{"id":61870,"date":"2019-10-22T00:00:04","date_gmt":"2019-10-22T00:00:04","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/10\/22\/boeing-could-be-out-of-the-air-forces-competition-for-next-gen-icbms-for-good\/"},"modified":"2026-08-08T00:35:31","modified_gmt":"2026-08-08T00:35:31","slug":"boeing-could-be-out-of-the-air-forces-competition-for-next-gen-icbms-for-good","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nuclear-arsenal\/2019\/10\/22\/boeing-could-be-out-of-the-air-forces-competition-for-next-gen-icbms-for-good\/","title":{"rendered":"Boeing could be out of the Air Force\u2019s competition for next-gen ICBMs for good"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 <a href=\"https:\/\/www.defensenews.com\/space\/2019\/07\/25\/boeing-drops-from-next-generation-icbm-competition\/\" target=\"_blank\">Boeing\u2019s risk reduction contract<\/a> for the <a href=\"https:\/\/www.defensenews.com\/2019\/07\/17\/air-forces-next-gen-icbm-program-takes-another-step-foward\/\" target=\"_blank\">Air Force\u2019s Ground Based Strategic Deterrent program<\/a> is functionally cancelled, the company announced Oct. 21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBoeing is disappointed in the Air Force\u2019s decision to not allot additional funding for the GBSD Technology Maturation and Risk Reduction (TMRR) contract,\u201d said Boeing spokesman Todd Blecher. \u201cThe Boeing team has delivered substantial value under the contract, achieved all contract milestones on time and received strong performance feedback from the Air Force.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/air-force-association\/2019\/09\/17\/boeing-calls-for-government-intervention-on-icbm-replacement-fight\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5312956.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Boeing wants government to force Northrop to partner on ICBM replacement<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Boeing sees &#039;government intervention&#039; as is means of salvaging a win from the GBSD program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cContinuing Boeing\u2019s TMRR contract would advance the Air Force\u2019s objectives of maturing the missile system&#8217;s design and reducing the risk for this critical national priority capability,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GBSD is the Air Force\u2019s program to replace its existing Minuteman III intercontinental ballistic missiles, a major priority for the service as well as for U.S. Strategic Command, which oversees the operations of America\u2019s nuclear arsenal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier on Monday evening, <a href=\"https:\/\/t.co\/Q00ZgpHybW?amp=1\" target=_blank>Politico reported<\/a> that the Air Force had sent a letter to Boeing last week declaring its intent to stop funding the TMRR contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without additional money from the Air Force to continue work, Boeing expected its funding stream for the GBSD contract to be exhausted on Oct. 18, the company stated in an Oct. 16 letter to the GBSD program office at Hill Air Force Base, Utah.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Air Force\u2019s decision not to allocate any further funding to the TMRR contract requires immediate and irrevocable actions by Boeing to wind down contract performance within the allotted funds. These measures include the reassignment of approximately 300 Boeing employees and the flow-down of a Stop Work notice to all suppliers working on the TMRR contract,\u201d states the letter, which was obtained by Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air Force spokeswoman Capt. Cara Bousie told Defense News that the service had not cancelled Boeing\u2019s TMRR contract. However, she declined to comment on whether the Air Force had sent Boeing a letter stating its intention to curtail funding for the contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regardless of the semantics, a decision to cut short the TMRR contract would effectively hand the GBSD award to Northrop Grumman, the sole company competing against Boeing to produce the weapon system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Boeing and Northrop were awarded <a href=\"https:\/\/www.navytimes.com\/air\/2017\/08\/21\/boeing-northrop-move-forward-on-next-gen-icbm-program-lockheed-out\/\" target=\"_blank\">risk reduction contracts worth up to $359 million in 2017<\/a>, beating out Lockheed Martin for the chance to bring their designs into the production stage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Boeing withdrew from the GBSD competition in July, claiming that Northrop Grumman\u2019s purchase of one of the only two U.S. solid rocket motor manufacturers \u2014 Orbital ATK, now known as Northrop Grumman Innovation Systems \u2014 gave the company an unfair advantage in terms of being able to offer the lowest-cost system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a July 23 letter, Leanne Caret, who leads Boeing\u2019s defense business, wrote that the current acquisition approach gives Northrop \u201cinherently unfair cost, resource and integration advantages.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe lack confidence in the fairness of any procurement that does not correct this basic imbalance between competitors,\u201d she stated. Caret added that a joint bid between the two companies was unrealistic, as Northrop would have no incentive to partner with Boeing when it can put forward a solo bid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Boeing switched tactics about a month later, with Frank McCall, its director of strategic deterrence systems, telling reporters in September that the company hoped to persuade the Air Force to force Northrop to partner with it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe think clearly it\u2019s time for the Air Force or other governmental entities to engage and direct the right solution. Northrop has elected not to do that,\u201d McCall said during the Air Force Association\u2019s annual conference. \u201cSo, we\u2019re looking for government intervention to drive us to the best solution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force did not take Boeing up on that suggestion. Nor did Northrop, which pointedly released its list of suppliers days before the AFA conference. The list \u2014 <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/afa-air-space\/2019\/09\/16\/northrop-teams-with-lockheed-on-icbm-replacement-heres-who-else-is-involved\/\" target=_blank>which featured Aerojet Rocketdyne, Collins Aerospace, Lockheed Martin and other major defense contractors<\/a> \u2014 did not include Boeing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boeing, in its letter to the program office, stated that the dissolution of the risk reduction contract could disadvantage the Air Force as it moves forward with the GBSD program, even if it ultimately opts to sole-source from Northrop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Government\u2019s decision also prevents Boeing from completing the work left to be performed under the TMRR contract, including the major milestones of a successful Software System Review and Preliminary Design Review,\u201d it said. &#8220;We believe this work would provide substantial value to the Government, irrespective of the fact that Boeing will not participate as a prime offeror under the current EMD [engineering, manufacturing and development] solicitation structure for the next phase of the GBSD program.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/2019\/09\/16\/northrop-teams-with-lockheed-on-icbm-replacement-heres-who-else-is-involved\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/A3-Minuteman-in-Silo-4204337-1.jpg-1.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Northrop teams with Lockheed on ICBM replacement. Here\u2019s who else is involved.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Northrop has 10 companies teamed on its ICBM replacement program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In September, McCall pointed to Boeing\u2019s ongoing risk reduction work on GBSD as a positive sign that the service may not be ready to sole-source the program to Northrop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe service is maintaining our work,&#8221; he said. \u201cThey continue to accept our deliverables, continue to fund our contract. So, I think we\u2019re in good shape with the service.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But with the TMRR contract revoked, Boeing\u2019s last hope may be an appeal to Congress. Sen. Doug Jones of Alabama as someone who has already raised shown support for Boeing\u2019s position, McCall said in September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McCall declined to name others, but should this turn into a legislative fight, it could come down to Boeing\u2019s supporters \u2013 with strongholds in Alabama, Washington and Missouri \u2013 versus those of Northrop
