{"id":62876,"date":"2018-07-23T18:39:40","date_gmt":"2018-07-23T18:39:40","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/07\/23\/jim-mattis-warns-congress-not-to-block-turkey-from-f-35-program\/"},"modified":"2026-08-08T00:39:20","modified_gmt":"2026-08-08T00:39:20","slug":"jim-mattis-warns-congress-not-to-block-turkey-from-f-35-program","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/07\/23\/jim-mattis-warns-congress-not-to-block-turkey-from-f-35-program\/","title":{"rendered":"Jim Mattis warns Congress not to block Turkey from F-35 program"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Defense Secretary Jim Mattis is urging Congress not to <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/05\/25\/turkey-threatens-retaliation-if-new-bill-stops-f-35-sale\/\" target=_blank>bar Turkey from purchasing the Lockheed Martin F-35<\/a>, arguing that to do so would trigger an international \u201csupply chain disruption\u201d resulting in delays and higher costs for the $100 million aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt this time, I oppose removal of Turkey from the F-35 program,\u201d Mattis said in a letter to lawmakers <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/07\/11\/giant-pentagon-policy-bill-kicks-off-closed-door-debate\/\" target=_blank>negotiating over the 2019 National Defense Authorization Act<\/a>. Turkey, a NATO ally who has invested $1.25 billion in the program since 2002, plans to buy 100 aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the Turkish supply chain was disrupted today, it would result in an aircraft production break, delaying delivery of 50-75 F-35s, and would take approximately 18-24 months to re-source parts and recover.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pentagon plans call for acquiring a total of 2,456 F-35s. Allies are expected to purchase hundreds of additional F-35s, and eight nations, including <a href=\"https:\/\/www.defensenews.com\/air\/2018\/01\/30\/japan-base-welcomes-1st-deployed-f-35a-but-industry-hiccups-delay-fighters-supplies\/\" target=\"_blank\">Japan<\/a>, <a href=\"https:\/\/www.defensenews.com\/air\/2018\/04\/20\/south-koreas-f-35-purchase-under-probe\/\" target=\"_blank\">South Korea<\/a>, <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/06\/12\/denmarks-air-chief-on-standing-up-the-f-35-and-dealing-with-russia\/\" target=\"_blank\">Denmark<\/a> and <a href=\"https:\/\/www.defensenews.com\/air\/2017\/11\/06\/norway-accepts-its-first-three-f-35s\/\" target=\"_blank\">Norway<\/a>, are cost-sharing partners in the program with the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate\u2019s defense policy and appropriations bills include language to delay sales of the jet to Turkey over its plans to buy the Russian S-400 air defense system and its detainment of American pastor Andrew Brunson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mattis, in the July 7 letter, assured lawmakers the Trump administration was pressing Turkey on both issues and acknowledged Congress\u2019s concerns with Turkey\u2019s \u201cauthoritarian drift and its impact on human rights and the rule of law.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO officials have warned of \u201cnecessary consequences\u201d for Turkey should it purchase the S-400, which cannot be made interoperable with NATO and U.S. assets deployed in Turkish territory.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nato-priorities\/2018\/06\/21\/turkey-gets-first-f-35-as-congress-put-pressure-on-pentagon-to-stop-future-deliveries\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"189\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4062522.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Turkey gets first F-35, but faces halt on future deliveries if Congress gets its way<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">At Turkey&#039;s F-35 rollout ceremony, there was flute-playing, a man in a bird outfit, and not a word about its controversial S-400 deal with Russia.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Turkish officials have threatened reprisals if the U.S. cuts it off from the F-35 and have <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/07\/11\/turkey-defiant-on-purchase-of-russian-s-400-anti-missile-weapon\/\" target=_blank>defended<\/a> the choice to buy the Russian S-400 missile defense system as the second-best option only because NATO allies declined to sell Western hardware.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A copy of Mattis\u2019s letter, previously reported by Bloomberg, was provided to Defense News on Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Senators Bob Corker, R-Tenn., and Bob Menendez, D-N.J., the chairman and ranking member of the Senate Foreign Relations Committee, have introduced bipartisan legislation to restrict loans from international financial institutions to Turkey until the Turkish government ends what they call the \u201cunjust\u201d detention of U.S. citizens.
