{"id":63007,"date":"2022-11-15T20:17:52","date_gmt":"2022-11-15T20:17:52","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/11\/15\/britain-to-join-eu-push-for-easing-the-flow-of-forces-in-europe\/"},"modified":"2026-08-08T00:45:24","modified_gmt":"2026-08-08T00:45:24","slug":"britain-to-join-eu-push-for-easing-the-flow-of-forces-in-europe","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2022\/11\/15\/britain-to-join-eu-push-for-easing-the-flow-of-forces-in-europe\/","title":{"rendered":"Britain to join EU push for easing the flow of forces in Europe"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">STUTTGART, Germany \u2014 The United Kingdom will join a European Union initiative to help military troops and equipment move swiftly across the continent, with alliance officials citing Russia\u2019s war against Ukraine as a critical factor in bringing the former EU member on board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement was made during a Nov. 15 meeting of the EU\u2019s Foreign Affairs Council on defense issues in Brussels, where the council adopted a decision to invite the UK to join the Permanent Structured Cooperation\u2019s (PESCO) Military Mobility project, which was launched in 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">London recently requested to participate in the program, which aims to streamline and standardize cross-border military transport procedures within the EU, for example by cutting red tape on customs requirements between nations. Union ambassadors endorsed Britain\u2019s inclusion in the program in mid-October, teeing up the formal decision at the defense and foreign ministers\u2019 regular autumn session.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the project is four years in the making, the ongoing Russian invasion of Ukraine has caused EU members to more readily focus on the need to quickly move across the continent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSharing information and experiences with key partners is crucial. The PESCO project \u2018Military Mobility\u2019 provides the right platform in this regard,\u201d said Josep Borrell, the EU\u2019s high representative for foreign affairs and security policy, in a Tuesday statement. \u201cEnsuring fast movement and secure transport of armed forces is crucial to improve the EU and NATO\u2019s ability to respond to crises, in particular now as we provide urgent military support to Ukraine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.K. Minister of Defense Ben Wallace on Nov. 14 called the Military Mobility project \u201can important scheme for all of us to move our assets around Europe at the time of a war.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a bilateral press conference with Germany\u2019s Defense Minister Christine Lambrecht, Wallace shared that Britain \u201cstill has concerns overall\u201d with PESCO\u2019s policy on third-party involvement, along with the protection of intellectual property. But he noted that this particular initiative made sense for both the EU and its former member.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI take a pragmatic case-by-case basis. This [project] suited perfectly,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lambrecht added that Germany appreciated that London will participate in the project, and called the U.K. \u201ca very, very important\u201d partner when it comes to deploying troops in Europe. British troops currently lead one of NATO\u2019s Enhanced Forward Presence (EFP) battle groups in Estonia, and a handful of Royal Air Force (RAF) service members participated in<a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/11\/10\/baltic-tiger-drill-tests-berlin-to-tallinn-flow-of-reinforcements\/\"><i><u> <\/u><\/i><u>the recent \u201cBaltic Tiger\u201d exercise coordinated by Germany\u2019s Air Force and Navy, at Estonia\u2019s \u00c4mari Air Base.<\/u><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.pesco.europa.eu\/project\/military-mobility\/\">According to PESCO<\/a> guidance, the Military Mobility project\u2019s goals will be achieved via a number of working groups within and beyond the Union, and with EU institutions. The Netherlands serves as lead coordinator for the program, and other members include: Austria; Belgium; Bulgaria; Cyprus; the Czech Republic; Germany; Estonia; Greece; Spain; Finland; France; Croatia; Hungary; Italy; Lithuania; Luxembourg; Latvia; Poland; Portugal; Romania; Sweden; Slovenia; and Slovakia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Canada, Norway and the United States joined the project as non-EU members in 2021, and at the time were the first third-party partners to join a PESCO project.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>London has reservations
