{"id":62884,"date":"2022-10-12T12:03:17","date_gmt":"2022-10-12T12:03:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/10\/12\/experts-urge-us-logistics-revamp-in-light-of-ukraine-war\/"},"modified":"2026-08-08T00:39:48","modified_gmt":"2026-08-08T00:39:48","slug":"experts-urge-us-logistics-revamp-in-light-of-ukraine-war","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/home\/2022\/10\/12\/experts-urge-us-logistics-revamp-in-light-of-ukraine-war\/","title":{"rendered":"Experts urge US logistics revamp in light of Ukraine war"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 American and allied forces must adapt their logistics planning to incorporate lessons from the war in Ukraine, issue experts said at the annual meeting of the Association of the U.S. Army here on Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur logistics structure has changed through the time that we were in Afghanistan and Iraq,\u201d retired Army Gen. Mike Scaparrotti, a former commander of U.S. forces in Europe and now a senior counsel at the Cohen Group, said. \u201cIt\u2019s not really established for high intensity conflict, nor are we supplied for high intensity conflict.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This need can be seen in the quantity of U.S. munitions production \u2014 and how the war in Ukraine has drained weapons stockpiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the conflict began in February, the U.S. military has sent enough weapon systems and munitions to Kyiv that it could leave the Pentagon at risk of going under minimum stockpiles requirements for war plans and continue training, according to <a href=\"https:\/\/www.csis.org\/analysis\/united-states-running-out-weapons-send-ukraine\" target=\"_blank\">CSIS<\/a>. To prepare for a protracted conflict, T.X. Hammes, a distinguished fellow at the Institute for National Security Studies, said preparations must be made to produce enough munitions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe other things is that I think we have to think in terms of a long war,\u201d T.X. Hammes said. \u201cSince 1754, any time two healthy powers fight each other, wars are years to decades [in length]. We buy munitions for weeks-long wars.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CSIS analysis said that the U.S. inventory of staples in the war in Ukraine, such as High Mobility Artillery Rocket Systems (HIMARS) and javelin missiles, was now limited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, just the production of more munitions and weapons systems will not be enough to win a future high-intensity conflict, the experts said. Moving supplies and operations to the front lines will be critical to the U.S.\u2019s mission \u2014 as has been seen with Ukraine\u2019s ability to keep supply lines intact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cInvestments in logistics are often subject to cuts because it\u2019s not the \u2018tooth,\u2019\u201d Cynthia Cook, a senior fellow at the <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/space\/2022\/04\/04\/experts-say-russias-use-of-counterspace-capabilities-could-make-2022-a-pivotal-year-for-space-security\/\" target=\"_blank\">Center for Strategic and International Studies<\/a>, said. \u201cBut what we\u2019re seeing in this war that the tail is the tooth.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the U.S.\u2019s shrinking stockpiles of munitions and weapons, Cook said that the armed forces and defense industry should look at the bigger picture: a U.S. military fighting \u2014 and producing \u2014 alongside its allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat this war shows is also the importance of allies and partners,\u201d Cook said. \u201cUkraine has pulled from a much wider range of allies than Russia has been able to, and if we think about the U.S. industrial base situated within the industrial base of our allies and
