But that doesn\u2019t mean all military budget trims are off the table.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At issue are $130 billion in spending reductions that Rep. Kevin McCarthy, R-Calif., agreed to last week in order to muster the votes he needed to become House speaker. The rightmost flank of his caucus agreed to allow him to take the leadership post after a protracted 15-vote battle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McCarthy showed the Republican conference a slideshow Tuesday that reiterated his vow to cap discretionary spending levels for next year to fiscal 2022 levels, though a slide specifically singled out \u201cnon-defense discretionary spending.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Immediately after, House Majority Leader Steve Scalise, R-La., told reporters that Republicans \u201chaven\u2019t talked about reducing defense spending.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their comments were meant to assuage concerns from Republican defense hawks that the agreement could force Congress back into sequestration \u2014 automatic spending cuts enacted last decade that also reduced the Pentagon budget top line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Republicans who lead the House Armed Services Committee are already eyeing possible Pentagon savings through platform divestments and bureaucracy reductions while they plan for drastic reductions in nonmilitary spending. Some proposals could put them on the same page as many of their Democratic counterparts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Armed Services Chairman Mike Rogers, R-Ala., who argued last year <a href=\"https:\/\/armedservices.house.gov\/news\/press-releases\/rogers-opening-statement-hearing-fy23-defense-budget-request\" target=\"_blank\">in favor of a 3% to 5% annual defense spending increase above the rate of inflation<\/a>, said he\u2019s \u201cnot worried\u201d McCarthy\u2019s spending deal would necessitate defense cuts \u2014 even as he considers opportunities for savings in the Pentagon budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The defense budget accounts for approximately half of all discretionary spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re going to start meeting right away about what I see as threats and challenges that we\u2019ve got to meet \u2014 and what I\u2019m planning to do \u2014 because we intend to do some cutting,\u201d Rogers said in a hallway interview on Tuesday. \u201cThere\u2019s some legacy systems and fat. There\u2019s a lot that can be taken out.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m going to talk about that first, see where that leaves us and then talk about the threats,\u201d he added. \u201cAnd they\u2019ve assured me they want to make sure we meet our challenges on threats. But we can\u2019t continue to ignore the debt that we\u2019ve got and the deficit spending.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Adam Smith of Washington, the top Democrat on the Armed Services Committee, also said Wednesday he wants military leaders to improve missile systems and drone technology while cutting back on costly legacy platforms that have limited applicability in future fights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLarge platforms still have a place, but they\u2019re not as invulnerable as they used to be,\u201d Smith said at the Brookings Institution, a Washington-based think tank. \u201cThe lessons that we\u2019re learning from the fight in Ukraine need to be applied, and we\u2019re grinding our way in that direction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m disappointed in the last two years that we haven\u2019t been able to mothball more existing weapons systems \u2014 cruisers, B-1s, F-22s and a whole bunch of other things,\u201d he added. \u201cBut the incoming chairman of the committee [Rogers] and I are of one mind on this; we\u2019ve got to be able to make sure that we\u2019re spending money where we need to spend it for the modern fight.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers on the Armed Services committees <a href=\"https:\/\/www.defensenews.com\/air\/2022\/12\/07\/congress-approves-a-10-retirements-more-f-35s-in-defense-bill\/\" target=\"_blank\">blocked the Air Force\u2019s plan to retire 33 Block 20 F-22s<\/a> when Congress passed the FY23 National Defense Authorization Act last month. (Airman 1st Class Bryan Guthrie\/U.S. Air Force)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Armed Services Committee Chairman <a href=\"https:\/\/www.defensenews.com\/video\/2022\/09\/07\/reed-wants-senate-to-pass-defense-authorization-bill-this-month\/\" target=\"_blank\">Jack Reed, D-R.I., also called for \u201ctough choices on legacy platforms\u201d at the Defense News conference last year<\/a>, noting that \u201cCongress has also created hurdles to divestment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/01\/10\/gop-pick-to-lead-house-china-committee-vows-to-win-new-cold-war\/\" target=\"_blank\">Mike Gallagher of Wisconsin<\/a>, who served as the top Republican on the House Armed Services Committee\u2019s military personnel panel last year, thinks a defense spending increase is still possible, even as he floated other potential savings measures at the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s no world in which any budget resolution that cuts defense passes the House,\u201d Gallagher told Defense News. \u201cIf there is, that budget resolution would be dead upon arrival.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gallagher suggested the Pentagon achieve savings by \u201creducing the size of the bureaucracy\u201d and \u201cdownsizing the joint staff\u201d as well as the Office of the Secretary of Defense. He also suggested \u201creducing the size of the largest branch of the military \u2014 which is [Defense Department] civilians.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s very complicated, but that might be an option too where we can find some meaningful savings,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats are less optimistic that McCarthy can enact his spending agreement without defense cuts. Rep. Rosa DeLauro of Connecticut, the top Democrat on the Appropriations Committee, told Defense News that McCarthy\u2019s agreement would require the spending panel to look at \u201cdefense cuts as well\u201d and that it could cut the funding for veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. <a href=\"https:\/\/golden.house.gov\/sites\/evo-subsites\/golden.house.gov\/files\/evo-media-document\/10-jan-23-blue-dogs-defense-cuts6.pdf\" target=\"_blank\">Jared Golden, D-Maine, who sat on the Armed Services Committee last year, read a group of 11 other Democratic defense hawks in a letter to McCarthy<\/a> on Tuesday asking him not to cut defense spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And Rep. Ruben Gallego, D-Ariz., who chaired the Armed Services Committee\u2019s intelligence and special operations panel last year, told Defense News in an interview that the defense budget could go down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou don\u2019t need to take a meat cleaver to the defense budget; you should take a scalpel to it,\u201d he said. \u201cThere\u2019s always, I think, some legacy platforms that could be retired.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gallego also suggested finding efficiencies \u201cbetween reservists and active duty\u201d while working with \u201callied partners for them to pick up certain roles and responsibilities in other areas so that we can shift our focus to [the areas of responsibility for Indo-Pacific Command or European Command] instead of being all over the world with the expenses and logistics that go with it, too.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Republican defense hawks insist
