{"id":61902,"date":"2018-04-16T20:18:14","date_gmt":"2018-04-16T20:18:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/04\/16\/pence-announces-new-space-traffic-management-policy\/"},"modified":"2026-08-08T00:34:20","modified_gmt":"2026-08-08T00:34:20","slug":"pence-announces-new-space-traffic-management-policy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/space-symposium\/2018\/04\/16\/pence-announces-new-space-traffic-management-policy\/","title":{"rendered":"Pence announces new space traffic management policy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">COLORADO SPRINGS, Colo. \u2014 The National Space Council has formulated a comprehensive space traffic management policy, which it will \u201csoon\u201d be sent to the president\u2019s desk for approval, U.S. Vice President Mike Pence announced Monday. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis new policy directs the Department of Commerce to provide a basic level of space situational awareness for public and private use based on the space catalog compiled by the Department on Defense so that our military leaders can focus on protecting and defending our national security assets in space,\u201d Pence said during a speech at the Space Symposium.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe policy will also encourage the commercial space industry to partner with the government to develop data-sharing systems, technical guidelines and safety standards to apply domestically and be promoted internationally that will help minimize debris, avoid satellite collisions during launch and while in orbit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b><a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/space-symposium\/\" title=\"\" class=\"\" target=\"_blank\">Click here to read more from Space Symposium 2018!<\/a><\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Managing the movement of objects in space has <a href=\"https:\/\/www.defensenews.com\/space\/2016\/11\/17\/space-junk-waits-for-no-one-how-the-trump-administration-must-handle-a-growing-crisis\/\" title=\"\" class=\"\" target=\"_blank\">long been a concern for the U.S. government<\/a>, with the U.S. military acting as a de facto <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/space-symposium\/2016\/04\/15\/dod-embraces-commercial-space-boom-but-warns-of-its-limits\/\" title=\"\" class=\"\">regulator of space traffic<\/a>. The Defense Department manages the U.S. Space Surveillance Network, which uses ground-based sensors and radars to track satellites and debris in space, which are then logged in the space catalog.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pence noted that there are \u201ctens of thousands of man-made objects orbiting the Earth, including more than 1,500 active satellites and thousands of inactive satellites and spacecraft fragments.\u201d That number will increase exponentially in the coming years, as access to space grows and low-cost launch vehicles and small satellites become the norm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the vice president\u2019s brief statements at Space Symposium didn\u2019t lay out the specifics of the Commerce Department\u2019s new responsibilities, if Commerce is able to take a larger role in regulating space traffic, it follows that the U.S. military will have more resources to focus on the business of war fighting in space.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnder this new policy, we will preserve the integrity of our critical space assets and foster an orbital environment, where America\u2019s space companies can propel our nation to new heights for generations to come,\u201d Pence said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brian Weeden, director of program planning for space policy think tank Secure World Foundation and a former Air Force officer who worked in space situational awareness, tweeted that the announcement sounded \u201cvery much like what Obama [administration] was working on\u201d except with the Department of Commerce, not Transportation, in the lead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his 23-minute-long speech, Pence praised President Donald Trump\u2019s leadership on space issues, touted the work of the Space Council he chairs and recognized leaders in the audience including Air Force Secretary Heather Wilson and Rep. Jim Bridenstine, who has been nominated as NASA\u2019s administrator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But for the most part, his speech was focused on space exploration and reforms to the commercial space industry. He did not touch on national security space issues \u2014including <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/14\/trump-touting-space-force-puts-air-force-in-awkward-spot\/\" title=\"\" class=\"\" target=\"_blank\">Trump\u2019s own call for a \u201cSpace Force.\u201d <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The closest Pence got to speaking explicitly about national security was during his opening comments, which mentioned the work of the defense industrial base in developing the weaponry used to <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/04\/14\/us-launched-105-weapons-against-syria-with-none-intercepted-dod-says\/\" title=\"\" class=\"\" style=\"\" target=\"_blank\">strike Syrian chemical weapons sites on Friday<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vice president didn\u2019t call out Raytheon or Lockheed Martin \u2014 which manufacture the Tomahawk cruise missiles and Joint Air-to-Surface Standoff Missiles launched during the airstrikes \u2014 by name. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he said he was mindful of \u201dmany of the great American companies that helped develop the missile technology,\u201dadding that he would be \u201cremiss not to express the great admiration and gratitude of the commander in chief and the American
