07\/19\/graham-warns-against-afghanistan-withdrawal\/\" target=\"_blank\">Lindsey Graham<\/a>, a senior Republican appropriator, has called for Congress to approve more aid to Ukraine as soon as next week, when the Senate returns from recess.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The discussion of new funding came on the same day Ukrainian President <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/11\/28\/ukraine-leader-alleges-russia-backed-coup-planned-next-week\/\" target=\"_blank\">Volodymyr Zelenskyy <\/a>tweeted that he and Biden had discussed \u201cconcrete defense assistance,\u201d among other matters \u2015 and the White House confirmed the administration is talking with lawmakers to secure the aid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are having ongoing conversations with Congress about additional assistance to Ukraine,\u201d White House spokeswoman <a href=\"https:\/\/www.militarytimes.com\/space\/2021\/02\/03\/with-the-full-support-of-the-biden-adminisration-the-space-force-is-officially-here-to-stay\/\" target=\"_blank\">Jen Psaki<\/a> told reporters on Friday. She added that the national security teams for both leaders are in close touch as the U.S. considers options for new aid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine has been receiving a mix of military support, including U.S.-made Stinger anti-aircraft missiles and ammunition from NATO member Lithuania, and U.S.-made Javelin anti-tank weapons from Washington. Psaki told reporters U.S. military aid to Ukraine will continue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the Ukrainian government claimed its forces had destroyed 30 Russian tanks, 130 armored combat vehicles, seven aircraft and six helicopters on the first day of fighting, Ukraine\u2019s ambassador to the United States <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/02\/24\/we-need-as-much-stinger-and-anti-tank-weapons-as-possible-says-ukraines-defense-minister\/\" target=\"_blank\">Oksana Markarova<\/a> declined to say how many Russian losses were due to Javelins and Stingers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWithout disclosing what I shouldn\u2019t be disclosing, I want to tell you that we are using them actively and very effectively,\u201d she told reporters in Washington on Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Various proposals are being floated in the wake of a joint bipartisan statement Tuesday in favor of an emergency supplemental for Ukraine. Since then, Russia launched a full-scale invasion, and Ukraine\u2019s <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/02\/24\/we-need-as-much-stinger-and-anti-tank-weapons-as-possible-says-ukraines-defense-minister\/\" target=\"_blank\">pleas<\/a> for diplomatic, humanitarian and military aid have grown more desperate.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2022\/02\/23\/pentagon-studying-fallback-supply-lines-to-ukraine-in-case-of-expanded-russian-invasion\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"216\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1238665281.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon studying fallback supply lines to Ukraine ahead of expanded Russian invasion<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">\u201cWe\u2019re examining how support can be provided in a post-invasion scenario, and no final decisions about the mechanisms have been made yet,\u201d a U.S. official said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">An official with the White House Office of Management and Budget said that in a recent conversation with lawmakers, the administration \u201cidentified the need for additional U.S. humanitarian, security, and economic assistance to Ukraine and Central European partners due to Russia\u2019s unprovoked and unjustified invasion.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs the president and bipartisan members of Congress have made clear, the United States is committed to supporting the Ukrainian people as they defend their country and democracy,\u201d the official said in a statement. \u201cThe administration will continue to closely coordinate with our European allies and partners to assess on-the-ground needs, and remain in close touch with Congress as these needs evolve.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress could meet Ukraine\u2019s military needs with more Javelins and Stingers, but also grenade launchers, secure communications gear and other equipment for a light infantry force, according to a congressional source granted anonymity to discuss sensitive budgetary negotiations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over time, DoD is also likely to ask Congress to backfill operations and maintenance accounts as it mobilizes 14,000 U.S. troops in Europe to respond to the Ukraine crisis, along with six Air Force F-35 fighter jets and 32 AH-64 Army Apache helicopters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Todd Harrison, director of defense budget analysis and of the Aerospace Security Project at the Center for Strategic and International Studies, DoD\u2019s actual costs are relatively small for now and can be funded with existing resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe direct costs of this are mainly the replacement cost of weapons transferred to Ukraine out of existing stocks and the higher operating costs of forces sent to reassure our NATO allies in the region,\u201d Harrison said in an email. \u201cBut even some of those operating costs will be offset by reduced training costs since these deployed forces won\u2019t be able to accomplish all of their training plans.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likely targets for spending would be missiles and munitions to replace U.S. inventories and also to supplement the inventories of NATO allies and Ukrainian forces, Harrison said. Other funds, under the <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2020\/02\/10\/european-defense-initiative-funding-drops-in-defense-budget-request\/\" target=\"_blank\">European Deterrence Initiative<\/a>, could be for more resilient infrastructure in the region, improving air and missile defenses, increasing prepositioned equipment and building a larger U.S. military presence in the Baltics, Poland, Romania, and other nations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBeyond the specifics of what is funded, the supplemental may also serve as an important form of signaling to Russia,\u201d Harrison said. \u201cIt would show that the United States is taking a course of action that has clear costs, has bipartisan political support, and directly improves NATO capabilities in eastern Europe.
