{"id":61217,"date":"2022-05-19T16:13:37","date_gmt":"2022-05-19T16:13:37","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/05\/19\/new-air-force-one-planes-could-be-up-to-three-years-late\/"},"modified":"2026-08-08T00:32:31","modified_gmt":"2026-08-08T00:32:31","slug":"new-air-force-one-planes-could-be-up-to-three-years-late","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2022\/05\/19\/new-air-force-one-planes-could-be-up-to-three-years-late\/","title":{"rendered":"New Air Force One planes could be up to three years late"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The new <a href=\"https:\/\/www.defensenews.com\/air\/2021\/01\/25\/with-new-air-force-one-planes-still-bare-it-will-be-up-to-biden-to-choose-between-the-jets-classic-livery-or-a-fresh-paint-scheme\/\" target=\"_blank\">Air Force One airplanes<\/a> now could be delivered as much as three years late.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Andrew Hunter, the U.S. Air Force\u2019s assistant secretary for acquisition, technology and logistics, said at a Thursday hearing held by the House Armed Services Committee\u2019s seapower and projection forces panel that the service expects the latest version of the VC-25B presidential plane to be anywhere from two to three years late, \u201cwhich is obviously quite a significant delay.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pair of airplanes was originally to be delivered in late 2024. But they now <a href=\"https:\/\/www.defensenews.com\/air\/2021\/06\/08\/delivery-of-new-air-force-one-planes-could-be-delayed-until-2025\/\" target=\"_blank\">may not be delivered<\/a> until well into the next presidential term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hunter said the problem largely stems from a subcontractor\u2019s inability to \u201cget the job done\u201d making vital modifications to the plane\u2019s interior. Boeing has since brought in other subcontractors to address the first subcontractor\u2019s failings, and the prime has taken on some jobs itself, Hunter said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, the Wall Street Journal reported Boeing had experienced production mishaps on the program and told the Air Force the airplanes\u2019 delivery could be 17 months late, but the service felt they would likely be about two years behind.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Thursday\u2019s hearing, Hunter said the problems with the subcontractor were known some time ago. But, he added, when problems like this emerge, it can take time to understand changes in schedule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hunter said he believes Boeing has plans in place to get the planes finished in the new time frame. But this will mean the Air Force must sustain for several more years the current pair of VC-25A Air Force Ones, which are now more than 30 years old and were first flown during President George H.W. Bush\u2019s administration, the service official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Air Force builds its fiscal 2024 budget, he added, the service will likely ask for more money to keep those presidential planes flying longer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Subcommittee Chairman Rep. Joe Courtney, D-Conn., told Hunter he\u2019s concerned about the continued troubles with the new Air Force One.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are way off the initial plan in terms of replacing that platform,\u201d Courtney said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The troubled Air Force One program led to <a href=\"https:\/\/www.defensenews.com\/industry\/2022\/04\/27\/boeing-ceo-regrets-air-force-one-deal-amid-big-quarterly-losses\/\" target=\"_blank\">$660 million in charges for Boeing<\/a> in the first quarter of 2022, about half of the total $1.3 billion in cost overruns the company reported on its defense programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boeing said last month that schedule delays, rising supply costs and higher costs to finalize technical requirements led to those hefty charges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pandemic-related inefficiencies had particularly hit the Air Force One program, Boeing CEO Dave Calhoun said. When workers on the production line for a highly sensitive program like Air Force One have to stop working due to a COVID-19 outbreak, he noted, Boeing doesn\u2019t have a deep bench of other employees with the proper clearances to take over.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Calhoun also spoke in frank and regretful terms about the deal the company reached with the Trump administration on the Air Force One program, calling that contract \u201ca very unique moment, a very unique negotiation, a very unique set of risks that Boeing probably shouldn\u2019t have taken.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8220;We are way off the initial plan,&#8221; subcommittee chairman Rep.
