{"id":64668,"date":"2023-07-13T19:19:42","date_gmt":"2023-07-13T19:19:42","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/07\/13\/house-gop-pressures-pentagon-on-lack-of-financial-accountability\/"},"modified":"2026-08-08T00:57:15","modified_gmt":"2026-08-08T00:57:15","slug":"house-gop-pressures-pentagon-on-lack-of-financial-accountability","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2023\/07\/13\/house-gop-pressures-pentagon-on-lack-of-financial-accountability\/","title":{"rendered":"House GOP pressures Pentagon on lack of financial accountability"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 House Republicans convened a hearing on Thursday to spotlight the Defense Department\u2019s repeated failures to pass an audit, with conservatives joining liberal Democrats in a scathing rebuke of the Pentagon\u2019s financial management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The hearing highlighted the emerging Republican schism between the party\u2019s fiscal hawks and defense hawks on top of ongoing tension within the party over Ukraine aid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe U.S. spends more on defense than China, Russia, India, Saudi Arabia, the United Kingdom, Germany, France, South Korea, Japan and Ukraine combined,\u201d said Rep. Glenn Grothman, R-Wisc., who convened the hearing as chairman of the House Oversight Committee\u2019s national security panel. \u201cThe American people work diligently to earn every dollar, but it seems the [Defense Department] has become a master of squandering those funds without batting an eye.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon has never passed an audit, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/11\/16\/dod-fails-audit-cites-ukraine-as-teachable-moment-in-accountability\/\" target=\"_blank\">failing five in a row<\/a>. Republicans on the panel joined Democrats in grilling John Tenaglia, the Defense Department\u2019s principal director for pricing and contracting, on some of the underlying reasons for this failure. He attributed the repeated audit failures in part to the slow pace of retiring legacy systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brett Mansfield, the Pentagon Inspector General\u2019s deputy for audits, and Asif Khan, the financial management director at the Government Accountability Office, also testified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere have been instances as part of the audit process where [the Defense Department] themselves have found assets in warehouses like Black Hawk helicopters that weren\u2019t on the property records,\u201d said Khan. \u201cIn that respect, audit readiness really does impact the military\u2019s readiness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Grothman noted that no one from the Pentagon comptroller\u2019s office participated because the \u201centire senior leadership team was either out of the office or on vacation.\u201d He convened the hearing the same week the House debated <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/06\/22\/house-defense-bill-adds-special-ukraine-ig-taiwan-cyber-cooperation\/\" target=\"_blank\">the $874 billion National Defense Authorization Act<\/a> for fiscal 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Speaker Kevin McCarthy, R-Calif., so far has sided with fiscal hawks. He\u2019s <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/06\/06\/house-armed-services-chair-wants-china-spending-bill-less-ukraine-aid\/\" target=\"_blank\">resisted efforts to increase defense spending<\/a> beyond President Joe Biden\u2019s proposed $886 billion military budget \u2013 a 3.3% increase over this year \u2013 which <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/05\/29\/debt-ceiling-agreement-locks-in-bidens-proposed-defense-budget\/\" target=\"_blank\">Congress agreed to as part of the debt ceiling deal<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The places him at odds with Senate Minority Leader Mitch McConnell, R-Ky. The Senate\u2019s defense authorization bill, which the Armed Services Committee advanced last month, <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/06\/23\/senate-defense-bill-pushes-for-spending-over-debt-ceiling-cap\/\" target=\"_blank\">includes nonbinding language that calls for supplemental defense spending to increase the Pentagon budget<\/a> beyond the debt ceiling cap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, House Republican leaders allowed a vote on a defense bill amendment that would require an annual Pentagon audit and cut the Defense Department budget by 0.5% if it fails. The amendment, introduced by Rep. Andy Biggs, R-Ariz., was part of an agreement Republican leaders reached with the conservative Freedom Caucus to advance the defense bill. The vote is expected to occur by the end of the week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe only thing that\u2019s actually growing faster than the [Defense Department] as a budget unit is the interest on our national debt,\u201d Biggs said at the Oversight Committee hearing. Biggs said \u201cthere is no consequence\u201d for the audit failures, criticizing the defense bill\u2019s top line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Virginia Foxx, R-N.C.\u201d said her \u201cmy blood just boils\u201d over the audit failures, decrying the Pentagon \u201cwasting taxpayer dollars.\u201d And Rep. Clay Higgins, R-La., said \u201cthe most ravenous leviathan of our government that devours the people\u2019s wealth is the Department of Defense.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats on the committee joined in the criticism. Rep. Robert Garcia of California, the top Democrat on the House Oversight national security panel, referenced <a href=\"https:\/\/www.cbsnews.com\/news\/weapons-contractors-price-gouging-pentagon-60-minutes-transcript-2023-05-21\/\" target=\"_blank\">a May report from CBS\u2019 60 minutes detailing defense contractors price gouging the Pentagon<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also urged lawmakers to vote against a series of National Defense Authorization Act amendments that would end aid to Ukraine after Grothman highlighted a Pentagon accounting error that inflated the cost of U.S. weapons sent to Kyiv by $6.2 billion. Those votes are also expected by the end of the week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Summer Lee, D-Pa., noted that the Defense Department spends $41.6 million per year on Viagra, more money than it cost to repair a collapsed bridge in her Pittsburgh district. She also pointed to contractors losing \u201chundreds of millions\u201d in spare parts for the F-35 fighter jet program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tengalia said the Pentagon is
