{"id":64375,"date":"2023-06-16T10:00:00","date_gmt":"2023-06-16T10:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/06\/16\/house-committee-may-conduct-greater-oversight-of-navy-ship-maintenance\/"},"modified":"2026-08-08T00:56:33","modified_gmt":"2026-08-08T00:56:33","slug":"house-committee-may-conduct-greater-oversight-of-navy-ship-maintenance","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/budget\/2023\/06\/16\/house-committee-may-conduct-greater-oversight-of-navy-ship-maintenance\/","title":{"rendered":"House committee may conduct greater oversight of Navy ship maintenance"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The House Armed Services Committee\u2019s members may take a more active oversight role on Navy ship maintenance, after one lawmaker was \u201cbitterly disappointed\u201d the service let some of its cruisers \u201cdecay\u201d amid high demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Rob Wittman, who sits on the committee\u2019s sea power panel, told Defense News he is frustrated with Chief of Naval Operations Adm. Mike Gilday and other leaders for <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/04\/10\/how-the-us-navy-prioritized-readiness-and-got-more-ships-too\/\" target=\"_blank\">the state of the naval fleet<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said he was \u201calarmed\u201d when the Biden administration asked to buy nine ships in <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/03\/13\/navys-2024-plan-backs-long-range-weapons-shrinks-amphibious-fleet\/\" target=\"_blank\">its fiscal 2024 budget request<\/a> this spring but retire 11, leading to a smaller fleet at a time when the U.S. is trying to deter Chinese aggression against its Pacific neighbors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy requested to decommission five cruisers, including three that have not reached their expected 35-year service life: Cowpens, Shiloh and Vicksburg. Congress last year voted to save Vicksburg when the Navy tried to decommission it as part of its FY23 spending request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy also asked to decommission three amphibious ships that have not yet reached their planned service life and which Congress voted to save in FY23: Germantown, Gunston Hall and Tortuga.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re not going to get to [the congressionally mandated 355-ship fleet size] if you\u2019re retiring ships early. And if you look at some of those situations, what\u2019s happened is the Navy hasn\u2019t been as rigorous in their maintenance scheduling and efforts there, and when you aren\u2019t rigorous with that, your ships wear out faster,\u201d said Wittman, who previously chaired the sea power subcommittee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some cruisers, including Vicksburg, have gone through a lengthy upgrade process and sport new combat systems, but the hull, mechanical and electrical systems \u201cdecayed\u201d during their extended time at the pier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wittman said the sea power subcommittee members will this year agree to let Vicksburg retire early because \u201cit\u2019s in horrible shape, and it really wasn\u2019t worth the money to put back in. But that was the result of the Navy\u2019s lack of attention to the ship; they let the ship atrophy, and they came to us and go: \u2018Hey, look, we shouldn\u2019t put money into this.\u2019 And they\u2019re correct.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, he said, other ships shouldn\u2019t meet this same fate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe were bitterly disappointed with that, and we had some heart-to-heart conversations with Secretary [Carlos] Del Toro, Adm. Gilday [and Naval Sea Systems Command head Vice Adm. Bill] Galinis about the Navy\u2019s perspective on ship maintenance. Because Adm. Gilday came in and said, \u2018That\u2019s my priority,\u2019 and things haven\u2019t happened the way they should,\u201d Wittman added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Virginia Republican said subcommittee members visited the repair yards and met with Gilday personally to discuss ship maintenance and to make clear that they wanted to save whatever ships were in good enough material condition to save, despite the Navy\u2019s reservations about spending money to repair old ships when it would prefer to invest in new, high-end technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wittman said he talked to Del Toro about trying to extend the expected service lives of some of the remaining cruisers \u2014 \u201cto get a few more years out of those ships to make up for the years that we\u2019ve lost with the ships that are being retired now early.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy recently announced a five-year extension of the first-in-class destroyer Arleigh Burke but has not weighed in on extending the lives of cruisers or other aging surface ship classes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wittman also said he and his colleagues would take a more proactive approach to ensuring the Navy gets the most out of the ships it has at a time \u201cwhen the demand signal is off the charts and we need these ships.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think,\u201d Wittman said, knocking on the arm of his wooden chair in his Capitol Hill office, \u201cif everything is followed up on \u2014 and we\u2019ve heard this story before, so call me a little bit reticent to make sure we see the action, but the Navy is saying all the right things \u2014 we\u2019re going to hold their feet to the fire.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said he spoke to fellow subcommittee member Rep. Jen Kiggans, another Virginia Republican whose district includes Navy facilities, and \u201cwhat we\u2019re going to do, what we need to do, is we\u2019re going to start visiting these ships when they\u2019re in their maintenance phase.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to go visit the Cowpens and the Shiloh and watch them as they\u2019re doing this, and make sure the Navy knows we\u2019re watching. You can\u2019t tie the ship up to the dock and slow-play the maintenance and then come back to us and go: \u2018Oh my gosh, it\u2019s in horrible shape.\u2019 So we have to do our job, too, and pay a little more attention.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rep.
