{"id":63337,"date":"2022-09-15T19:51:45","date_gmt":"2022-09-15T19:51:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/09\/15\/general-supply-chain-problems-are-hurting-nuclear-modernization\/"},"modified":"2026-08-08T00:32:33","modified_gmt":"2026-08-08T00:32:33","slug":"general-supply-chain-problems-are-hurting-nuclear-modernization","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2022\/09\/15\/general-supply-chain-problems-are-hurting-nuclear-modernization\/","title":{"rendered":"General: Supply chain problems are hurting nuclear modernization"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The nominee to lead the U.S. nuclear arsenal said Thursday that <a href=\"https:\/\/www.defensenews.com\/battlefield-tech\/space\/2022\/09\/14\/space-development-agency-launch-delayed-by-supply-chain-bid-protests\/\" target=\"_blank\">supply chain snags<\/a> that are <a href=\"https:\/\/www.defensenews.com\/air\/2021\/11\/23\/no-company-is-immune-supply-chain-woes-weigh-on-defense-firms\/\" target=\"_blank\">pummeling the defense industrial base<\/a> are also hurting Washington\u2019s plans to modernize its aging nuclear arsenal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would venture to say that it\u2019s probably being seen across the Department of Defense, but in particular for the nuclear portfolio,\u201d Air Force Gen. <a href=\"https:\/\/www.defensenews.com\/news\/your-air-force\/2022\/06\/14\/pentagon-to-swap-out-nuclear-boss-europe-commander\/\" target=\"_blank\">Anthony Cotton<\/a>, nominated to lead U.S. Strategic Command, told the Senate Armed Services Committee, at his confirmation hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without offering specifics, Cotton credited vendors with \u201cHerculean efforts\u201d to keep programs on track, but said \u201cthe realities of supply chain limitations and supply chain shortfalls\u201d have taken hold. It\u2019s taking some nuclear programs up to 90 days to source certain U.S.-made components that would have typically taken 10 days, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you look at what we need to do in regard to maintaining a flow and schedule to get our new, modernized systems online, if you introduce that into the flow, those delays right there are going to cause me concern,\u201d Cotton said. \u201cI think it\u2019s going to take everyone to understand how to close the gap on supply chain management, to get the supplies to industry partners who are trying to modernize this force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked by Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/09\/13\/senators-push-to-expedite-replacement-of-us-weapons-sent-to-ukraine\/\" target=\"_blank\">Jeanne Shaheen<\/a>, D-N.H., Cotton said he was no longer comfortable that needed U.S.-manufactured components and materials would be available. \u201cI did,\u201d he said, \u201cuntil we started to see that kind of eke into the schedule with problems in the supply chain.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2022\/05\/05\/us-nuclear-commander-warns-of-deterrence-crisis-against-russia-and-china\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1239026214.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US nuclear commander warns of deterrence \u2018crisis\u2019 against Russia and China<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The head of U.S. Strategic Command, which oversees the nuclear arsenal, warned Congress Wednesday Washington faces a deterrence crisis amid Russia\u2019s war in Ukraine and China\u2019s rapid nuclear modernization efforts.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Operating and modernizing the nuclear force will cost $634 billion in the 2021-2030 period, the nonpartisan Congressional Budget Office said last year. Along with the expense of the Energy Department managing nuclear stockpiles, the Defense Department is modernizing the sea, air and land-based legs of the nuclear triad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a wide-ranging hearing, Cotton punted on the sensitive question of whether he agrees with the Biden administration\u2019s plans to cancel the <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/05\/13\/the-navy-doesnt-want-nukes-on-ships-despite-interest-from-some-combatant-commanders\/\" target=\"_blank\">sea-launched nuclear cruise missile<\/a>, which deemed the SLCM-N as costly, redundant and destabilizing. Cotton said he was \u201cnot familiar\u201d with the system and wants to make his own assessment of whether it fills a capability gap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen it comes to SLCM-N, I must admit that I would like to be able to do like my predecessors before, to make an assessment on that,\u201d Cotton said. \u201cIf it is able to meet that capability gap that is there, I\u2019d like to be able to see that and assess that so I can make my best military assessment on the specific weapon system itself.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A list of four-star officers have come out against the administration\u2019s plans, including Strategic Command\u2019s current chief, Adm. <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/05\/04\/us-nuclear-commander-warns-of-deterrence-crisis-against-russia-and-china\/\" target=\"_blank\">Charles Richard<\/a>, Joint Chiefs Chairman Gen. <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/06\/01\/us-military-may-need-innovation-overhaul-to-fight-future-wars-milley-says\/\" target=\"_blank\">Mark Milley<\/a> and Vice Chairman Adm. <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/12\/08\/vice-chief-nominee-pledges-to-drive-acquisition-reforms\/\" target=\"_blank\">Christopher Grady<\/a>. Amid those assessments, lawmakers are poised to add funding through the annual defense policy bill and upend the administration\u2019s plans to cancel the missile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, Undersecretary of Defense for Policy <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/09\/08\/pentagon-leaders-discuss-chinas-space-ambitions-at-classified-meeting\/\" target=\"_blank\">Colin Kahl<\/a> offered a glimpse into the Biden administration\u2019s rationale against the SLCM-N, when asked in a public forum about Russian President Vladimir Putin\u2019s arsenal of low-yield nuclear weapons. Kahl said he dismissed \u201cthe notion that SLCM-N is somehow a silver bullet to the challenge we find from Putin in 2022, for a capability that doesn\u2019t pay off until the mid-2030s and comes with an enormous price tag.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes, nuclear weapons will remain the ultimate backstop, but we have to have the resources to invest in space, to invest in cyber, to invest in advanced conventional systems and emerging technologies,\u201d Kahl said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cotton, a career missile and space officer, manages the Air Force\u2019s nuclear weapons and bombers as commander of Air Force Global Strike Command. Nominated in June, he would replace Richard, who\u2019s been in the job since late 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amid lawmaker questions about the state of <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/2022\/03\/09\/how-jadc2-is-improving-nuclear-command-and-control\/\" target=\"_blank\">Nuclear Command, Control and Communications<\/a>, or NC3, Cotton assessed its cybersecurity as high and said he was pleased with efforts to link older and more modern systems.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/asia-pacific\/2021\/11\/03\/pentagon-chinese-nuke-force-growing-faster-than-predicted\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21307562231442.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon warns of China\u2019s progress toward nuclear triad<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">China is expanding its nuclear force much faster than U.S. officials predicted just a year ago, according to a Pentagon report.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Asked by Sen. <a href=\"https:\/\/www.defensenews.com\/cyber\/2022\/04\/07\/us-cyber-command-reinforces-ukraine-and-allies-amid-russian-onslaught\/\" target=\"_blank\">Jacky Rosen<\/a>, D-Nev., about a U.S. investigation into Chinese telecom firm\u2019s placement of equipment near U.S. missile silos, Cotton said the command is \u201cabsolutely looking into\u201d the potential cybersecurity threat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are really paying attention to what we\u2019re seeing as the Chinese are taking advantage of some of the opportunities that they can have near some of our ICBM facilities,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked about the possibility of <a href=\"https:\/\/www.defensenews.com\/air\/2022\/01\/19\/military-may-take-months-to-gauge-5g-safety-risks-to-aircraft\/\" target=\"_blank\">5G communications encroaching on spectrum<\/a> used for the nuclear enterprise and other national security uses, Cotton said it was \u201cincredibly critical\u201d that the military make federal regulators \u201cunderstand the necessity to protect certain bands.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf confirmed, I would want to collaborate with the FCC and others,\u201d he said, adding \u201cmaybe we need to message better\u201d on the importance of key spectrum bands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Looming over the hearing was Strategic Command\u2019s scramble to reimagine nuclear deterrence theory that simultaneously faces Russia and China \u2015 a process Cotton vowed to continue, if confirmed. Upending past assumptions, China is working more closely with Russia and it\u2019s expanding its nuclear force faster than previously predicted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs recently as 2018, we would describe China as having a minimal nuclear deterrent [and] that it was probably about regional hegemony,\u201d Cotton said. \u201cToday they\u2019re building ground-based ICBM silos, they have the H6-N nuclear-capable bomber that\u2019s a strategic launch platform.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked by Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/01\/29\/odd-couple-how-a-republican-senator-and-bidens-defense-secretary-became-friends-downrange\/\" target=\"_blank\">Dan Sullivan<\/a>, R-Alaska, about satellite imagery from 2021 showing three new missile field in western China with about 120 missile silos each, Cotton called it \u201cabsolutely incredible, and in such a short
