Drafts Industry Blacklist, New Arms Program"},"content":{"rendered":"\n<p>WARSAW \u2014 Ukraine\u2019s Deputy Defense Minister Yuriy Gusev announced that the ministry will create\u00a0a blacklist of defense companies that supply low-quality weapons and <span class=\"rte rte-comment\">military<\/span> equipment or cause delays in supplies to the Ukrainian Armed Forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We will suspend our cooperation, take actions against [such companies] and cancel concluded agreements,&#8221; Gusev told local news agency RBK Ukraine recently.<\/p>\n\n\n\n<p>Gusev\u00a0said that a certification program will be designed to designate those companies that\u00a0<span class=\"rte rte-comment\">which <\/span>supply high-quality\u00a0weapons and equipment and operate in according<span class=\"rte rte-comment\">ly<\/span> with <span class=\"rte rte-comment\">the<\/span> agreed delivery schedules.<\/p>\n\n\n\n<p>The move comes as the Defense Ministry is <span class=\"rte rte-comment\">currently<\/span> drafting a conceptual document on a special program for acquisitions of arms and military equipment by the Ukrainian military in the years 2015-2020.<\/p>\n\n\n\n<p>Local analysts say that the Ukrainian government aims to reduce inefficient defense spending, which hampers its military efforts against Russian-backed separatists in the country\u2019s east<span class=\"rte rte-comment\">ern part<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Despite the measures which have been implemented by the [Ukrainian Defense Ministry], a large portion of defense spending could be streamlined in a more efficient way,&#8221; said an analyst from a government-run think tank in Warsaw. &#8220;The Ukrainian military are combating [Russia-backed insurgents] despite these shortcomings, but further steps need to be taken to avoid a loss of resources &#8230; which are
