{"id":60543,"date":"2022-05-13T17:33:50","date_gmt":"2022-05-13T17:33:50","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/05\/13\/us-poised-to-bite-into-russias-global-defense-market-share\/"},"modified":"2026-08-08T00:34:36","modified_gmt":"2026-08-08T00:34:36","slug":"us-poised-to-bite-into-russias-global-defense-market-share","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/05\/13\/us-poised-to-bite-into-russias-global-defense-market-share\/","title":{"rendered":"US poised to bite into Russia\u2019s global defense market share"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 A senior U.S. State Department official said Thursday that <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/05\/10\/house-to-vote-on-40-billion-ukraine-aid-package\/\" target=\"_blank\">a massive Ukraine aid package<\/a> \u2015 which contains $4 billion in grants for allies to buy American-made military hardware \u2015 is partly aimed at eroding Russia\u2019s share of the global defense market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is an opportunity here for us to work on helping other countries divest from Russian equipment moving forward,\u201d Assistant Secretary of State for Political-Military Affairs Jessica Lewis told the Senate Foreign Relations Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. should take advantage of the Russian invasion force\u2019s poor performance against western-backed Ukrainian forces and Russia\u2019s faltering defense supply chain, she said, to diminish Moscow\u2019s influence abroad and increase America\u2019s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt gives us an opportunity to also send that message around the world to our partners and allies and friends about Russia\u2019s reliability as a defense partner,\u201d Lewis said, adding: \u201cThere are long-term impacts, and frankly opportunities, that we need to seize right now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Washington is fostering<a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/04\/28\/ukraine-weapon-switcheroos-are-flushing-soviet-arms-out-of-europe\/\" target=\"_blank\"> three-way swaps<\/a>, where Eastern European nations send Ukraine their <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/04\/08\/slovakia-confirms-patriot-s-300-air-defense-systems-are-heading-to-ukraine\/\" target=\"_blank\">Soviet-era kit <\/a>in exchange for U.S.-made weapons, that should be used to \u201cencourage partners to diversify their equipment inventories away from Russian systems,\u201d Lewis said. Russia exports a majority of its arms to five states:<a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2022\/04\/07\/india-to-boost-arms-output-fearing-shortfall-from-russia\/\" target=\"_blank\"> India<\/a> \u2015 the largest importer of Russian arms since 2016 \u2015 followed by Algeria, China, Egypt and Vietnam.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But U.S.-led sanctions are straining Russia\u2019s defense supply chain, even forcing it to use microchips from household appliances in some military equipment, U.S. Commerce Secretary Gina Raimondo told lawmakers this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have reports from Ukrainians that when they find Russian military equipment on the ground, it\u2019s filled with semiconductors that they took out of dishwashers and refrigerators,\u201d Raimondo told Senate appropriators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. exports of technology to Russia have fallen by nearly 70 percent since sanctions were imposed in late February, after Russia invaded Ukraine, she said, adding that two Russian tank factories have shut, along with a number of auto makers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After $650 million in State Department-controlled Foreign Military Financing was approved for Ukraine and other Eastern and Central European countries in the previous Ukraine-related aid package, the pending $40 billion package would add another $4 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed aid was approved overwhelmingly by the House and has strong bipartisan support in the Senate, but it has been delayed until next week by Kentucky Republican Sen. Jim Risch, of Idaho, to reform America\u2019s globe-spanning security aid program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs with the future of NATO security cooperation, there may need to be changes to our authorities, and I think it will be vital to ensure that the Foreign Relations Committee and the State Department are on the leading edge of finding those solutions to ensure foreign policy remains in the driving seat of our security cooperation with, and assistance to, Taiwan,\u201d Lewis said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following a New York Times report that Washington is urging Taiwan to order mobile, lethal weapons that would help its small military repel a seaborne invasion from China better than large weapons platforms, Lewis said it was important to<b> <\/b>deepen defense ties \u201cin a manner that is commensurate with the threat we assess from the PRC.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[T]he United States supports and encourages Taiwan with its innovative and asymmetric security posture,\u201d Lewis said. \u201cSince the Biden-Harris Administration took office in January 2021, the State Department has approved
