{"id":61714,"date":"2019-05-14T16:23:39","date_gmt":"2019-05-14T16:23:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/05\/14\/house-democrats-slash-dod-money-moving-authority-over-trumps-border-wall-gimmicks\/"},"modified":"2026-08-08T00:28:20","modified_gmt":"2026-08-08T00:28:20","slug":"house-democrats-slash-dod-money-moving-authority-over-trumps-border-wall-gimmicks","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/05\/14\/house-democrats-slash-dod-money-moving-authority-over-trumps-border-wall-gimmicks\/","title":{"rendered":"House Democrats aim to slash DoD\u2019s money-moving authority over Trump\u2019s border wall \u2018gimmicks\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 In a rebuke to the Trump administration\u2019s <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2019\/05\/13\/us-air-force-nuclear-space-programs-take-hit-in-border-wall-reprogramming\/\" target=_blank>border wall funding maneuvers<\/a>, House Democrats are proposing a Pentagon spending bill that slashes the amount of money the military can shift between accounts from $9.5 billion to $1.5 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Appropriations Committee on Tuesday <a href=\"https:\/\/appropriations.house.gov\/news\/press-releases\/appropriations-committee-releases-fiscal-year-2020-defense-funding-bill\" target=\"_blank\">released<\/a> its 2020 Pentagon funding bill, which proposes $690.2 billion, of which $622.1 billion is in base funds and $68.1 billion is overseas contingency operations, or OCO, funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill is consistent with a $733 billion national defense budget <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/04\/02\/house-dems-offer-733b-for-defense-in-2020-in-two-year-budget-caps-deal\/\" target=_blank>proposed<\/a> by Democrats. That proposal includes military construction and Department of Energy nuclear programs. That\u2019s less than President Donald Trump\u2019s $750 billion national defense request for fiscal 2020 and less for defense than the GOP-led Senate is likely to propose.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis bill rejects the Trump administration\u2019s budgetary gimmicks and sleights of hand and instead provides the Defense Department with appropriate resources to address an evolving threat landscape and ensure the security of our nation and our allies,\u201d House Appropriations Committee Chairwoman Nita Lowey, D-N.Y., said in a statement, adding that the bill is \u201cprotecting defense funding from being stolen for the President\u2019s wasteful wall.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A fact sheet accompanying the bill said the proposal reduces transfer authority in response to the Pentagon\u2019s \u201cabuse\u201d of that authority \u2014 referring to the Pentagon <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2019\/05\/13\/us-air-force-nuclear-space-programs-take-hit-in-border-wall-reprogramming\/\" target=_blank>shifting dollars<\/a> to cover barriers on America\u2019s border with Mexico.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2019\/03\/27\/shanahan-pushes-reprogramming-through-expects-consequences-from-house\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19073574545452.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018There are going to be consequences\u2019: Shanahan prepares for congressional pushback to reprogrammed funds<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon expects to be stripped of a key fiscal authority.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">House Democrats also largely eschewed the White House\u2019s <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/03\/11\/heres-trump-fy20-budget-its-about-to-get-shredded\/\" target=_blank>strategy<\/a> of parking $164 billion in OCO to skirt budget caps. The White House proposed a 9 percent cut to nondefense spending, and the OCO gambit is meant to break the trend of mega bipartisan compromises that lift nondefense appropriations to roughly match the defense side.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new House bill funds procurement at $142 billion, an increase of $11.4 billion above the budget request. It includes 90 F-35 aircraft, which is 12 more than the president\u2019s request; eight F-15EX aircraft to recapitalize the F-15C\/D fleet; 73 UH-60 Black Hawk helicopters; and 14 V-22 aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill would also bar the transfer of F-35 fighters to Turkey to prevent the exposure of cutting-edge technology to the S-400 Russian air defense system, which the country plans to buy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill\u2019s $21.7 billion for 11 ships would be for three DDG-51 guided-missile destroyers, two SSN-774 attack submarines, one frigate, one Ford-class aircraft carrier, two oilers, and two ships for towing, salvage and rescue. It also funds advance procurement of the first Columbia-class submarine and three Virginia-class submarines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its ground vehicle budget includes $249 million above the request for 86 30mm cannons and weapon stations for Stryker vehicles, and it funds the request for the upgrade of 165 Abrams tanks.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>House
