NEW DELHI \u2014 While\u00a0India’s Narendra Modi government claims to have cleared new defense programs worth $30 billion aimed at\u00a0boosting the <\/span>domestic industry,\u00a0companies since it came to power in May 2014, but <\/span>it could still take more than 10 ten <\/span>years to reach\u00a0the contract stage because of lengthy procurement cycles and slow pace of <\/span>decision-making.<\/p>\n\n\n\n

Analysts and military officials welcome the “Make in India” concept policy move <\/span>but private defense companies are apprehensive it reflects only a that this policy is still on <\/span>paper policy and that there is no clear roadmap to laid which could help <\/span>boost indigenous weapons production and in a bid to <\/span>reduce dependence on imports.<\/p>\n\n\n\n

The thrust of the “Make in India” policy is to reduce weapon\u00a0imports from the current 70 percent of acquisition to about cut the level of weapons import from the current level of 70 percent to around <\/span>50 percent in the next 10 ten <\/span>years as India plans to spend buy equipment buy weapons worth<\/span>$150 billion on equipment in the next 15 years.<\/p>\n\n\n\n

“The implementation and a flat growth in [defense] acquisition funding continues to be an issue. The real challenge is whether the Make in India concept is just about adding to the state-owned enterprises’ assembly lines with private sector production facilities or is it about creating indigenous defense products in the country,” says Rahul Choudhary, CEO of private sector Tata Power SED.<\/p>\n\n\n\n

Given the delayed procurement process, <\/span>It can take up to 10ten<\/span> years for a defense program to achieve final approval. get finalized from the initial stage.<\/span><\/p>\n\n\n\n

“Approvals are important as these pave the way for the tendering process to start but it is more important to ensure that the post-approval process does not get stymied at any of the subsequent stages in the procurement cycle, as has been happening so often,”\u00a0said\u00a0Amit Cowshish, the Defence Ministry’s Ministry of Defence (MoD’s) <\/span>former additional financial adviser.<\/p>\n\n\n\n

“There is no dearth of cases in which the request for proposal (RFPs) <\/span>gets retracted, and commencement of the contract negotiations is no guarantee that the contract is on the horizon,” Cowshish added.<\/p>\n\n\n\n

The mother of all defense deals, the Medium Multirole Combat Aircraft\u00a0(MMRCA)\u00a0<\/span>program, which was abandoned after three years of negotiations, is a case in point, he said. says Cowshish.<\/span><\/p>\n\n\n\n

Some analysts say the “Make in India” policy is misleading because currently <\/span>there is no distinct category in the Defence Procurement Procedures (DPP) called for<\/span> “Make in India.” category.<\/span><\/p>\n\n\n\n

The As of now only “<\/span>Make in India\u00a0category is meant for weapon <\/span>projects to be manufactured by only domestic companies from the design to the development and production stages. Under this category, about\u00a080 percent of the funding is provided by <\/span>the MoD provides about\u00a080 percent of the funding\u00a0to develop high-tech system\u00a0prototypes. So far, no not a single <\/span>projects have\u00a0been executed in this category.<\/p>\n\n\n\n

Under the second category, is the <\/span>Buy and Make (India), category under which <\/span>tenders are given only to domestic companies that\u00a0can then tie up with overseas companies able to\u00a0transfer\u00a0technology.<\/p>\n\n\n\n

Talking about the slow progress in the Make in India\u00a0category, Cowshish said,\u00a0“These are complex projects which require a great deal of planning.\u00a0To\u00a0add to the woes, the procedure is also complex and time consuming. But the problem so far has been with selection of the development agencies which, in turn, is attributable to tardy decision-making.”<\/p>\n\n\n\n

Appreciating the efforts of the current <\/span>government efforts to promote\u00a0in promoting <\/span>the Make in India category, which has seen no confirmed order so far <\/span>a senior MoD official said, “But <\/span>Defense Minister [Manohar]\u00a0Parrikar\u00a0has made certain forward-looking changes to the Make procedure,\u00a0such as according priority to the micro, small and medium enterprises, (MSMEs)- <\/span>providing for up to 90 percent funding, enlarging the scope of Make\u00a0projects and making the entire process more operationally viable.”<\/p>\n\n\n\n

A select panel set up by the MoD called the Aatre Committee recommended in January 2016 <\/span>that to help boost the <\/span>private sector defense companies serving as strategic partners (SPs) from the private sector <\/span>should be selected to build large systems on nomination basis \u2014\u00a0a process currently used only for facility given by MoD only given to <\/span>state-owned enterprises.<\/p>\n\n\n\n

The MoD has yet to accept the recommendations and announce a separate <\/span>policy on selection of private companies as strategic partners. as it is still unclear how a private company could be selected as SP.<\/span><\/p>\n\n\n\n

Vivek Rae, MoD’s former chief of defense procurement, said,\u00a0“National champions need to be identified, nurtured and built over decades through a flow of orders on cost-plus basis wherever price discovery is not possible through competitive bidding. This is likely for complex systems like submarines, warships and aircraft. India has followed this approach for defense public sector undertakings (PSUs) <\/span>but not for private sector.”<\/p>\n\n\n\n

The Hence PSUs order books are full while private sector languishes. The <\/span>challenge, he said, is to develop strategic partners in the private sector.<\/p>\n\n\n\n

Rae however says, <\/span>“A national consensus should be created for this effort, cutting across party lines. Otherwise, allegations may fly thick and fast.\u00a0Only companies with deep pockets and established credentials can qualify as strategic partners. Others will have to be satisfied as tier one or tier two vendors to strategic partners.”<\/p>\n\n\n\n

While <\/span>Analysts and weapon users support self-reliance appreciate efforts to become self-reliant <\/span>in weapons production but they <\/span>remain skeptical about whether India would become a leading weapon producer s of weapons <\/span>one day.<\/p>\n\n\n\n

Giving reason for this skepticism, Rahul Bhonsle, retired Indian Army brigadier general, said,\u00a0“There are two problems in this:\u00a0\u00a0trust in government policies and investment. The private sector lacks trust in the government policies and are thus unwilling to investment<\/span> unless there is clarity in the same.<\/p>\n\n\n\n

“The way ahead for the government is to provide the seed money to selected private sector manufacturers with proven capabilities rather than floating requests for information ( RFI) <\/span>to multiple vendors in the hope that competition will bring better outcomes,”\u00a0added <\/span>Bhonsle said.<\/p>\n\n\n\n

A senior executive of a leading private sector defense company, however, said, “The policy to boost the domestic private sector should be fast converted to orders for the private sector. If that does not happen then the green shoots which are beginning to appear in the defense industry will disappear quite rapidly and we will be back to where we started.”<\/p>\n\n\n\n
