{"id":63185,"date":"2022-12-06T19:59:16","date_gmt":"2022-12-06T19:59:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/12\/06\/sweden-getting-into-the-nato-groove-by-aiding-ukraine-boosting-budget\/"},"modified":"2026-08-08T00:46:14","modified_gmt":"2026-08-08T00:46:14","slug":"sweden-getting-into-the-nato-groove-by-aiding-ukraine-boosting-budget","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2022\/12\/06\/sweden-getting-into-the-nato-groove-by-aiding-ukraine-boosting-budget\/","title":{"rendered":"Sweden getting into the NATO groove by aiding Ukraine, boosting budget"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">HALIFAX, Nova Scotia \u2014 Days after Sweden announced its largest military aid package yet for <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/\" target=\"_blank\">Ukraine<\/a>, its lead defense officials are positioning the Nordic country\u2019s contributions as an example of what to expect from Stockholm as a <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/03\/04\/nato-brings-finland-sweden-on-board-for-all-ukraine-conflict-discussions\/\" target=\"_blank\">NATO<\/a> member.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ramping up aid from portable anti-tank weapons to heavy-duty anti-aircraft systems was just the latest in a whiplash-inducing array of changes for Sweden after Russia\u2019s invasion of Ukraine in February. After 200 years of nonalignment, Sweden is now a NATO aspirant, prompting a fast-tracked rewrite of its defense strategy and \u2013 from its new center-right government \u2013 <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/11\/22\/sweden-boosts-defense-spending-nato-goal-in-mind\/\" target=\"_blank\">a major defense budget boost<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ticking off his top priorities for Defense News on the sidelines of the Halifax International Security Forum last month, Sweden\u2019s newly appointed defense minister, P\u00e5l Jonson, started with aid to Ukraine. Days earlier, the government announced a package worth $287 million that was larger than all of its previous aid combined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFirst priority: stepping up economic, military, political and humanitarian support for Ukraine, including the transfer of more advanced weapons systems,\u201d Jonson said Nov. 19. He added that the latest package included \u201cair defense and winter equipment \u2013 because that\u2019s what the Ukrainians need.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Swedish military\u2019s supreme commander, Gen. <a href=\"https:\/\/www.defensenews.com\/interviews\/2021\/12\/27\/swedens-top-general-on-watching-russia-and-responding-to-an-invasion-of-ukraine\/\" target=\"_blank\">Micael Byd\u00e9n<\/a>, in a separate interview, pointed to the political unity to support the new aid package.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll of the sovereign countries need to be able to defend ourselves, and I would argue there\u2019s a greater understanding to take more national risk and make sure the Ukrainians have what they need,\u201d Byd\u00e9n said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jonson said the next priority is to become a NATO member \u201cas soon as possible,\u201d with Stockholm \u201ceager\u201d to contribute to NATO\u2019s collective defense through the alliance\u2019s enhanced forward presence arrangement along the eastern boundary, air policing or standing maritime forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sweden, along with fellow unaligned Nordic nation <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/05\/12\/finlands-top-leaders-press-for-rapid-nato-membership\/\" target=\"_blank\">Finland<\/a>, is currently awaiting unanimous consent from NATO members to join the alliance, a process that could reach its conclusion in 2023 despite reservations about their applications from Hungary and Turkey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new government, meanwhile, has set a course under its civil-military \u201cTotal Defense\u201d plans to boost the defense budget by $800 million in 2023, backed by higher investments in cyber-defense, signals intelligence, defense preparedness and the expanded intake of military personnel. Sweden\u2019s new government has accelerated the goal for defense spending to hit 2% of gross domestic product from 2026 to 2028 \u2013 as Germany and others have vowed to take similar steps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJust because we\u2019re joining NATO doesn\u2019t mean we can in any way reduce the pace of our own defense investments,\u201d Jonson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent days, top defense officials in Europe say arms shortages among Ukraine\u2019s Western allies are forcing <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/11\/21\/weapons-shortages-spark-tough-choices-for-ukraines-allies\/\" target=\"_blank\">difficult conversations<\/a> about how to balance support for Ukraine with concerns Russia may target them next, and just how much equipment the defense industry can quickly produce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jonson said the push to support Ukraine and increased defense spending from Sweden and other Western nations has put \u201cquite a lot of pressure\u201d on the defense industrial base, and it must meet the moment. \u201cIt\u2019s important to ramp up industrial production in order to keep up with these expectations,\u201d Jonson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Front of mind for Johnson is a government finding in May that Sweden must think not only in terms of industrial capacity but reliable supplies. The idea is to fix capacity that is lagging from Europe\u2019s underinvestment in defense after the Cold War.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe all need to step up and get better burden-sharing across the Atlantic,\u201d Jonson said. \u201cExports were very important for [Sweden\u2019s] industrial base outside Europe, but now the demand is going to pick up inside Europe.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jonson said that Sweden\u2019s robust defense industry, which already has \u201cstrong and viable transatlantic links\u201d is yet another way it will improve NATO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor being a quite small country, we have quite a vibrant defense industrial base,\u201d he said. \u201cThere\u2019s no other country of 10 million that can produce submarines, surface combatants, advanced artillery systems, combat vehicles and fighter aircraft.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/2022\/06\/04\/major-baltic-sea-exercise-kicks-off-as-swedish-finnish-nato-bids-wait-on-turkey\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22155574464512.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Major Baltic Sea exercise kicks off as Swedish, Finnish NATO bids wait on Turkey<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The NATO exercise BALTOPS \u2013 to be held on the Baltic Sea next week \u2013 is the latest showing of unity and military strength as Sweden and Finland trade neutrality for NATO\u2019s embrace in the wake of Russia\u2019s three-month-old invasion of Ukraine.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">For Byd\u00e9n, one challenge is that nearly every Western country is looking to the defense industry to ramp up to meet their defense needs simultaneously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you end up too far down in the row, you will not get what you need, you will not get deliveries,\u201d Byd\u00e9n said. \u201cWe\u2019re in a close dialogue with the defense industry, where the needs are greater than the capacity to step up \u2015 if we continue the way we have done.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Swedish defense industry must make a \u201cmental transition\u201d as it is called upon to quickly refill weapons stockpiles sent to Ukraine, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the haste to ramp up production, there\u2019s the dilemma of who moves first \u2013 industry, by building new manufacturing capacity, or governments, by firing up their military-procurement machinations, Byd\u00e9n said. \u201cI wouldn\u2019t point fingers here because we have challenges just to make sure we do our part, and industry has theirs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To Jonson, the war highlights the importance of civil resilience, troop morale and training \u2013 but also the role of counter-drone capabilities, space-based information and reconnaissance satellites, rocket artillery and long- and medium-range cruise missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roughly a year after Sweden became the first non-NATO partner to acquire the Patriot missile system, Byd\u00e9n last month visited Fort Sill, Oklahoma. It\u2019s home to the U.S. Army\u2019s fires school and where Swedish troops were training to use the Raytheon-made system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Byd\u00e9n said Patriot satisfies a requirement in Sweden\u2019s new plans, but there\u2019s a gap for a long-range precision strike capability. He said the gap could one day be filled by a multiple launch rocket system like the Lockheed-made High Mobility Artillery Rocket System (HIMARS) \u2013 or even a fighter jet with a strike capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the military would typically hold a competition to fulfill that need, Byd\u00e9n said a discussion with political leaders was underway, and the ability to move quickly was a priority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a discussion now, what are the capabilities and what are our requirements, and then we\u2019ll find the system,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With Moscow\u2019s land forces tied up in Ukraine, Sweden sees more of a diplomatic, economic, political, informational and cyber threat to be ready for. \u201cThey still have an air force that, if not fully intact, they can use; they have maritime forces, but we don\u2019t see Russian conventional forces around our border in a way that we are worried about,\u201d Byd\u00e9n said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2199\" height=\"1466\" src=\"\/wp-content\/uploads\/2026\/08\/220901-005.jpeg.jpg\" alt=\"\" class=\"wp-image-117101\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/220901-005.jpeg.jpg 2199w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/220901-005.jpeg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/220901-005.jpeg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/220901-005.jpeg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/220901-005.jpeg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/220901-005.jpeg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 2199px) 100vw, 2199px\" \/><figcaption class=\"wp-element-caption\">Gen. Micael Byd\u00e9n, the Swedish chief of defense, at Exercise Vigilant Knife in August, which was aimed at interoperability between forces from the UK, Sweden and Finland.<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">As Sweden prepares for NATO membership, Byd\u00e9n argued Sweden has done \u201cthe bulk of the job over the years\u201d of integrating with NATO, as a close partner after cooperating in Afghanistan and Libya operations, and through many joint exercises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know each other at the command level down to soldiers and sailors. They know what we\u2019re capable of, and we know the requirements,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A major shift will come in the form of integrated operational planning, and another will be the inclusion of 200 Swedish personnel into dedicated NATO roles \u2013 a significant number for Sweden\u2019s force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey will not happen the first day, but we need to prove and show we are serious,\u201d Byd\u00e9n said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adding Finland and Sweden to the alliance essentially <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/06\/02\/how-sweden-and-finland-could-reshape-natos-northern-security\/\" target=\"_blank\">turns the Baltic Sea into a NATO lake<\/a>, and Byd\u00e9n called the two countries the \u201cmissing pieces of the puzzle.\u201d He said Sweden also brings modern thinking and equipment as well as cold-weather fighting knowhow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will from day one be net contributors when it comes to military capabilities,\u201d he said. \u201cIt\u2019s not that Sweden will bring volume, but we will bring quality, and we are a modern force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Byd\u00e9n said Sweden\u2019s relative independence for so many years and well-developed civilian total defense concept mean it has something to teach other countries in the realm of NATO\u2019s Article 3, which requires civil resilience and preparedness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a part where we also can contribute with our knowledge about a strong defense, total defense \u2013 civil and military defense in combination,\u201d he said. \u201cLook at Ukraine right now. Russia is not only fighting a military force that\u2019s strong but they are fighting an entire country where the willingness to defend [is] tremendous.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, Byd\u00e9n said he felt the Swedish mindset, after two centuries of non-alignment, will have to adjust to absorb what it means to be in NATO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will be a country that needs to understand that we will, in harsh times, be secured and defended by the alliance \u2013 but we are also expecting to defend the alliance every given hour or time,\u201d Byd\u00e9n said. \u201cWe are not there, and this is a mental transition for the entire country that we need to work on with more proactive information, education.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite fears that spiking energy costs will hurt European support for Ukraine, Jonson said he was glad to see strong support in Sweden, and he predicted it would endure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know in some other countries there\u2019s a certain degree of fatigue, but I feel there\u2019s both political and public support for stepping up support for Ukraine,\u201d he said. \u201cThere\u2019s a lot of momentum, and that\u2019s great.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along similar lines, Byd\u00e9n said he expects more decisions from Stockholm to aid Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we talk about back home is we need to bear the consequences of the war that is being fought in Ukraine,\u201d Byd\u00e9n said. \u201cEverything that happens right now, whether it be economic, energy, we just have to bear.
