{"id":62687,"date":"2022-12-28T21:00:00","date_gmt":"2022-12-28T21:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/12\/28\/lockheed-challenges-us-armys-helicopter-award\/"},"modified":"2026-08-08T00:43:21","modified_gmt":"2026-08-08T00:43:21","slug":"lockheed-challenges-us-armys-helicopter-award","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2022\/12\/28\/lockheed-challenges-us-armys-helicopter-award\/","title":{"rendered":"Sikorsky challenges US Army\u2019s helicopter award"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Sikorsky has filed a protest with the Government Accountability Office over the <a href=\"https:\/\/www.defensenews.com\/industry\/2022\/12\/05\/us-army-makes-largest-helicopter-award-in-40-years\/\" target=\"_blank\">U.S. Army\u2019s contract award to Textron\u2019s Bell <\/a>to build the <a href=\"https:\/\/www.defensenews.com\/land\/2021\/07\/12\/us-army-triggers-future-long-range-assault-aircraft-competition\/#:~:text=The%20RFP%2C%20obtained%20by%20Defense%20News%2C%20lays%20out,aircraft%2C%20followed%20by%20two%20limited-user%20evaluation%20prototype%20aircraft.\" target=\"_blank\">Future Long-Range Assault Aircraft<\/a>, expected to be the service\u2019s largest helicopter procurement in 40 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GAO confirmed it has an \u201copen protest filed today [Dec. 28] by Sikorsky Aircraft Corporation challenging the award of the Army\u2019s Future Long Range Assault Aircraft (FLRAA).\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government watchdog noted it is required to issue a decision no later than April 7, 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FLRAA competition pitted two aircraft head to head: <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/12\/18\/v-280-valor-flies\/\" target=\"_blank\">Bell\u2019s V-280 Valor,<\/a> a tiltrotor aircraft, and Lockheed Martin\u2019s <a href=\"https:\/\/www.defensenews.com\/land\/2019\/03\/21\/sikorsky-boeing-defiant-helo-takes-first-flight\/#:~:text=The%20SB-1%20Defiant%20flew%20for%20more%20than%2030,the%20aircraft%20extensively%20before%20flight%20to%20reduce%20risk.\" target=\"_blank\">Sikorsky and Boeing\u2019s Defiant X,<\/a> which features coaxial rotor blades. Both aircraft were designed to fit into the same footprint as a Black Hawk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paul Lemmo, Sikorsky\u2019s president, said in a statement the team conducted \u201ca thorough review of the information and feedback provided by the Army.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe data and discussions lead us to believe the proposals were not consistently evaluated to deliver the best value in the interest of the Army, our soldiers and American taxpayers,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deal for the next-generation helicopter is worth up to $1.3 billion and is set to replace about 2,000 Black Hawk utility helicopters. FLRAA will not serve as a 1-to-1 replacement for existing aircraft, but it will take over the roles of the Black Hawk \u2014 long the workhorse of the Army for getting troops to and around the battlefield \u2014 around 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The engineering and manufacturing development as well as the low-rate production phase could be worth roughly $7 billion. If the full complement of aircraft are purchased across the entire life of the fleet, the program could be worth around $70 billion to include potential foreign military sales, the Army\u2019s program executive officer for aviation, Maj. Gen. Rob Barrie, said during a Dec. 5 media roundtable<b> <\/b>following the Army\u2019s selection of Bell.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army officials said the service sought to ensure the FLRAA program decision would be unassailable. Yet, Army acquisition chief Doug Bush said during the Dec. 5 briefing that the service \u201canticipated [a protest] potentially happening and [has] accounted for that in our timelines.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement Wednesday, an Army spokesman said the service \u201cwill comply with GAO requirements,\u201d adding that the Army will not be making further comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bell did not immediately respond to a request for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, the Connecticut delegation on Capitol Hill said they had not \u201cyet been able to get the answers that we need regarding how the Army came to their original decision on FLRAA.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The statement, released by Connecticut Democrats Sens. Richard Blumenthal and Chris Murphy and Reps. Rosa DeLauro, John Larson, Joe Courtney, Jim Himes and Jahana Hayes, said the members are \u201chopeful that this protest action and the forthcoming process will shed light on the Army\u2019s decision
