Rep. <a href=\"https:\/\/www.defensenews.com\/pentagon\/2015\/10\/04\/new-house-speaker-poised-to-influence-defense\/\" target=\"_blank\">Kevin McCarthy<\/a>, R-Calif., who is in line to become House speaker if Republicans win the majority and has said Republicans will not write a \u201cblank check\u201d for Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked whether the aid would be uninterrupted given McCarthy\u2019s remarks, Biden said, \u201cThat is my expectation. And, by the way, we\u2019ve not given Ukraine a blank check. There\u2019s a lot of things that Ukraine wants [that] we didn\u2019t do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden also defended the level of aid sent as sufficient for Ukraine to protect itself against Russian President Vladimir Putin\u2019s invasion without sparking a wider war \u2015 a signal that he\u2019s unlikely to seek to expand that aid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden said he decided to deny U.S. aircraft to guarantee Ukraine\u2019s skies because, \u201cWe\u2019re not going to get into a third world war, taking on Russian aircraft and directly engage.\u201d In a reference to Ukraine\u2019s request for the longer-range <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2022\/08\/31\/why-washington-should-provide-atacms-weapons-to-ukraine\/\" target=\"_blank\">Army Tactical Missile System<\/a>, made by<a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/07\/19\/the-clutch-isnt-engaged-yet-lockheed-martin-reports-lower-sales-but-says-it-expects-growing-demand\/\" target=\"_blank\"> Lockheed Martin<\/a>, Biden said he\u2019s denied the Ukrainians such missiles, \u201cbecause I\u2019m not looking for them to start bombing Russian territory.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to make sure that there\u2019s a relationship that they\u2019re able to defend themselves and take on what is purely the ugliest aggression that\u2019s occurred since World War II on a massive scale, on the part of Putin, within Ukraine. But when asked whether Russia\u2019s withdrawal from Kherson this week could open the door to such talks, Biden said, \u201cit remains to be seen \u2026 whether or not Ukraine is prepared to compromise with Russia.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Speaker <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/10\/25\/pelosi-vows-more-ukraine-aid-amid-brewing-congressional-fight\/\" target=\"_blank\">Nancy Pelosi<\/a>, D-Calif., vowed last month that Congress would pass additional Ukraine aid as part of the government funding bill in the lame duck session, potentially sparing McCarthy from an unwieldy debate within his caucus for the first several months of his possible speakership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The top Republican on the House Foreign Affairs Committee, Texas Rep. <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/11\/01\/republicans-push-back-on-okinawa-f-15-withdrawal\/\" target=\"_blank\">Mike McCaul<\/a>, said in a statement the day after the election that the U.S. needs to provide Ukraine with additional capabilities, including the missiles that Biden noted he would not send.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is far past time for the Biden administration to provide Kyiv with all the weapons it needs, including longer-range ATACMS, to ensure Putin, and all aggressors, understand they cannot win unprovoked wars of aggression,\u201d the statement reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, at a rally with Trump in Iowa last week, Rep. <a href=\"https:\/\/www.defensenews.com\/video\/2021\/03\/17\/guam-national-guard-visit-rep-marjorie-taylor-greene-after-alluding-to-guam-as-a-foreign-land\/\" target=\"_blank\">Marjorie Taylor Greene<\/a>, R-Ga., vowed that \u201cunder Republicans, not another penny will go to Ukraine.\u201d Trump, who is expected to announce his candidacy for a 2024 White House run later this month, himself criticized lawmakers for passing the $40 billion Ukraine aid package in May.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Democrats are sending another $40 billion to Ukraine, yet America\u2019s parents are struggling to even feed their children,\u201d his Save America PAC said in a May statement<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McCarthy, who himself voted in favor of a $40 billion Ukraine supplemental in May, has started to walk back his October remarks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m very supportive of Ukraine,\u201d McCarthy told CNN on Sunday. \u201cI think there has to be accountability going forward. \u2026 You always need, not a blank check, but make sure the resources are going to where it is needed.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2022\/11\/07\/congress-to-back-multiyear-weapons-purchases-laplante-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22126698516747.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Congress poised to back multiyear weapons purchases, LaPlante says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Congress is expected to expand U.S. weapons production to levels unseen since the Cold War.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Even as the situation on the battlefield has turned in Ukraine\u2019s favor, the war has shattered its economy and ability to provide government services. Ukrainian President <a href=\"https:\/\/www.reuters.com\/world\/europe\/ukraine-needs-3-4-bln-external-financing-per-month-next-year-imf-chief-2022-10-12\/\" target=\"_blank\">Volodymyr Zelenskyy <\/a>appealed to international donors last month for $38 billion to cover next year\u2019s expected budget shortfalls, and an initial $17 billion to start to rebuild critical infrastructure, including schools, housing and energy facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Daniel Vajdich, a lobbyist who says he\u2019s been in touch with Ukrainian officials, Kyiv expects a GOP-led Congress to boost security aid, but \u2015 given Republican reluctance about economic aid when the last aid package was drafted \u2015 to shrink that pot of funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Ukrainians can\u2019t fulfill their energy needs with HIMARS and NASAMS,\u201d said Vajdich, the president of Yorktown Solutions. \u201cThey need to sustain their society and overall government operations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More broadly, Kyiv recognizes that they will have to engage with Republican skeptics and emphasize their efforts to be good stewards of U.S. aid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe nature of the conversation will have to change,\u201d Vajdich said. \u201cThey recognize that with a Republican-controlled House they [would] have to do more explaining\u201d of confidence measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking with reporters on Election Day, Undersecretary of Defense for Policy <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/10\/18\/as-xi-calls-for-reunification-pentagon-says-china-policy-is-unchanged\/\" target=\"_blank\">Colin Kahl<\/a> predicted the \u201cconsiderable bipartisan support,\u201d particularly in the Senate, would endure. Lawmakers, he argued, understand the broader stakes for the globe when \u201cbig countries believe that they can swallow up their smaller neighbors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s stakes for the United States and for the free world in standing up for Ukraine,\u201d Kahl said. \u201cAnd I think the fundamental logic of that argument is widely understood among both Republicans and Democrats, so I\u2019m confident we\u2019ll be able to maintain support.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Putin, Kahl said, is banking that inflation, rising energy prices and war fatigue will fracture political support in the countries backing Ukraine, \u201cand so I think it\u2019s incumbent upon all of us to signal to him,
