{"id":63421,"date":"2022-12-06T20:11:36","date_gmt":"2022-12-06T20:11:36","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/12\/06\/senator-vows-hold-on-military-nominees-over-pentagon-abortion-policy\/"},"modified":"2026-08-08T00:46:05","modified_gmt":"2026-08-08T00:46:05","slug":"senator-vows-hold-on-military-nominees-over-pentagon-abortion-policy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2022\/12\/06\/senator-vows-hold-on-military-nominees-over-pentagon-abortion-policy\/","title":{"rendered":"Senator vows hold on military nominees over Pentagon abortion policy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A prominent Republican senator is threatening to hold up all <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/08\/08\/dozen-pentagon-nominees-stalled-as-senate-leaves-for-august-recess\/\" target=\"_blank\">Defense Department nominations<\/a> over senior leaders\u2019 decision to provide leave and travel expenses to help <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2022\/10\/20\/military-to-provide-leave-travel-expenses-for-troops-seeking-abortion\/\" target=\"_blank\">troops access abortion services<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move comes as senior Pentagon officials express concerns over several unfilled leadership spots, including the assistant secretary of defense for manpower and reserve affairs, a key post in <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2022\/10\/13\/is-the-military-too-woke-to-recruit\/\" target=\"_blank\">recruiting and retention efforts<\/a>, and deputy undersecretary of defense for acquisition and sustainment, a key post for overseeing <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/12\/05\/army-plans-dramatic-ammo-production-boost-as-ukraine-drains-stocks\/\" target=\"_blank\">stocks of arms sent to Ukraine<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a letter to <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/12\/04\/keep-covid-19-military-vaccine-mandate-defense-secretary-says\/\" target=\"_blank\">Defense Secretary Lloyd Austin<\/a> on Monday, Alabama <a href=\"https:\/\/www.airforcetimes.com\/opinion\/commentary\/2021\/06\/23\/the-va-should-consider-hyperbaric-oxygen-as-a-worthwhile-treatment-for-vets\/\" target=\"_blank\">Sen. Tommy Tuberville<\/a> \u2014 a member of the Senate Armed Services Committee \u2014 said the move is designed to force military leaders to provide a reason for the decision, which he says appears politically motivated. A briefing on the issue was scheduled for last month but canceled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis unprofessional behavior does not reflect well upon your office or the Department of Defense,\u201d Tuberville wrote. \u201cUnfortunately I have come to expect this sort of delay and obfuscation from the Pentagon.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A staffer from Tuberville\u2019s office said the senator will lift his hold after the briefing has taken place and all questions about the policy have been adequately answered.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/10\/20\/military-to-provide-leave-travel-expenses-for-troops-seeking-abortion\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22246648759482.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Military to provide leave, travel expenses for troops seeking abortion<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon is trying to tie of up all of the lose ends created by the Supreme Court&#039;s  Dobbs vs. Jackson decision.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">At least nine senior Defense Department nominees are awaiting a full chamber vote for confirmation, including Lester Martinez-Lopez, President Joe Biden\u2019s pick to be assistant secretary of defense for health affairs, and Radha Iyengar Plumb, the nominee for the acquisition and sustainment post.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the nominations of Nickolas Guertin to be assistant secretary of the Navy and Ronald Keohane to be assistant secretary of defense for manpower and reserve affairs are pending before the Armed Services Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s legislative affairs team has been lobbying for the nominations to proceed at least since lawmakers returned to Washington following the midterm elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Early last month, Deputy Press Secretary Sabrina Singh told reporters that Congress was lagging the rate at which it confirmed Pentagon nominees during the Trump administration, and that it was hindering national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re a bit hamstrung here, and so we urge the Senate to confirm these nominees because they play a critical role in managing recruitment, our budget, and the physical health of the force,\u201d Singh said. \u201cWe believe these nominees are fully capable, and they have bipartisan support. I mean, they were voted out of the [armed services] committee.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville\u2019s hold amounts to yet another headache for Pentagon leaders hoping to fill leadership vacancies. They have already dealt with delays and frustration over confirmation votes because of other holds, including multiple blocks by Sen. James Lankford, R-Okla, said he would also hold all defense nominees over the issue of mandatory military vaccinations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration\u2019s handling of abortion access issues in recent months has infuriated Republican lawmakers and lead to threats of defunding government agencies or stalling operations until the moves are repealed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October, Austin released a memo saying senior leaders needed to \u201censure that our service members and their families can access reproductive health care\u201d no matter where they are stationed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Concerns over troops\u2019 access to abortion services have grown since the Supreme Court in June overturned the 1973 Roe v. Wade decision that legalized abortion nationwide. Since then, more than two dozen states have moved to ban or limit the procedure, with many of those cases currently the subject of legal fights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Austin\u2019s memo allows pregnant servicemembers to take leave to travel out of state for an abortion if they cannot legally have the procedure in the state where they are stationed. The department will also reimburse costs for that travel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville called the timing of the decision \u2014 announced just a few weeks before the midterm elections \u2014 \u201csuspicious.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the positions awaiting for confirmed leaders have been filled by senior civilians on an acting basis, Singh said confirmed political appointees are better able to guide the operations of the offices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the nominees are not confirmed before the end of the current Congress, Biden would have to renominate them.
